" Project Description: Remove 40' long by 12' wide by 6' deep steal barge from Lake Washington. DNR
j proposes to remove the barge (a former section of the 1-90 Bridge) which is currently anchored to an old

PROJECT NAME: South Lake Washington Derelict Barge Removal
PROPOSAL: The applicant seeks a Shoreline Exemption to remove a 40' long by 12' wide by
6' deep steel barge from Lake Washington. DNR proposes to remove the barge (a former
section of the 1-90 bridge) which is currently anchored to an old underwater stump. The barge
contains some lake water which is causing it to list to one side. The barge would be dewatered
and brought back to an even keel and towed to a dock to be hauled out of the water for proper
disposal or reuse if suitable. The wooden stump and anchoring system will also be pulled out
and disposed of.
PROJECT LOCATION: In Lake Washington near the Renton Municipal Airport just west of the
mouth of the Cedar River and approximately 600 feet water ward of the shoreline.

DATES OF PROPOSED WORK: Work will take less than a day to complete. Work will begin
once permits are issued and will be complete by December 31, 2008.
CONDITIONS OF APPROVAL: Contact the Assistant Airport Manager (425-430-7471) as
soon as work date(s) is determined so he can advise seaplane pilots in advance of the project.
If the structure(s) will be removed from the lake via Gene Coulon Park boat ramps, first obtain
approval from the City of Renton Parks Department (425-430-6601) prior to starting work.
An exemption from a Shoreline Management Substantial Development Permit is hereby granted
on the proposed project described on the attached form for the following reason(s):
/ • Projects intended to improve fish or wildlife habitat or fish passage.
A public or private project, the primary purpose of which is to improve fish or wildlife
habitat or fish passage, when all of the following apply:
(i) The project has been approved in writing by the Department of Fish and Wildlife
as necessary for the improvement of the habitat or passage and appropriately
designed and sited to accomplish the intended purpose;
(ii) The project has received hydraulic project approval by the Department of
Fish and Wildlife pursuant to chapter 75.20 RCW; and
(iii) The local government has determined that the project is consistent with the local
shoreline master program. The local government shall make such determination
in a timely manner and provide it by Jetter to the project proponent.

Project Narrative
• Project Name: Removal of Derelict Barge.
• Size: Approximately 600 square feet.
• Location: The project is located in South Lake Washington at 47.50224 N lat/
-122.2137 W Jong in the NE Quarter Section 7, Township 23N, Range 5E, in
the City of Renton, King County, Washington.
• Brief description of proposed work: The Department of Natural Resources
proposes to remove a derelict 40'L x 12'W x 6'0 steel barge from South Lake
Washington. The barge is moored to an old wooden stump which is
anchored to the lake floor. The barge contains some Jake water that is
causing it to list to one side. The barge would be dewatered and brought
back to an even keel and towed to a dock to be hauled out of the water for
proper disposal or reuse if suitable. The wooden stump and anchoring
system will also be pulled out of the lake and disposed of in an appropriate
manner.
• Basis for the exemption request: Projects intended to improve fish or wildlife
habitat or fish passage
• Anticipated dates of work: Work will take Jess than a day to complete. Work
will begin once permits have been received and be completed by December
31, 2008.
• Other permits required for proposed project: Washington State Department of
Fish and Wildlife Hydraulic Project Approval, Exempt from SEPA per WAC
197-11-800 (12).
• Current and proposed use of the site: The property is designated as a Harbor
Area by the Department of Natural Resources. The priority uses for Harbor
Areas are commerce and navigation. Currently the derelict barge is a
navigational threat.
• Special site features: The barge was abandoned on Lake Washington many
years ago and since then has been an eyesore and navigational hazard. The
derelict barge is located near the mouth of the Cedar River and along the
migration corridor for Chinook salmon.
• Statement addressing soil type and drainage conditions: NA
• Total estimated construction cost and estimated fair market value of the
proposed project: $14,050
• Estimated quantities and type of materials involved if any fill or excavation is
proposed: No filling will occur. The derelict barge is made of steel. The
barge will either be recycled at a steel plant or may be reused by contractor.
• Number, type and size of any trees to be removed: Zero
• Distance from closest area of work to the Ordinary High Water Mark of the
shoreline: Work will occur within Lake Washington. The location of the
project is over 600 feet water ward of the shoreline.
• Nature of the existing shoreline (e.g. high bank, naturalize, rip rap, bulkhead,
etc.): The location of the project is over 600 feet water ward of the shoreline.
The adjacent shorelines are made up of bulkheads as well as more naturally
sloped shorelines.
• If the proposed project exceeds a height of 35-feet above the average grade
level, discuss the approximate location of and number of residential units,
existing and potential, that will have an obstructed view: NA

