The applicant will immediately replant with three different types of trees for a total of 53 trees. According to the updated Project Narrative, these trees include 14-foot tall, 5-inch caliper Kwanzan cherry trees, 14-foot tall, 5-inch caliper Worplesdon sweet gum trees, and 14-foot tall, 5-inch caliper Fraxinus Americana trees. The applicant also proposes a more narrow drip line, and to amend surrounding soil for health in a larger, square mulch pattern of roughly 8-foot x 8-foot around the trees. Although the applicant is proposing to reduce the number of trees by 16, the proposal still complies with parking lot landscaping and zoning regulations, which specify that there must be one tree for every six parking spaces within a lot interior. The applicant has proposed to remove the existing trees and immediately replant with the new Kwanzan Cherry, Worplesdon Sweet Gum, and Crimson Spiral Red Oak trees. It is not expected that an area larger than needed for tree removal and replacement would be exposed and subject to erosion. e. The land clearing and tree removal shall be consistent with subsection D2 of this Section, Restrictions for Critical Areas -General, and RMC 4-3-050 -Critical Areas Regulations. There are wetlands to the south of the proposed site, however, they are more than 160 feet away from the project location, and not within the wetland buffers. See seismic and flood hazards above in subsections a. and b. respectively. f. The trees proposed for removal were originally planted as ornamental trees and are not a part of a stand of trees, significantly reducing the risk of blow-down. Furthermore, the proposed Kwanzan Cherry, Worplesdon 5weet Gum, and Crimson Spiral Red Oak trees would add variety to the existing trees on the subject site. The increased variety reduces the risk of insect and pest infestation and disease that could eliminate all the trees at the subject site if a variety of tree types is not provided. g. The Size of the property 153.8 acres The current use of the site is office and engineering support for Boeing Commercial Airlines as well as the BCAG executive complex and customer area. There is no near term future development at the proposed site. Box 50393 Bellevue, WA 980t5 Ph: (425) 462·8829 F.x:(425)462.8874 As requested I inspected the 69 flowering cherry trees located in all the islands in the west parking lot. All of the trees have moderate to severe crown die-back. Crown die-back this widespread and severe would indicate an inability of the trees to translocate water and nutrients throughout the tree. In this case it is brougbt about by a combination of a compromised viable root system (possibly caused by the poor soil conditions prevalent on this site) and/or, the severity of the sunscald on the trunks and resulting decay present in most of the trees. Unfortunately, the conditions are too advanced in the vast majority of the trees to expect remedial measures to be effective. Therefore, it is my recommendation that the trees be removed and replaced. Please refer to the attached chart for tree counts by and DBH measurements.
