This information is also helpful to determine if available avoidance, minimization or compensatory mitigation measures will address the probable significant impacts or if an environmental impact statement will be prepared to further analyze the proposal. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal. Please answer each question accurately and carefully, to the best of your knowledge. You may need to consult with an agency specialist or private consultant for some questions. You may use "not applicable" or "does not apply" only when you can explain why it does not apply and not when the answer is unknown. You may also attach or incorporate by reference additional studies reports. Complete and accurate answers to these questions often avoid delays with the SEPA process as well as later in the decision-making process. The checklist questions apply to all parts of your proposaleven if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. INSTRUCTIONS FOR LEAD AGENCIES: Additional information may be necessary to evaluate the existing environment, all interrelated aspects of the proposal and an analysis of adverse impacts. The checklist is considered the first but not necessarily the only source of information needed to make an adequate threshold determination. Once a threshold determination is made, the lead agency is responsible for the completeness and accuracy of the checklist and other supporting documents. USE OF CHECKLIST FOR NONPROIECT PROPOSALS: For nonproject proposals (such as ordinances, regulations, plans and programs), complete the applicable parts of sections A and B plus the SUPPLEMENTAL SHEET FOR NONPROJECTACTIONS (part D). Proposed timing or schedule (including phasing, if applicable): Begin building demolition and site fill and grade early spring 2018, site development and building construction through 2018, planned completion by December 2018. 7. Future tenant improvements will occur in this speculative warehouse shell under separate permit. S. To our knowledge, there are no governmental approvals pending. 10. Give brief, complete description of your proposal, including the proposed uses and the size of the project and site. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. (lead agencies may modify this form to include additional specific information on project description.) The existing developed site is a 9.61 acre Industrial parcel (242304-9008) with an existing concrete tilt -up warehouse building erected in the 1950's that was most recently used by Graphic Packaging. The development intent of the property is to demolish in entirety the existing 143,862 SF warehouse building and small shop building. Redevelopment of the site would involve reconfiguring the building footprint to increase functionality, clear height and floor area as well as all new site utility infrastructure. The proposed building would be a 32' interior clear height tilt -up warehouse with an approximate footprint of 161,320 SF. The site and building site would be designed to implement a 4 foot deep truck well along the east dock face of the building. Paved vehicle parking throughout the site will be provided to meet required stall quantities by use and trailer stalls will be added in the truck dock operations area. The completed building effort would create a speculative warehouse shell and would in the future permit for tenant Improvements of specific lease users. The site has been assigned Cleanup Site ID 11481 by the Department of Ecology for limited areas of soil and groundwater contamination from a former oil water separator and former waste collection vaults located west of the existing building. The subgrade features have been removed, contaminated soil was excavated and transported off-site for disposal in 1993 and 2015, and groundwater monitoring was begun in the 1990s. An additional area of soil and groundwater contamination was Identified and delineated on the north side of the building in 2017. Following proposed building demolition and decommissioning of an existing monitoring well, soil and groundwater in this area will be removed and transported offsite for disposal. The excavation will be confirmed clean and backfilled prior to building construction. Additional monitoring wells will installed and monitored with existing monitoring wells following construction. These cleanup actions will be performed as independent Remedial Actions In accordance with the Department of Ecology's Voluntary Cleanup Program. A pre -application meeting has been held with the Department of Ecology regarding this scope of work (Ecology contact Louise Bardy, lbar461@ecy.wa.gov ). 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). TO BE COMPLETED BY APPLICANT EVALUATION FOR AGENCY USE ONLY B. ENVIRONMENTAL ELEMENTS 1. EARTH a. General description of the site: (check or circle one): Fiat, rolling, hilly, steep__slopes, mountainous, other b. What is the steepest slope on the site (approximate percent slope)? A majority of the site is relatively flat but sits lower than the adjacent south parcel and right-of-way to the east. Adjacent property grades fall onto the project site from slight slopes to as great as 40%. No development is proposed within these steep slope areas. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any agricultural land of long-term commercial significance and whether the proposal results in removing any of these soils. Please refer to geotechnical report included in this submittal. