Eric, Planning staff have been working with Betsy Dyer with Barghausen Consulting to review their proposal
prior to construction permit application for the Parking Lot Expansion at the Shuttle Express. Based on a pre-
application that was reviewed by the City on May 25, 2017 the proposed parking lot expansion would require
land use permits including SEPA Environmental Review, Site Plan Review, and a Conditional Use Permits
(CUP). Based on the revised proposal it appears the existing SEPA review completed for Shuttle Express in 2013
(LUA13-001322) could be utilized for the proposed project eliminating the requirement for SEPA Review and Site
Plan Review. To date the City has not received a conditional use permit application for the parking lot

expansion. The CUP is required to be reviewed and approved prior to construction permit submittal. I hope this
