The applicant, Sound Ford, is requesting approval of an Administrative Sign Variance from RMC 4-4-
lOOC.10 and RMC 4-4-lOOE.5.f.ii in order to install one (1) off-premise freestanding sign on S. Grady
Way within the Commercial Corridor (CC) land use designation, Commercial Arterial (CA) zoning
district, Auto Mall Area B overlay district, and City Center Community Planning Area. The variance
would allow the applicant to locate one (1) non-illuminated off-premises freestanding sign on the
same parcel with the existing Mazda dealership freestanding brand sign.
Off-premises signs are prohibited throughout the City of Renton except temporary and portable signs
per RMC 4-4-lOOJ; and city sponsored signs, public service signs, and co-sponsored signs and displays
per RMC 4-4-100.B.6. Permitted signs for each motor vehicle dealership over one acre of contiguous
ownership within the automall area are allowed up to one freestanding sign per street frontage, not
to exceed an area up to a maximum of 200 square feet per sign face, and a maximum of 400 square
feet including all sign faces, and not to exceed 50' in height per RMC 4-4-lOOE.5.f.ii.; or one
freestanding sign per street frontage up to a maximum of 150 square feet per sign face and a
maximum of 300 square feet including all sign faces, and not to exceed 50' in height. In addition to the
smaller sized primary sign identified above, each dealership is allowed a maximum of two (2)
accessory ground signs per street frontage, each for a separate business activity located on the
property that can reasonably be related to the primary business. These signs shall not exceed a height
of 10' and a total sign area of 25 square feet if single faced, or 50 square feet including all sign faces.
The accessory signs must also maintain a minimum 20' setback and be no closer than 150' to any
other accessory ground sign. Therefore, an administrative variance is needed in order to site the off-
site sign and allow a second primary business freestanding sign at the proposed location.
The proposed sign is intended to convey the location of Sound Ford Collision Center. The off-premises
freestanding sign is proposed as follows:
1. Located roughly between Rainier Ave Sand Lake Ave S, near the existing curb cut on S. Grady Way.
The sign is proposed to be located roughly 20' west of the existing planter island, west of the shared
driveway entrance with Walker's Renton Mazda, and 10' north ofthe existing sidewalk on S. Grady
Way (Exhibit 2). The proposed freestanding post and panel sign measures 96" by 192" (128 square
feet). The sign begins four feet (4') above grade and has a maximum height of 12 feet. The sign reads
"Sound Collision Center" at the top, followed by "Let us help you with your insurance claim!" in the
middle, and "Free estimates!" with an arrow pointing towards the direction of the building. The sign
also includes two separate graphics that read "Free" near the words "Free estimates." The sign's face
consists of 3MM di bond with first surface white vinyl graphic. The supports include two (2) 6" by 6"
by 128" pressure treated wood posts (Exhibit 3). The proposed sign will replace an existing illegal non-
conforming sign located at the same general location.
Sound Ford Collision Center is one of eight (8) parcels within the block between S. Grady Way, Rainier
Ave S, S 7'h St and Shattuck Ave S. In addition to Sound Ford Collision Center, the rest of the block
consists of a Mazda dealership, a vacant used car dealership, Sound Ford's former showroom, Les
Schwab Tire Center, Hyundai dealership, and a public park and ride lot. The parcel is a landlocked
parcel that has public access from S. Grady Way and Rainier Ave S. The site also borders Lake Ave S
that serves as an access road to the State of Washington park and ride lot; however, there is no direct

connection to Lake Ave S. The proposed sign meets the directional needs of the applicant to generate
clientele and preserve business.

