The applicant has requested a Shoreline Exemption for the replacement of 58
timber log booms and repair of one timber dolphin. The project is located in Lake
Washington North water walk at Gene Coulon Memorial Beach Park. The park is
located in Lake Washington Reach G and is designated Shoreline High Intensity.
However, the subject project is located waterward of the Ordinary High Water
Mark (OHWM) and it therefore located in the Aquatic Environment. The timber
log booms are over 30 years old and waterlogged. The log booms float with
minimal freeboard and are difficult for boaters to see. The timber logs are
proposed to be replaced by black HDPE foam-filled booms, 16-inches in diameter
with 12-inch round floats between each boom to increase boater visibility and
safety. The timber dolphin would be repaired with a 10-foot long galvanized
steel sleeve placed over the top after the two feet of decayed timber is cut off
the dolphin. The applicant has indicated that the project is anticipated to occur
between October 28 and November 15 of 2013. The project is required to receiVE
a Hydraulic Project Approval (HPA) from the Department of Fish and Wildlife
(WDFW) for work within Lake Washington. The applicant has provided a copy of
the JARPA application as a submittal item.

proposed project in accordance with RMC 4-9-190C 'Exemptions from Permit System' and for the following

resource or environment.

common method of repair for the type of structure or development and the replacement structure or
development is comparable to the original structure or development including, but not limited to, its size,
shape, configuration, location and external appearance and the replacement does not cause substantial
adverse effects to shoreline resources or environment

Either timber log or HDPE booms, and timber log dolphins. Timber log booms are over 30 years old and rated
in fair to poor condilion(PND Engineers, Inc., 9/2011). HDPE booms are replacement booms installed in 2007.
Timber log dolphins are in fair to good condition, with the exception of one with 50% remaining area category (to
be sleeved). Chain connections are in various conditions, from fair to good.
Booms are used to demarcate a small sailboat anchoring area, and to provide calmer waters close to shore,
minimizing shoreline erasion.

Remove 58 timber log booms and connections, replace with 58 HDPE booms of equal or lesser size,
small (12" dia.) barrier floats, and new galvanized metal connections. Repair a portion of one timber
dolphIn piling by cutting it two feet above the water line and installing a metal sleeve.

The timber log booms are over 30 years old and waterlogged -they float with minimal freeboard and
are dIfficult for boaters to see. The four previously replaced HDPE booms (2007) have significant
freeboard, and the intent is to provide the same level of visibility for the entire boom system. Adding
safety orange colored barrier floats between each black HDPE boom will also enhance visibility. The
galvanized chain and connections will be replaced with the new booms and floats to ensure the
project's longeVity. One dolphin pile has sustained an estimated 30% loss of section due to fungal
decay in the wet dry zone and has been rated in the 50% remaining area category. This pile will be
repaired with a galvanized metal sleeve to match several similarly repaired dolphin piles.

A small «30') boat with crew will remove 58 timber log booms and connections and float them to the park's boat
launch area, where they will be temporarily stored In a protected staging area. These will be disposed of
properly in a lawful manner. One timber dolphin will be sawn off two.feet above the water line, and a 10 foot long
galvanized metal sleeve with top plate will be inserted over the remaining timber dolphin, and bolted with three
%" nuts, equally spaced (see detail). 58 new black HDPE, foam filled booms (see detail) will be floated out and
connected with galvanized chain and spaced between the dolphin piles. Barrier floats will be installed with
galvanized chain connections between the new and five existing HDPE booms.