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. To our knowledge, there is no history of unstable soils although the city has mapped the south property line as sensitive and protected slopes. These slopes are heavily vegetated which will remain as there is no development of these areas proposed. Describe the purpose, type, total area, and approximate quantities and total affected area of any filling, excavation, and grading proposed. Indicate source of fill. It is expected there will be minor excavation or filling during the redevelopment of this site. The exact quantities are not known at this time. This fill material would come from local suppliers in this area. There will also be some minor excavation of contaminated soil and associated clean overburden which is expected to be limited to an area of approximately 7,500 square feet, and a maximum depth of 15 feet. This excavation will remove approximately 3,000 cubic yards. Approximately 2,000 cubic yards of the excavated Soil will be transported offsite for disposal, and approximately 1,000 cubic yards will not be considered contaminated and is expected to remain onsite and be suitable for reuse as backfill. It is expected that approximately 2,000 to 3,000 cubic yards of common borrow and quarry spalls will be imported for backfill of the excavation. Refer to an attached Site Plan showing this information. e. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. Yes, erosion could occur due to clearing and construction. However, the implementation of a temporary sediment and erosion control plan using Best Management Practices should mitigate impact. f. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? The site will be approximately 80% impervious inclusive of the building footprints. g. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: The proposal will follow storm water management design criteria required by the City of Renton and erosion and sediment control plans will be developed in accordance with standards referenced by City of Renton. These measures include stockpile covering, catch basin protection, silt fence, sediment traps, construction exit and temporary construction runoff storage facilities. Best management practices will include decontamination of excavation and water storage equipment used in the cleanup of contaminated soil and water. 2. AIR a. What types of emissions to the air would result from the proposal (i.e., dust, automobile, odors, and industrial wood smoke) during construction operation, and maintenance when the project is completed? If any, generally describe and give approximate quantities if known. Construction vehicles and equipment may cause exhaust emissions. Efforts will be made to regulate emissions to the air. After the project is complete, air quality will return to previous condition. Are there any off—site sources of emissions or odor that may affect your proposal? If so, generally describe. To our knowledge, there are no offsite sources of emissions or odors that will affect the proposal b. Proposed measures to reduce or control emissions or other impacts to air, if any: The contractor will follow Hest Management Practices such as watering the ground before and during grading activities, etc during construction of the proposed project. Vehicles not in use will be shut off and materials stored on site will be enclosed or covered when not in use. a. Surface Water: 1) Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. Stormwater from the project site, adjacent properties and part of the right-of-way flows to a "Regional Detention Facility Pump Station (See TIR) which is approximately 220 -feet to the west of the subject property. 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. Does not apply. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. Does not apply. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. None. 5) Does the proposal lie within a 100 -year floodplain? if so, note location on the site plan. If so, describe the type of waste and anticipated volume of discharge. The project will continue to discharge stormwater to the "Regional Detention Facility Pump Station" where it currently flows to. Selected water from impervious surfaces subject to vehicle traffic will be treated first by an oil/water separator with coalescing plate and then a water quality filter facility before flowing to the noted regional facility noted above. No discharge of waste material to surface water is expected. b. Ground Water: 1) Will groundwater be withdrawn from a well for drinking water or other purposes? If so, give a general description of the well, proposed uses and approximate quantities withdrawn from the well. Will water be discharged to groundwater? Give general description, purpose, and approximate quantities if known. No groundwater will be withdrawn from a well for drinking water or other purposes. Approximately 60,000 gallons of groundwater are expected to be withdrawn from the excavation during the removal of contaminated soil. The purpose of groundwater recovery is to remove contamination for offsite disposal. Groundwater will be treated as contaminated, containerized, and transported to a permitted treatment, storage and disposal facility or discharged under permit. No water will be discharged into the ground water. 