PROJECT DESCRIPTION: The applicant is requesting a shoreline exemption in order to repair a portion of
Perimeter Road, located at the Renton Municipal Airport. The road runs parallel
to the Cedar River and is located west of the flood wall. The repair project would
extend 1,800 linear feet and would be approximately 20 feet wide. The applicant
has indicated that the repair methodology would consist of an asphalt pavement
overlay to the existing pavement surface. The project would not result in any
new impervious surface and/or new structures on the current site. The project i,
located in Reach A of the Cedar River, which is designated Shoreline High
Intensity in the Shoreline Master Program. The distance of the road from the
ordinary high water mark varies from 5 feet to 30 feet. The site is currently
zoned Industrial Medium.

An exemption from a Shoreline Management Substantial Development Permit is hereby Approved on the
proposed project in accordance with RMC 4-9-190C.3 Exemptions from Permit System and for the following
reasons:
Maintenance and Repair: Normal maintenance or repair of existing structures or developments, including
damage by accident, fire or elements:
a. "Normal maintenance" includes those usual acts to prevent a decline, lapse, or cessation from a lawfully
established condition.
b. "Normal repair" means to restore a development to a state comparable to its original condition, including
but not limited to its size, shape, configuration, location and external appearance, within a reasonable period
after decay or partial destruction, except where repair causes substantial adverse effects to the shoreline
resource or environment.
c. Replacement of a structure or development may be authorized as repair where such replacement is the
common method of repair for the type of structure or development and the replacement structure or
development is comparable to the original structure or development including, but not limited to, its size,
shape, configuration, location and external appearance and the replacement does not cause substantial
adverse effects to shoreline resources or environment

Taxiway 8 Rehabilitation -East Side Perimeter Haul Road Repair
Approximately 1,800 linear feet of 20-foot wide (on average) perimeter road

Description of Work
The Taxiway '8' Rehabilitation project consisted of the reconstruction and rehabilitation ofthe existing
taxiway pavements east of Runway 16-34. The design and construction of the project was conducted
within two phases. Construction commenced during May 2013 and continues through September 2013.
The project anticipated some level of haul road repair on the Airport Perimeter Road due to truck traffic
associated with the Taxiway 8 improvements. The level of haul road repair necessary was not
identifiable prior to construction. Due to the uncertainty at bid time as to the level of haul road repair
that would be necessary, a force account bid item was set up within the contract, with a force account
placeholder value of $75,000.
During the projects, the perimeter road and Airport office parking lot serving the airport facility has
been subjected to significant truck and trailer traffic from the construction activities. Although there
was some pre-existing pavement distress of the roadway and parking lot, Airport personnel observed
further deterioration ofthe pavement due to prolonged construction traffic, which will affect the service
life of the surfaces. The road and parking lot conditions have deteriorated quicker due to Taxiway 8
construction activities and are in need of maintenance to sustain the pavements. The deterioration is
occurring periodically over the full length of the perimeter haul route and is wide spread within the
Airport office parking lot.
A previous shoreline exemption for project improvements was granted on January 3, 2013, for project
work (including perimeter haul road repair) occurring outside 64 feet from the Cedar River flood wall.
Haul road repair is also necessary on the east portion of the perimeter road along the Cedar River flood
wall, which is within 64 feet of the flood wall. This shoreline exemption application is for coverage of
the perimeter road repair occurring within 64 feet of the flood wall. The east side p~~paA. r,~jr-,

The east portion of the perimeter road utilized for Taxiway B construction haul traffic and identified for
repair is depicted on the airport map included within this application.

The site lies along the west bank of the Cedar River.
Soil type and drainage conditions:
Surficial soil deposits in the vicinity of the airport are identified as urban or industrial land that has been
modified by widespread or discontinuous artificial fill. The native subgrade beneath the perimeter road
consists predominately of medium stiff to soft organic silt. Stormwater runoff on the project site is
collected in catch basins and discharged directly to the Cedar River.

The west bank of the Cedar River supports a 20-to 30-foot wide strip of native vegetation along the
entire project frontage, with a flood wall located at the top of the embankment as shown on the project
site plan. The work site at its closest is approximately 5 feet from the flood wall that borders the Cedar
River, which is upland from and varies from 5 to 30 feet in distance from the OHWM of the Cedar River.
Nature of existing shoreline:
The west bank of the Cedar River supports a 20-to 3D-foot wide strip of native vegetation along the
entire project frontage. Roughly one-half of the airport frontage along Lake Washington is natural
shoreline, with the west half of the frontage having a bulkhead to support float plane operations.
Project height:
Since this is an asphalt overlay, all construction will be horizontal.

The City of Renton is required by the Washington State Department of Ecology to track and evaluate the
