PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review for proposed
regulations that would require a minimum twenty-foot setback for garages in any residential zoning district,
revise current private street standards to reduce the number of lots served (from six to four) and ensure land
owners are responsible for ownership and maintenance, establish new provisions that will prevent developers
from utilizing lot line adjustments to circumvent frontage improvement requirements, and allow deviations from
the number of parking spaces required for any given development upon the submittal of a satisfactory parking
analysis via the site plan review process. These regulations would be citywide.

The City of Renton Environmental Review Committee has determined that it does not have a probable significant
adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW
43.21C.030(2)(c). This Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of
jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days.

1. D-102: Garage Setbacks-Amend Title IV to require garages/carports be set back from property lines where
vehicular access is provided by a minimum of twenty feet in all residential zoning districts regardless of
setbacks stipulated by the district.
2. D-103: Private Street Standards -Amend Title IV to reduce the number of lots that may be accessed from a
private street from six to four. Do not allow private streets to be created in conjunction with a subdivision of
ten or more lots. Limit their length to 200 feet. Require language on the face of the plat that unequivocally
transfers ownership and maintenance responsibilities to the owners (present and future) of the lots served
by the street. The private street will be located within a tract rather than an easement. Units will be
addressed to the adjacent public street rather than the shared "driveway" (these facilities will no longer be
referenced as being "streets").
3. D-110: Lot Line Adjustments -Amend Title IV to prevent developers from using lot line adjustments to
circumvent the assessment of fees, right-of-way dedication and frontage improvements that would be
required if the lot line adjustment had not occurred. The proposed revisions will make lots altered by a lot
line adjustment subject to the assessment of fees, right-of-way dedication and frontage improvements. Also,
property which is enlarged as a result of a lot line adjustment shall not be eligible for subdivision for a period
of five years. In addition, a maximum lot dimension ratio is proposed in order to both establish more
predictable lot configurations.
4. D-111: Parking Requirements -Amend Title IV to allow modification of the number of parking stalls for any
given development through the site plan review process. Proposed reductions or increases will need to be
substantiated to the satisfaction of the Administrator.
I PART TWO: ENVIRONMENTAL REVIEW

project impacts that are not adequately addressed under existing development standards and
environmental regulations.

PURPOSE OF CHECKLIST:
The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental
agencies to consider the environmental impacts of a proposal before making decisions. An
Environmental Impact Statement (EIS) must be prepared for all proposals with probable
significant adverse impacts on the quality of the environment. The purpose of this checklist is
to provide information to help you and the agency identify impacts from your proposal (and to
reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide
whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of
your proposal are significant, requiring preparation of an EIS. Answer the questions briefly,
with the most precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In
most cases, you should be able to answer the questions from your own observations or project
plans without the need to hire experts. If you really do not know the answer, or if a question
does not apply to your proposal, write "do not know" or "does not apply". Complete answers
to the questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark
designations. Answer these questions if you can. If you have problems, the governmental
agencies can assist you.

Regulations regarding setbacks for residential garages, private street standards, lat line
adjustments, and parking requirements are being proposed. It is anticipated that city
code will be amended to: require a minimum twenty-foot setback for garages in any
residential zoning district, revise current private street standards to reduce the number
of lots served (from six to four) and ensure land owners are responsible for ownership
and maintenance, establish new provisions that will prevent developers from utilizing lot
line adjustments to circumvent frontage improvement requirements, and allow
deviations from the number of parking spaces required for any given development upon
the submittal of a satisfactory parking analysis via the site plan review process.