Project Description: The existing 58 timber log booms north of the North Waterwalk
are over 30 years old, and have minimal freeboard. They were assessed in poor
condition by PND Engineers, Inc. in 2011. This project will replace those booms with
black HOPE foam-filled booms, 16" in diameter, to match the South Waterwalk booms,
installed in 2007. Additionally, bright orange, 12" round floats will be placed between
the booms to increase boater visibility and safety, along with new galvanized steel
connections, and one timber dolphin in poor condition will have a ten foot long,
galvanized steel sleeve placed over it, after the top two feet of decayed timber is cut off.
This project type is considered to be a normal maintenance or repair of existing
structures or developments.
Work is anticipated to occur between October 28,2013 and November 15, 2013. A
JARPA has been applied for.
All work will be staged from the park's boat launch area. Timber booms removed will be
disposed of properly.
The total construction cost for this project is $221,000.00, including WSST.

Either timber log or HOPE booms, and timber log dolphins. Timber log booms are over 30 years old and rated
in fair to poor condition (PND Engineers, Inc., 9/2011). HOPE booms are replacement booms installed in 2007.
Timber log dolphins are in fair to good condition, with the exception of one with 50% remaining area category (to
be sleeved). Chain connections are in various conditions, from fair to good.
Booms are used to demarcate a small sailboat anchoring area, and to provide calmer waters close to shore,
minimizing shoreline erosion.

Remove 58 timber log booms and connections, replace with 58 HOPE booms of equal or lesser size,
small (12" dia.) barrier floats, and new galvanized metal connections. Repair a portion of one limber
dolphin piling by cutting it two feet above the water line and installing a metal sleeve.

The timber log booms are over 30 years old and waterlogged -they float with minimal freeboard and
are difficult for boaters to see. The four previously replaced HDPE booms (2007) have significant
freeboard, and the intent is to provide the same level of visibility for the entire boom system. Adding
safety orange colored barrier floats between each black HDPE boom will also enhance visibility. The
galvanized chain and connections will be replaced with the new booms and floats to ensure the
project's longevity. One dolphin pile has sustained an estimated 30% loss of section due to fungal
decay in the wet dry zone and has been rated in the 50% remaining area category. This pile will be
repaired with a galvanized metal sleeve to match several similarly repaired dolphin piles.

A small «30') boat with crew will remove 58 timber log booms and connections and float them to the park's boat
launch area, where they will be temporarily stored In a protected staging area. These will be disposed of
properly in a lawful manner. One timber dolphin will be sawn off two.feet above the water line, and a 10 foot long
galvanized metal sleeve with top plate will be inserted over the remaining timber dolphin, and bolted with three
'%" nuts, equally spaced (see detail). 58 new black HOPE, foam filled booms (see detail) will be floated out and
connected with galvanized chain and spaced between the dolphin piles. Barrier floats will be installed with
galvanized chain connections between the new and five existing HOPE booms.

PROVISIONS
1. TIMING LIMITATIONS: The project may begin September 20,2013 and shall be completed by
September 19,2015, provided pile removal (except for cutting to replace by sleeving, stubbing, or
splicing) or driving below the ordinary high water line (OHWL) shall occur only between July 16 to
December 31.
2. NOTIFICATION REQUIREMENT: The Area Habitat Biologist (AHB), Christa Heller, shall be
notified bye-mail (christa.heller@dfw.wa.gov)within three working days prior to start of work, and
again within seven days of completion of work. The notification shall include the permittee's name
and control number for this Hydraulic Project Approval (HPA).
3. APPROVED PLANS: Work shall be accomplished per plans and specifications approved by the
Washington Department of Fish and Wildlife entitled CITY OF RENTON COULON BEACH PARK
(SHEET 6 OF 8) dated September 2006, DWG: 16' DIAMETER DEBRIS DEFLECTOR (SHEET 1
OF 1) dated January 8, 2007, NORTH LOG BOOM PILE PLAN -CITY OF RENTON GENE
COULON MEMORIAL PARK (SHEET 1 OF 10) dated September 2011, and GENE COULON
MEMORIAL BEACH PARK PLANTING PLAN dated September 4,2013; except as modified by this

