Project Description: The applicant is req uesti ng a Routine Vegetation Management Permit
(RVMP) to remove one Douglas Fir, approximately 34-inch diameter at breast height. Pursuant to
Renton Municipal Code (RMC) 4-11-200 'Definiton of Tree', a tree of 30-inch caliper or greater is
considered a 'landmark tree' and a 'landmark tree' requires a RVMP approval per RMC 4-4-
130F.2.d 'Removal of Landmark Tree.' According to the professional arborist's evaluation, the tree
is showing signs of atrophy and decay. The applicant provided an ISA Certified Arborist Exam Score
Report that rates the tree as "failing" where there is considerable dieback of limbs on the lower
canopy and has ivy growing up the lower portion of the tree. The subject tree is located at the
property 11815 SE 180th St (PID# 3820400020) and is within the Residential-4 (R-4) zone
designation. The site is approximately 10,551 square feet in size and has an existing single family
residence with two accessory structures in the rear yard. The site is surrounded by single family
residential homes and zoning. The subject tree to be removed is located at the rear of the site near
the southerly property line. The property owner will have a professional tree removal service take
down the subject tree. No grading of the site is proposed.

Minimum tree density residentially zoned site is to be 4 trees for the 10,551
square foot lot. Tree may consist of existing trees, trees, or a combination. '
The subject property has six other mature evergreen trees in the northerly portion of the site near
180th Ave SE, a mix of Hemlock, Cedar, Douglas Fir, and Noble Fir. The subject site exceeds the
minimum 4 trees es with the for the zone.

DESCRIPTION: The applicant is requesting a Routine Vegetation Management Permit

Land clearing and tree removal shall be consistent with subsection D2 ofthis Section,
Restrictions for Critical Areas -General, and RMC 4-3-050 -Critical Areas
Regulations.
The retained trees will not create or contribute to hazardous conditions as the result
of blow-down, insect or pest infestation, disease, or other problems that may be
created as a result of selectively removing trees and other vegetation from the lot (s).
Will the land clearing and tree removal being conducted maximize the preservation of
any tree(s) in good health that is an outstanding specimen because of its size, form,
shape, age, color, rarity, or other distinction as a community landmark?
DECISION: The Bennett Routine Vegetation Management Permit Routine Vegetation Management
Permit is Approved with Conditions·.
·CONDITIONS OF APPROVAL:
1. Only the subject 34 inch diameter Douglas Fir at the rear of the property is approved for
removal.
2. If any work is to occur in the public right-of-way, a right-of-way use permit would be required.

Appeals of permit issuance must be filed in writing on or before 5:00 p_m. on September 11,
2015, together with the required fee with: Hearing Examiner, City of Renton, 1055 South Grady Way,
Renton, WA 98057. Appeals to the Examiner are governed by RMC 4-8-110 and more information
regarding the appeal process may be obtained from the Renton City Clerk's Office, 425-430-6510.
Reconsideration: Within 14 days of the decision date, any party may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not
readily discoverable prior to the original decision is found or if he finds there was misrepresentation
of fact. After review of the reconsideration request, if the approval body finds sufficient evidence to
amend the original decision, there will be no further extension of the appeal period. Any person
wishing to take further action must file a formal appeal within the 14-day appeal time frame.
Expiration: The Routine Vegetation Management Permit shall be valid for one year from the date of
issuance. An extension may be granted by the Planning Division for a period of one year upon
application by the property owner or manager. Application for such an extension must be made at
least thirty (30) days in advance of the expiration of the original permit and shall include a statement
of justification for the extension.

The site in question is a single family residence.
There are no wetlands, bodies of water or steep slopes.
Soil type and drainage are normal.
The total estimated cost of the project is $5,200.00.
Total number of trees for removal: 1. One 36" DBH Douglas Fir.
No job shacks or site trailers.
No land to be dedicated to the city ..

This Fir is positioned between two out buildings and within 50 ft from the residence. It ,
has course ivy growing up and is 34 inch DBH. It is a showing signs of atrophy,
considerable dieback of limbs on lower canaopy where the ivy is. Customer has collard it
up to 10ft.
Arborist Recommendation:
With the size and position that the tree is in relation to the targets. I would recommend
mediating by removing this tree and replanting different tree/trees in other location on the
property.
