The project site is located within the Commercial Arterial zoning designation, and the parking lot will be revised in order to accommodate the development. The proposed development would generate approximately 393 net new average weekday daily trips. During the weekday AM peak hour, the project would generate approximately 49 net new trips (24 inbound and 24 outbound). During the weekday PM peak hour, the project would generate approximately 68 net new trips (34 inbound and 34 outbound}. The proposed project passes the City of Renton Traffic Concurrency Test per RMC 4-6-070.D as follows: Traffic Concurrency Test Criteria Pass Implementation of citywide Transportation Plan Yes Within allowed growth levels Yes Project subject to transportation mitigation or impact fees Yes Site specific street improvements to be completed by project Yes Traffic Concurrency Test Passes Transportation Concurrency Test -Dutch Brothers Coffee Stand Page 2 of 3 December 4, 2015 Evaluation of Test Criteria Implementation of citywide Transportation Plan: As shown on the attached citywide traffic concurrency summary, the city's investment in completion of the forecast traffic improvements are at 130% of the scheduled expenditure through 2014. Within allowed growth levels: As shown on the attached citywide traffic concurrency summary, the calculated citywide trip capacity for concurrency with the city adopted model for 2014 is 88,429 trips, which provides sufficient capacity to accommodate the 206 additional trips from this project. A resulting 88,036 trips are remaining. Project subject to transportation mitigation or impact fees: The project will be subject to transportation impact fees at time of building permit for each new building Site specific street improvements to be completed by project: The project will be required to complete all internal and frontage street improvements for the building prior to occupancy. Any additional off-site improvements identified through SEPA or land use approval will also be completed prior to final occupancy. Background Information on Traffic Concurrency Test for Renton The City of Renton Traffic Concurrency requirements for proposed development projects are covered under Renton Municipal Code (RMC) 4-6-070. The specific concurrency test requirement is covered in RMC 4-6-070.D, which is listed for reference: D. CONCURRENCY REVIEW PROCESS: 1. Test Required: A concurrency test shall be conducted by the Department for each nonexempt development activity. The concurrency test shall determine consistency with the adopted Citywide Level of Service Index and Concurrency Management System established in the Transportation Element of the Renton Comprehensive Plan, according ta rules ond procedures established by the Department. The Department shall issue an initial concurrency test result describing the outcome of the concurrency test. 2. Written Finding Required: Prior to approval of any nonexempt development activity permit application, a written finding of concurrency shall be made by the City as part of the development permit approval. The finding of concurrency shall be made by the decision maker with the authority to approve the accompanying development permits required for a development activity. A written finding of concurrency shall apply only to the specific fond uses, densities, intensities, and development project described in the application and development permit. 3. Failure of Test: If no reconsideration is requested, or if upon reconsideration a project fails the concurrency test, the project application shall be denied by the decision maker with the authority to approve the accompanying development activity permit application. BACKGROUND: Existing ROW on Hardie Ave SW is approximately 69 feet. Hardie Ave SW is classified as a Collector Arterial. Additional ROW dedication of 2-feet will be required. Frontage improvement requirements including 0.5-foot curb, 8-foot planter strip, and 8-foot sidewalk. Substantially implements the policy direction of the policies and objectives of the Comprehensive Plan Land Use Element and the Community Design Element and the proposed modification is the minimum adjustment necessary to implement these policies and objectives. Stoff_ Comment: The Comprehensive Plan Land Use Element has applicable policies listed under a Does Not separate section labeled Promoting a Safe, Healthy, and Attractive Community. Comply These policies address walkable neighborhoods, safety and shared uses. One specific pa/icy supports the denial of the modification request. This policy is Policy L-58 which states that the goal is to provide "complete street" that "locate planter strips between the curb and the sidewalk in order ta provide separation between cars and pedestrians." The requested street modification is not consistent with the complete street standard {8-faat wide planter and 8-foot wide sidewalk) and is therefore not consistent with this policy guideline. b. Will meet the objectives and safety, function, appearance, environmental protection and maintainability intended by the Code requirements, based upon sound engineering judgment. Partially Staff_ Comment: Complies The modified street improvements will meet the objectives of a functional walkable environment. However, given the classification and location of Hardie Ave SW, the existing 5-foot wide sidewalk does not provide sufficient separation between pedestrians and vehicles nor does it provide the esthetics intended by the Code Requirements. c. The existing right-of-way width fronting the site in Hardie Ave SW is 68 feet. This street is classified as a collector street and the minimum right of way width is 83 feet. To meet the City's complete street standards, half street improvements including a 23- foot paved roadway, 8-foot planter strip and 8-foot sidewalk is required to be constructed in the right of way fronting the site per City code 4-6-060. The City's Transportation section reviewed the roadway width and existing pavement width from curb to and finds it acceptable and has no plans to widen this section of Hardie Ave SE in the future, although the 8-foot sidewalk and planting strip is required. Approximately two feet of right of way may be required to install the new sidewalk and planter strip back of the existing curb. Proposal: Our project proposes maintaining the existing five foot sidewalk along the frontage of our site, along the west side of Hardie Ave SW. We are including a two feet of right of way to accommodate the installation of the new sidewalk and planter strip back of the existing curb as requested. The existing right-of-way width fronting the site in Hardie Ave SW is 68 feet. This street is classified as a collector street and the minimum right of way width is 83 feet. To meet the City's complete street standards, half street improvements including a 23- foot paved roadway, 8-foot planter strip and 8-foot sidewalk is required to be constructed in the right of way fronting the site per City code 4-6-060. The City's Transportation section reviewed the roadway width and existing pavement width from curb to and finds it acceptable and has no plans to widen this section of Hardie Ave SE in the future, although the 8-foot sidewalk and planting strip is required. Approximately two feet of right of way may be required to install the new sidewalk and planter strip back of the existing curb. Proposal: Our project proposes maintaining the existing five foot sidewalk along the frontage of our site, along the west side of Hardie Ave SW. We are including a two feet of right of way to accommodate the installation of the new sidewalk and planter strip back of the existing curb as requested.