6. The diameter of sleeved piles shall be no more than three inches greater than the diameter of
the existing piles.
7. Sleeved piles shall be monitored for at least 30 minutes to confirm concrete is not leaking.
8. Each pile may be sleeved only once.
9. Any existing pilings or log booms which will no longer be used shall be removed and disposed of
upland such that they do not re-enter waters of the state. In the event that the piles cannot be
completely removed, then the remainder of the pile shall be removed with a clamshell bucket,
chain, or similar means, or cut off a minimum two feet below the surface of the bed.
10. All waste material such as demolition and construction debris resulting from this project shall be
deposited above the limits of flood water in an approved upland disposal site.
11. All trash and unauthorized fill, including concrete blocks or pieces, bricks, asphalt, metal,
treated wood, glass, plastic, etc., below the OHWL in and around the applicant's project area shall
be removed and deposited above the limit of flood water in an approved upland disposal site.
12. All work operations shall be conducted in a manner that causes little or no siltation to adjacent
areas.
13. Extreme care shall be taken to ensure that no petroleum products, hydraulic fluid, fresh cement,
sediments, sediment-laden water, chemicals, or any other toxic or deleterious materials are allowed
to enter or leach into the lake.
14. REVEGETATION AND PLANTING REQUIREMENT: Disturbance of the watercourse and its
associated vegetation shall be avoided and limited to that necessary to perform the project.
Affected areas shall be restored to pre-project or improved habitat configuration. Disturbed areas
shall be revegetated with native woody species approved by the AHB prior to December 31 of the
year of project construction.
To help mitigate for project impacts to fish life, a planting plan consisting of five native trees shall be
planted within five feet landward of the bulkhead and/or OHWL. The standard planting requirement
for the full planting plan consists of five trees and seven shrubs. This requirement will be met, as
existing vegetation on the park property qualifies. All plantings shall be maintained as necessary for
three or more years to ensure 80% or greater survival. Plants shall remain for as long as the
structure exists.

All Hydraulic Project Approvals issued under RCW 77.55.021 are subject to additional restrictions, conditions, or
revocation if the Department of Fish and Wildlife determines that changed conditions require such action. The
person(s) to whom this Hydraulic Project Approval is issued has the right to appeal those decisions. Procedures for
filing appeals are listed below.
MINOR MODIFICATIONS TO THIS HPA: You may request approval of minor modifications to the required woil< timing
or to the plans and specifications approved in this HPA. A minor modification to the required woil< timing means up to a
one-week deviation from the timing window in the HPA when there are no spawning or incubating fish present with'ln
the vicinity olthe project. You may request subsequent minor modifications to the required work timing. A minor
modification of the plans and speCifications means any changes in the materials, characteristics or construction of your
project that does not alter the project's impact to fish life or habitat and does not require a change in the provisions of
the HPA to mitigate the impacts of the modification. Minor modifications do not require you to pay additional application
fees or be issued a new HPA. To request a minor modification to your HPA, submit a written request that clearly
indicates you are requesting a minor modification to an existing HPA. Include the HPA number and a description of the
requested change and send by mail to: Washington Department of Fish and Wildlife, PO Box 43234, Olympia,
Washington 98504-3234, or by email to HPAapplications@dfw.wa.gov. Do not include payment with your request. You
should allow up to 45 days for the department to process your request.
MAJOR MODIFICATIONS TO THIS HPA: You may request approval of major modifications to any aspect of your HPA.
Any approved change other than a minor modification to your HPA will require issuance of a new HPA. If you paid an
application fee for your original HPA you must include payment of $150 with your written request or request billing to an
account previously established with the department. If you did not pay an application fee for the original HPA, no fee is
required for a change to it. To request a major modification to your HPA, submit a written request that clearly indicates
you are requesting a major modification to an existing HPA. Include the HPA number, check number or billing account
number, and a description of the requested change. Send your written request and payment, if applicable, by mail to:

APPEALS INFORMATION

includes a review by department management of the HPA or denial and often resolves issues faster and with less legal
