The subject property is located on the southeast corner of SW 29th Street and Lind Avenue SW. The subject property totals 188,862 square feet (4.34 acres) and is zoned Heavy Industrial (IH) and is located in the Employment Area Valley (EAV) Comprehensive Plan Land Use Designation. The site is currently occupied with a 69,062 square foot structure (with a 16,326 square foot mezzanine) that is segregated into two tenant spaces (suites A and B). The proposal would occupy suite A. Suite B is currently occupied by North Pacific Industrial Coatings Powder Coating and Metal Painting Company. All improvements to the site would be interior to suite A, no changes are proposed to suite B under this application. Access is provided via existing driveways off of Lind Avenue SW and SW 291h Street. The project site has a total of 156 parking spaces, of which 103 spaces are available to the Soulshine Development Group. The existing building has a maximum height of 20' and 3 5/8". No exterior changes are proposed to the existing building. All improvements would be interior to the tenant space. Full build out of the tenant space may occur in three phases. The first phase includes the installation of 6 growing chambers, air conditioning units, and a security system for the growing and processing of marijuana. Phase 1 brings the tenant space up to a production area of 20%. Phase 2 would include an identical equipment installation as phase 1 and brings the tenant space up to a production area of 40%. Phase 3 would include the installation of 12 growing chambers, air conditioning units, and additional security systems bringing the tenant space up to a production area of 100%. Under phase 1, it is estimated that the proposal would employ between 7 and 10 employees. Phase 2 would include the employment of between 13 to 20 employees, and phase 3 would employ up to 35 employees. A small night cleaning crew of no more than 4 employees may be included under the phase 3 operation. No public or agency comments have been received. Earth Impacts: The site is currently developed with an existing 69,062 square foot structure (with a mezzanine area of 16,326 square feet) and a surface parking lot with a total of 156 parking spaces, of which 103 spaces are available to the applicant. There is also some landscaping within and around the parking area and existing building. No exterior improvements are proposed under the current application; with the exception of some utility work (i.e. increasing the size of the electrical transformer and electrical service to the building, back flow protection device added between the meter and building water supply, and the installation of a double check valve on the 8" fire sprinkler line). As no site improvements are proposed, no further mitigation is recommended at this time. Mitigation Measures: None recommended Nexus: Not Applicable 2. Air Impacts: The proposal includes the installation of sealed growth chambers and carbon filters in the processing area. Therefore, the applicant contends that no noticeable smell should be detected from outside of the building. The Puget Sound Clean Air Agency has permitting requirements for 1- 502 Marijuana producers and processors that, if applicable, the project proposal would be required to comply with. In the event that production was expanded to all three phases, there may be a small night cleaning crew consisting of up to four employees. The site is located within a Heavy Industrial (IH) zone with no residential uses in the vicinity; therefore no light and glare impacts are anticipated to residential uses where people may be trying to sleep at night. In addition, there are not many windows located around the building exterior and existing mature vegetation is located around the site perimeter; therefore it is not anticipated that any light or glare resulting from a clearing crew working at night would adversely impact surrounding properties. Transportation Impacts: Access is proposed via existing driveways off of Lind Avenue SW and SW 291h Street. The site will need security lighting and any construction trailer should be completely fenced in with portable chain link fencing. The fence will provide both a physical and psychological barrier to any prospective thief and will demonstrate that this area is private property. Construction trailers should be kept locked when not in use, and should also have a heavy duty deadbolt installed with no less then a 1 1/2" throw when bolted. Glass windows in the trailer should be shatter resistant. Any construction material that contains copper should be removed from the construction site at the end of each working day. Toolboxes and storage containers should be secured with heavy duty padlocks and kept locked when not in use. I also recommend the business post the appropriate "No Trespassing" signs on the property while it's under construction. This will aid police in making arrests on the property after hours if suspects are observed vandalizing or stealing building materials. The use of private security personnel to patrol the site during the hours of darkness is recommended. COMPLETED BUILDING All exterior doors should be made of solid metal or metal over wood, with heavy duty deadbolt locks, latch guards or pry resistant cylinders around the locks, and peepholes. Emergency exit doors cannot have a deadbolt installed; therefore, I recommend installing a full length astragal plate to prevent prying and forced manual entry. If glass doors are used, they should be fitted with the hardware described above and additionally be fitted with a layer of security film. Security film can increase the strength of the glass by up to 300%, greatly reducing the likelihood of breaking glass to gain entry. Access to the back of the buildings should be limited, preferably with security fencing, as these areas could be vulnerable to crime due to the lack of natural surveillance by business customers or employees. It is recommended that the commercial areas be monitored with recorded security alarm systems installed. It's not uncommon for businesses to experience theft and/or vandalism during the hours of darkness. An auxiliary security service could be used to patrol the property during those times. It is important to direct all foot traffic towards the main entrance of the buildings. Any alternative employee entrances should have controlled access doors to prevent trespassing. All areas of this project need to have adequate lighting. This will assist in the deterrent of theft from motor vehicle (one of the most common crimes in Renton) as well as provide safe pedestrian travel for both employees and customers. Exterior lighting fixtures should be damage resistant and photosensitive, switching on automatically during hours of darkness. Lighting is the number one deterrent to crime, and exterior lighting fixtures should be positioned with the security of employees and the business in mind. A monitored security system is a must for this building. All possible access points including doors, windows and roof vents should be monitored. High quality, recorded security cameras should be placed at all points of entry to the building and in strategic locations within the building. The business should have building numbers clearly posted with numbers at least 12" in height and of a color contrasting with the building. This will assist emergency personnel in locating the correct location for response. Landscaping should be installed with the objective of allowing visibility-not too dense and not too high. Too much landscaping will make visitors and employees feel isolated and will provide criminals with concealment to commit crimes such as burglary. Proper "No Trespassing" signs should be posted in conspicuous locations throughout the exterior of the building, including parking areas, so enforcement action can be taken when appropriate. I highly recommend that the developer have a Renton Police Crime Prevention Representative conduct a security survey of the premises once construction is complete.