2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if any (for example: Domestic sewage; industrial, containing the following chemicals... ; agricultural; etc.). Describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to serve. No waste material will be discharged into the ground. The site will be connected to an existing sanitary sewer in the roadway at the north-northwest of the site. c. Water runoff (including stormwater): 1) Describe the source of runoff (including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. Storm water runoff will be created from roofs and pavement areas. A storm drainage system will be prepared per City of Renton requirements. Roof water will be conveyed directly to the existing "Regional Detention Facility Pump Station". Stormwater from surfaces subject to vehicle traffic will be directed to water quality facilities before flowing to the noted regional detention facility. 2) Could waste materials enter ground or surface waters? if so, generally describe. No waste material is expected to enter the ground or surface waters. 3) Does the proposal alter or otherwise affect drainage patterns in the vicinity of the site? If so, describe. No d. Proposed measures to reduce or control surface, ground, and runoff water, and drainage pattern impacts, if any: The proposal will be to continue to use the existing Regional Detention Facility Pump Station, which manages runoff water. The site is underlain by fill material which limits infiltration on this site so water quality will be managed using oil/water separator with coalescing plate and a water quality filter facility. This project is not changing the existing drainage pattern. 4. PLANTS a. Check the types of vegetation found on the site: deciduous tree; alder, maple, aspen, other evergreen tree: fir, cedar, pine, other shrubs grass pasture crop or grain wet soil plants: cattail, buttercup, builrush, skunk cabbage, other water plants: water lily, eelgrass, milfoil, other other types of vegetation b. What kind and amount of vegetation will be removed or altered? A majority of site to be redeveloped is already building and paved surface. Additional areas of the site to be developed for parking and truck court maneuvering areas with be cleared of existing grass and trees. c. List threatened and endangered species known to be on or near the site. There are no threatened or endangered species on or near the site, to our knowledge. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on the site, if any: A Landscaping and Irrigation Plan will be prepared for the site and submitted for approval to the City of Renton. That plan will attempt to use native vegetation to minimize required use of irrigation. e. List all noxious weeds and invasive species known to be on or near the site. S. ANIMALS List any birds and other animals which have been observed on or near the site or are known to be on or near the site. Examples include: birds: hawk, heron, eagle, songbirds, other: mammals: deer, bear, elk, beaver, other: skunk, opossum, squirrel , fish: bass, salmon, trout, herring, shellfish, other: b. List any threatened and endangered species known to be on or near the site. To our knowledge, there are no threatened or endangered species on our site. c. Is the site part of a migration route? if so, explain. Yes, it is part of the Pacific Flyway for migratory birds. d. Proposed measures to preserve or enhance wildlife, if any: There will be landscaping comprised of native plantings to support bird habitat and enhance water quality runoff from the site. e. List any invasive animal species known to be on or near the site. To our knowledge, there no invasive animal species known to be on or near the side. 6. ENERGY AND NATURAL RESOURCES a . What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. No, our project will not affect the use of solar energy by adjacent properties. The maximum height of the building is less than 38 feet and located no closer than 40 feet to a neighboring parcel. c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: The building will be designed and constructed to meet the requirements of the Washington State Energy Code 2015 Edition for semi -heated spaces. 7. ENVIRONMENTAL HEALTH a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste that could occur as a result of this proposal? If so, describe. There are low concentrations of toxic chemicals in soil and groundwater that will be removed. The chemicals include volatile organic compounds (VOCs), petroleum hydrocarbons, and related chemicals. There is no risk of fire or explosion from these chemicals, because they are present in wet soil and water, generally non-flammable in nature, and at insufficient concentrations to cause fire or explosion hazards. The chemicals are present at Insufficient concentrations to designate as hazardous waste. There is a small risk of potential spill of contaminated soil or groundwater during excavation, storage, and transportation. 1) Describe any known or possible contamination at the site from present or past uses. Soil and groundwater were previously contaminated with petroleum hydrocarbons and VOCs from past site usage in two areas. On the west of the existing building, organic wastes leaking from former underground storage vaults and a former oil/water separator were discovered in the 1990s, subsequently removed along with contaminated soil, and groundwater monitoring wells were installed. Residual contamination may remain in this area that is being monitored and does not affect the redevelopment project. On the north side of the existing building, low level VOCs were detected in soil and groundwater, and petroleum hydrocarbons were detected In groundwater, in 2017. This contamination will be removed as part of this project, and monitoring wells will be installed. 