Project Description: King County proposes to study the hydrology of Honey Creek as part of an
attempt to understand the overall hydrology of May Creek, specifically as it pertains to storm water
runoff. This work is part of a larger effort to quantify storm water runoff in highly developed
watersheds with an aim to improve flow and habitat conditions in creeks throughout King County.
This study is antiCipated to span at least one year; however, the applicant may request extensions
based on the Quality and utility of the data collected.

King County proposes to study the hydrology of Honey Creek as part of an attempt to
understand the overall hydrology of May Creek, specifically as it pertains to storm water
runoff. This work is part of a larger effort to quantify storm water runoff in highly developed

County. This study is anticipated to span at least one year; however, the applicant may
request extensions based on the quality and utility of the data collected.
For the study, King County proposes to establish a stream flow monitoring gauge in Honey
Creek on property owned by City of Renton (APN 0423059336). The gauge would be placed
approximately 250 feet upstream of the NE 27th Street bridge crossing over Honey Creek,
within May Creek Park. The gauge would be installed in October 2013. County staff would
need to visit the gauge 2 to 3 times per month in order to download data and perform
maintenance. Normally, these visits would occur during regular business hours (Monday-

Friday, 8 a.m. to 5 p.m.). Periodically, staff may visit the site during a rainstorm to measure
storm flow, which may occur at any time of the day or night.
CRITICAL AREA: Honey Creek
EXEMPTION JUSTIFICATION: Pursuant to RMC 4-3-0S0.C.S.b.i, of the Critical Areas
Regulations is hereby granted:

FINDINGS: The proposed development is consistent with the following findings pursuant to
RMC section 4-3-050C.5:
1. The activity is not prohibited by this or any other chapter of the RMC or state or federal
law or regulation.
2. The activity will be conducted using best management practices as specified by industry
standards or applicable Federal agencies or scientific principles if submitted plans are
followed.
3. Where wetland or buffer disturbance occurs during construction or other activities in
accordance with this exemption, the site will be revegetated with native vegetation.
DECISION: An exemption from the critical areas regulations is approved for installation of a
stream gauge in Honey Creek.

APPEALS: An appeal of this administrative land use decision must be filed in writing together
with the required fee to the City of Renton Hearing Examiner, City of Renton, 1055 South
Grady Way, Renton, WA 980S7, on or before 5:00 p.m., on October 30, 2013. RMC 4-8-110
governs appeals to the Hearing Examiner and additional information regarding the appeal
process may be obtained from the Renton City Clerk's Office, (425) 430-6510.

RECONSIDERATION: Within 14 days of the decision date, any party may request that the
decision be reopened by the approval body. The approval body may modify his decision if
material evidence not readily discoverable prior to the original decision is found or if he finds
there was misrepresentation of fact. After review of the reconsideration request, if the
approval body finds sufficient evidence to amend the original decision, there will be no further
extension of the appeal period. Any person wishing to take further action must file a formal
appeal within the 14-day appeal time frame.

King County is proposing to study the hydrology of Honey Creek as part of an attempt to
understand the overall hydrology of May Creek, specifically as it pertains to flow from
stormwater runnoff. This work is part of a larger effort to quantify stormwater runoff in highly
developed watersheds with an aim to improve flow and habitat conditions in creeks throughout
King County. This study is anticipated to span at least one year but could be extended
indefinitely, depending on an evaluation of the quality and utility of the data collected and the
agreement of the City of Renton.
The project proposes to establish a streamflow monitoring gage in Honey Creek on City of
Renton property. The gage itself will be placed approximately 2S0 feet upstream of the NE 27th
St bridge crossing over Honey Creek, within May Creek Park. The gage will consist of a 3 foot
long 2 inch metal well screen driven into the creek which will provide a stable housing for a data
logger which will record stream elevations at a IS-minute interval. All effort will be made to
place the gage in a safe and non-obvious manner to reduce the chance of adverse erosion and
possible vandalism.
Once the gage is installed in early October, staff would need to visit the gauge 2-3 times per
month to download data and perform maintenance. Normally these visits will happen during
regular business hours (Monday-Friday 8AM-SPM). Periodically staff may visit the site during a
rain storm to measure storm flow, which may occur at any time of day or night

critical areas regulations. More specific descriptions of the activities are contained in the Critical Areas
Regulations. Some of the listed activities may not be exempt in certain critical areas. The Planning
Division will evaluate you request according to the City of Renton Critical Areas Regulations in RMC 4-3-
050C, J, L, and N.
