; Project Description: The applicant is requesting a Shoreline Exemption for the maintenance and
, repair of extending existing duct work for air quality and repair of a domestic water meter for the
i 5-50 Paint Booth located at the Renton Municipal Airport, 1011 W Perimeter Rd and the repair of an
1 existing fire hydrant near the City's boathouse facility, 737 Logan Ave. N. Both projects are related
! to the Boeing Renton Manufacturing Plant. The Airport is zoned 1M and the project would be
'r located in the Cedar River Reach A. The Boeing Plant Site is zoned UC-N2 and the project would be
'I", located in Lake Washington Reach I. Both shorelines are deSignated Shoreline High Intensity. The
total site area combined is 151. 94 acres however the project would impact a very small area within I the overall 151 acres site. No other critical areas are located in the site with the exception of
ill seismic hazards. No trees and/or vegetation would be removed to complete the maintenance
~i projects.
i To replace the fire hydrant the applicant would remove the existing leaking hydrant and piping and
i, backfill the trench after replacement. The project is estimated to require 320 cubic feet of backfill
~ and excavation. The closest point to the OHWM of Lake Washington is apprOXimately 10 feet.
To repair the domestic' r valve the applicant would saw cu d removed the existing vault lid,
repair any damage to the wall and install a new lid. The pavement around the vault would be
removed and replaced. The new relief valve would be relocated and installed to replace the
existing value. The closest point to the OHWM of the Cedar River would be approximately 56 feet.
The extension of the three exhaust stacks on the 5-50 Boeing Paint Hanger building would extend ~
their existing elevation approximately 14 feet higher, Additional guy wires and supports along with t
modifications of duct work and recirculation dampers would be added/changed as required, The ~
purpose of the additional stack height is to disperse paint odors over a greater area reducing odor 1
concentrations to less noticeable levels. This project would be approximately 70 feet from the I
OHWM of the Cedar River.

An exemption from a Shoreline Management Substantial Development Permit is hereby Approved on the
proposed project in accordance with Maintenance and Repair: Normal maintenance or repair of existing
structures or developments, including damage by accident, fire or elements.
a. "Normal maintenance" includes those usual acts to prevent a decline, lapse, or cessation from a lawfully
established condition.
b. "Normal repair" means to restore a development to a state comparable to its original condition, including
but not limited to its siie, shape, configuration, location and external appearance, within a reasonable period
after decay or partial destruction, except where repair causes substantial adverse effects to the shoreline
resource or environment.
c. Replacement of a structure or development may be authorized as repair where such replacement is the
common method of repair for the type of structure or development and the replacement structure or
development is comparable to the original structure or development including, but not limited to, its size,
shape, configuration, location and external appearance and the replacement does not cause substantial
adverse effects to shoreline resources or environment, and for the following reasons:
The subject project is maintenance of an existing fire hydrant, domestic water PRV Valve and duct work for the
5-50 Paint Hanger and therefore would be considered regular maintenance and repair.
The proposed development is Consistent or Inconsistent with:
Consistent Policies of the Shorline Management Act.

install the new lid. During lid removal, provide protection for PRV inside the vault.
Install precast concrete lid. Remove and replace any pavement around the vault
required for lid removal and installation. Seal the edges between vault and adjacent
pavement. Rebuild existing PRV. Relocate/install a new relief valve in the 5-50 to
replace the existing relief valve in the PRV vault.

5-50 Building Extend stacks for Paint Odor Mitigation Project, Work takes place within
the footprint of the existing 5-50 Paint Hanger Building,
Brief description of proposed work:
Extend three exhaust stacks from their existing elevation of 100' -5" to 114'-8". Work
includes adding 13'-10" of 50" x 96" ductwork to three (3) existing exhaust stacks.
Additional guy wires and supports will be added as required to support the added
ductwork. Replace existing discharge and recirculation dampers and modify and repair
ductwork as required. The purpose of the project is to disburse paint odors from existing
airplane painting operations over a greater area reducing odor concentrations to less
noticeable levels.