2} Describe existing hazardous chemicals/conditions that might affect project development and design. This includes underground hazardous liquid and gas transmission pipelines located within the project area and in the vicinity. The excavation of this area and management of contaminated materials will be included in the project design. 3) Describe any toxic or hazardous chemicals that might be stored, used, or produced during the project's development or construction, or at any time during the operating life of the project. There are no known toxic or hazardous chemicals that might be stored, used, or produced during the project's development or construction, or at any time during the operating life of the project. 4) Describe special emergency services that might be required. No special emergency services will be required other than police and fire protection that already exists. 5) Proposed measures to reduce or control environmental health hazards, if any: Potential exposures from inhalation or Ingestion of toxic chemicals in soil or groundwater during excavation activities are highly preventable and will be managed using a site-specific health and safety plan, personal protective equipment, and other measures as appropriate. All remediation work will be performed by HAZWOPER-certified contractors. Risk of potential spill of contaminated soil or groundwater will be managed using standard spill prevention and countermeasure procedures, including on-site spill response kits. Noise 1) What types of noise exist in the area which may affect your project (for example: traffic, equipment, operation, other)? There is light traffic noise from nearby Interstate 5 and State Route 405 and a rock recycling facility but none of these should be of adverse effect the proposed project. 2) What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site. In the Short term, construction noises will affect the area during the daytime hours from 7am- 7pm. 3) Proposed measures to reduce or control noise impacts, if any: The proposed measures to reduce or control the noise impacts will be to limit the hours of operation during the construction phase of the project. Existing adjacent freeway traffic and facility operations create significantly more noise than this site will produce. S. LAND AND SHORELINE USE a. What is the current use of the site and adjacent properties? Will the proposal affect current land uses on nearby or adjacent properties? If so, describe. The current zoning of the project site and adjacent parcels is IM, Industrial Medium. Property to the east opposite side of the right -of way is Industrial Heavy. The current use of this site and adjacent properties are industrial buildings and operations consistent with the zoning. b. Has the project site been used as working farmlands or working forest lands? If so, describe. How much agricultural or forest land of long-term commercial significance will be converted to other uses as a result of the proposal, if any? If resource lands have not been designated, how many acres in farmland or forest land tax status will be converted to nonfarm or non -forest use? The site was reportedly used as agricultural land for unknown crops until the late 1950s, when it was developed into the folding carton manufacturing facility that is currently at the site. No agricultural lands will be converted to other uses as a result of this proposal. Will the proposal affect or be affected by surrounding working farm or forest land normal business operations, such as oversize equipment access, the application of pesticides, tilling, and harvesting? If so, how: The proposed project will be of no impact. c. Describe any structures on the site. The site is currently developed with a 143,862 SF warehouse building, constructed in the 1950's, that was most recently used by Graphic Packaging. d. Will any structures be demolished? If so, what? Yes, the entire existing warehouse and a small outbuilding. e. What is the current zoning classification of the site? The current zoning is IM, Industrial Medium. f. What is the current comprehensive plan designation of the site? If applicable, what is the current shoreline master program designation of the site? The Shoreline Master program is not applicable to the site. h. Has any part of the site been classified as a critical area by the city or county? If so, specify. The site is currently mapped by the City of Renton as having sensitive and protected slopes and a moderate coal mine hazard. The proposed project Is not proposing development within these areas. There is a low area that is part of the "Regional Detention Facility Pump Station" that lies approximately 220' to the west of the subject property L Approximately how many people would reside or work in the completed project? The approximate number of staff onsite would be unknown as much of the building is to be for speculative lease. j. Approximately how many people would the completed project displace? Since the property is vacant, the project would not displace anyone. k. Proposed measures to avoid or reduce displacement impacts, if any: No measures are being proposed since no one is being displaced. Proposed measures to ensure the proposal is compatible with existing and projected land uses and plans, if any: The proposed project is consistent with the Comprehensive Plan and the IM, Industrial Medium zoning. m. Proposed measures to reduce or control impacts to agricultural and forest lands of long- term commercial significance, if any: 9. HOUSING a. Approximately how many units would be provided, if any?