person(s) to whom this Hydraulic Project Approval is issued and operator(s) performing the work.
This Hydraulic Project Approval does not authorize trespass.
The person(s) to whom this Hydraulic Project Approval is issued and operator(s) performing the work may be held
liable for any loss or damage to fish life or fish habitat that results from failure to comply with the provisions of this
Hydraulic Project Approval.
Failure to comply with the provisions of this Hydraulic Project Approval could result in a civil penalty of up to one
hundred dollars per day and/or a gross misdemeanor charge, possibly punishable by fine and/or imprisonment.
All Hydraulic Project Approvals issued pursuant to RCW 77.55.021 (EXCEPT agricultural irrigation, stock watering or
bank stabilization projects) or 77.55.141 are subject to additional restrictions, conditions or revocation if the Department
of Fish and Wildlife determines that new biological or physical information indicates the need for such action. The
person(s) to whom this Hydraulic Project Approval is issued has the right pursuant to Chapter 34.04 RCW to appeal
such decisions. All agricultural irrigation, stock watering or bank stabilization Hydraulic Project Approvals issued
pursuant to RCW 77.55.021 may be modified by the Department of Fish and Wildlife due to changed conditions after
consultation with the person(s) to whom this Hydraulic Project Approval is issued: PROVIDED HOWEVER, that such
modifications shall be subject to appeal to the Hydraulic Appeals Board established in RCW 77.55.301.
APPEALS INFORMATION
If you wish to appeal the issuance or denial of, or conditions provided in a Hydraulic Project Approval, there are
informal and formal appeal processes available.
A. INFORMAL APPEALS (WAC 220-110-340) OF DEPARTMENT ACTIONS TAKEN PURSUANT TO RCW 77.55.021,
77.55.141, 77.55.181, and 77.55.291: A person who is aggrieved or adversely affected by the following Department
actions may request an informal review of:
(A) The denial or issuance of a Hydraulic Project Approval, or the conditions or provisions made part of a Hydraulic
Project Approval: or
(B) An order imposing civil penalties. A request for an INFORMAL REVIEW shall be in WRITING to the Department
of Fish and Wildlife HPA Appeals Coordinator, 600 Capitol Way North, Olympia, Washington 98501-1091 and shall be
RECEIVED by the Department within 30 days of the denial or issuance of a Hydraulic Project Approval or receipt of an
order imposing civil penalties. If agreed to by the aggrieved party, and the aggrieved party is the Hydraulic Project
Approval applicant, resolution of the concerns will be facilitated through discussions with the Area Habitat Biologist and
his/her supervisor. If resolution is not reached, or the aggrieved party is not the Hydraulic Project Approval applicant,
the Habitat Technical Services Division Manager or his/her designee shall conduct a review and recommend a decision
to the Director or his/her designee. If you are not satisfied with the results of this informal appeal, a formal appeal may
be filed.
B. FORMAL APPEALS (WAC 220-110-350) OF DEPARTMENT ACTIONS TAKEN PURSUANT TO RCW 77.55.021
(EXCEPT agricultural irrigation, stock watering or bank stabilization projects) or 77.55.291:
