HomeMy WebLinkAboutCM_Construction_Mitigation_Description_180330_v1Construction Mitigation Narrative Submitted in Conjunction with Administrative Conditional Use Permit (ACUP) Plan Review Conducted by the City of Renton, Department of Community and Economic Development Planning Division Project Name 800 S.W. 16th Street Parking Lot Expansion Project Site 800 S.W. 16th Street, Renton WA 98057 BCE No. 18557 Parcel Number 334040-6430-02 Construction Schedule Assuming the ACUP plan review process proceeds normally, construction of the expanded parking facilities is projected to begin on or about April 15, 2018. Construction is anticipated to require six (6) to eight (8) weeks. Allowing for contingencies such as weather delays, construction is projected to conclude no later than June 15, 2018. Hours of Operation Following a traditional workday schedule, construction is expected to commence no earlier than 7:00 AM and conclude no later than 5:00 PM. No construction activity will be required on Saturdays, Sundays or holidays. Adequate parking is available onsite for construction workers. Hauling/Transportation Routes Vehicles and equipment involved in the demolition and construction phases of the project will be required to utilize adjacent public rights-of-way, specifically S.W. 16th Street, to access either existing driveways or a construction access driveway as specified on the civil plans. Traffic Control Plan Despite the site’s location at an intersection within a commercial corridor, we do not anticipate any significant traffic impacts to be generated by the construction; including any improvements specifically originating from the plan review process. As part of the construction permit process, the Applicant will work with Renton staff to coordinate the preparation of a traffic control plan; to be prepared by a qualified contractor, should said plan be required. Following best management practices associated with construction sites, the site will be fenced as a security and safety measure during site clearing/preparation and construction of the facility. City of Renton 800 SW 16th Street Parking Lot Expansion Construction Mitigation Narrative 2 800 S.W. 16th Street Onsite Mitigation Measures Specific mitigation measures are discussed better detailed in the civil plans provided, but a general summary of possible impacts and proposed mitigation is presented in the table below: Impact Mitigation Erosion & Sedimentation A temporary erosion and sedimentation control plan (TESC) will be implemented to manage stormwater runoff; beginning with site preparation and land clearing and concluding upon the completion of the project, or when the potential for erosion has passed. Light & Glare No light or glare is expected to occur as a result of construction activity. Access Driveways will be utilized and improved as necessary to provide adequate access to the site. Construction equipment and vehicles will be restricted to the use of adjacent rights-of-way. Air Quality The impacts of emissions upon air quality are expected to be minimal; emanating from construction equipment initially, and later, on a more permanent basis, from future vehicle traffic. Minimal levels of airborne dust particles may be realized during the excavation/filling processes accompanying construction. These impacts will be fully addressed by the measures outlined in the TESC. Stormwater Erosion controls will be maintained throughout construction in accordance with the provisions of the TESC plan. Stormwater runoff will be collected and discharged to the existing stormwater system at existing point(s) of discharge. Noise Short-term sources of noise pollution will originate from the use of construction equipment and will vary in their frequency and intensity. Maximum noise levels can typically be expected to range between 72- to 90-decibels, as measured from a distance of 50-feet away from the source. These impacts will be of limited duration and mitigated, to the extent possible, through the use and maintenance of efficient mufflers and noise abatement devices on construction vehicles and equipment.
