1 Project Description: City of Seattle Public Utilities is requesting a Critical Areas Exemption to
' replacing 37 anodes along Cedar River Water Pipelines near Beacon Way SE between SE 18th Pl
and 124th Pl SE (See Exhibit 2). The proposed work is located within the buffers of Ginger Creek,
Ginger Creek wetlands and Tiffany Park wetlands (See Exhibit 3). No work is propose within the
creek or wetlands.
The purpose of this project is to maintain the City of Seattle water transmission pipeline for
continued cathodic protection. Cathodic protection (CP) is a technique used to control corrosion of .
a metal surface by making it the cathode of an electrochemical cell. A simple method of protection
connects protected metal to a more easily corroded "sacrificial metal" to act as the anode. The
sacrificial metal then corrodes instead of the protected metal. A distributed anode bed generally
consists of several shallow (less than 20 feet deep) anodes connected to a header cable installed
adjacent to a length of the pipeline.
For the distributed systE _ it Ginger Creek, replacement ano, would be installed between the
existing anodes (shown on the attached map); existing anoaes would be left in place. The
replacement anodes would be installed via a track mounted drill into 15 foot deep, 8 inch diameter
drilled boreholes spaced approximately 50 feet apart (See Exhibit 4 ). Boreholes would be
backfilled with conductive backfill immediately surrounding the anodes (bottom 9 feet of borehole},
and backfilled with drill cuttings in the upper portion of the borehole (upper 6 feet of borehole).
The anodes would be connected to the existing anode power system via an approximate 2 feet by 2
feet excavation to expose the existing power cable.
The work will occur between 8am-6pm daily for approximately two weeks. The applicant is
planning on scheduling the work for third quarter 2015, but there are no specific dates at this time.
The aoolicant has agreed to notify Code Compliance when the project has been scheduled.

EXEMPTION JUSTIFICATION: 4-3-050.C.5.e. Roads, Parks, Public and Private Utilities: iii. Utilities, Traffic
Control, Walkways, Bikeways Within Existing, Improved Right-of-Way or Easements: Within existing and
improved public road rights-of-way or easements, installation, construction, replacement, operation,
overbuilding or alteration of all natural gas, cable, communication, telephone and electric facilities, lines,
pipes, mains, equipment or appurtenances, traffic control devices, illumination, walkways and bikeways. If
activities exceed the existing improved area or the public right-of-way, this exemption does not apply. Where
applicable, restoration of disturbed areas shall be completed.
FINDINGS: The proposed development is consistent with the following findings pursuant to
RMC section 4-3-050C.5:
1. The activity is not prohibited by this or any other chapter of the RMC or state or federal law or regulation.
2. The activity will be conducted using best management practices as specified by industry standards or
applicable Federal agencies or scientific principles if submitted plans are followed and the conditions of
approval of this exemption are met.
3. Impacts will be minimized and disturbed areas will be immediately restored, if submitted plans are
followed and the conditions of approval of this exemption are met.
4. Where wetland or buffer disturbance occurs during construction or other activities in accordance with
this exemption, the site will be revegetated with native vegetation as required as a condition of approval for
this exemption.
DECISION:
CONDITIONS:
An exemption from the Critical Areas Regulations is hereby Approved with
Conditions*.
The applicant shall notify City of Renton Code Compliance of the work schedule
prior to starting work.

The above land use decision will become final if the decision is not appealed within the 14-day appeal
period (RCW 43.21.C.075(3); WAC 197-11-680).
APPEALS: An appeal of this administrative land use decision must be filed in writing together with the
required fee to the City of Renton Hearing Examiner, City of Renton, lOSS South Grady Way, Renton, WA
980S7, on or before 5:00 p.m., on December 29, 2014. RMC 4-8-110 governs appeals to the Hearing
Examiner and additional information regarding the appeal process may be obtained from the Renton City
Clerk's Office, (425) 430-6510.
RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not readily
discoverable prior to the original decision is found or if he finds there was misrepresentation of fact. After
review of the reconsideration request, ifthe approval body finds sufficient evidence to amend the original
decision, there will be no further extension ofthe appeal period. Any person wishing to take further action
must file a formal appeal within the 14-day appeal time frame.
EXPIRATION: Five (5) years from the date of decision (date signed).