Having reviewed the written record in the matter, the City now makes and enters the following:
1. Request: The applicant has requested approval of an Administrative Variance from the
prohibition of off-premises signage (RMC 4-4-lOOC.10) and the maximum number of primary
freestanding signs (RMC 4-4-lOOE.5.f.ii). The request is to site one (1) off-premise freestanding
sign totaling 128 square feet along S. Grady Way. The proposed sign is for Sound Ford Collision
Center at approximately 300 S. Grady Way (APN 192305-9074), midway between Rainier Ave
and Lake Ave S.
2. Administrative Variance: The applicant's submittal materials comply with the requirements
necessary to process the administrative variance. The applicant's neighborhood vicinity map,
site plan and other project drawings are provided as Exhibits 1-3.
3. Existing Zoning and Land Uses: Sound Ford Collision Center direct contact address is 750
Rainer Avenue South, Renton, WA 98057:
1. North -Commercial Arterial (CA) Zone -Hyundai Auto Showroom and Lot
2. South -Commercial Arterial (CA) Zone -Mazda Auto Showroom and Lot
3. East -Commercial Arterial (CA) Zone -State of Washington Park and Ride Lot

4. Zoning: Both the building site and the proposed sign site are located within the Commercial
Arterial (CA) zoning classification.
I E. CONSISTENCY WITH VARIANCE CRITERIA:
Section 4-9-2508.5.a lists 4 criteria that the Planning Director is asked to consider, along with all ather
relevant information, in making a decision an an Administrative Variance application. These include
the following:
The Planning Director shall have authority to grant an administrative variance upon making a
determination, in writing, that the conditions specified below have been found to exist:
1. The applicant suffers practical difficulties and unnecessary hardship and the variance is
necessary because of special circumstances applicable to subject property, including size, shape,

topography, and location or surroundings of the subject property, and the strict application of
the Zoning Code is found to deprive subject property owner of rights and privileges enjoyed by
other property owners in the vicinity and under identical zone classification:
a. Off-premises signs:
The applicant contends that the variance is necessary due to the location of the office building
and lack of building visibility along the traffic corridor of S. Grady Way (Exhibit 1). The existing
collision center building is located behind the Mazda auto dealership (roughly 230 feet away
from S. Grady Way) at 200 S. Grady Way or behind the vacant Sound Ford auto showroom at
750 Rainer Avenue South (approximately 340 feet way from Rainier Ave). The applicant states
that lack of visibility from the street creates the need for a directional business sign along the
principal Arterial Street.
The applicant maintains that the new off-premise sign is a locational and directional sign more
than it is an advertising sign and that without the sign the applicant could lose 50% of their
present business. The applicant contends that the property entrance is obstructed without a
directional sign and you cannot see the building from S. Grady Way because it is located
behind Walker's Renton Mazda building. The new sign would replace an existing temporary
off-premise sign (at or near the same location), and will serve as a permanent freestanding sign
for the business. The applicant has also stated that Walker's Mazda would not allow Sound
Collision Center to have a combined sign due to an existing agreement with Mazda.
Staff concurs that the location of the building significantly impacts the business's opportunity
to attract and retain clients from S. Grady Way without signage on the principal Arterial Street.
Without Sound Ford operating the auto dealership at its former location on Rainer Ave S, the
visibility and dependence of the collision center is significantly impacted, as the parcel is
landlocked and therefore lacks public street frontage on either S. Grady Way or Rainier Ave S.
The parcel and building are part of a larger overall campus and without the combined
infrastructure, the collision center becomes more of an independent entity and must rely on
their own measures to attract and retain business. Due to the building's location and their lack
of visibility from a public street, compliance with the strict application of the sign code
becomes difficult and thus the applicant suffers practical difficulties. The proposed location,
size and use are generally consistent with the past off-premises signage in the area. The sign is
sized appropriately to serve the public, prospective new tenants, and delivery and emergency
personnel. The applicant is proposing permanent off-premises signage that is in harmony with
the existing buildings.
2. That the granting of the variance will not be materially detrimental to the public welfare or
injurious to the property or improvements in the vicinity and zone in which subject property is
situated:
a. Off-premises signs:
The applicant contends that the materials and workmanship of the main sign is more
professional and permanently installed compared to the past or present signs that have
existed along S. Grady Way for the past 39 years.
Staff has reviewed the applicant's proposal and concurs that the material and size of the sign is
generally consistent with the automall area freestanding sign and the proposal will not be
materially detrimental to the public welfare or injurious to the property or improvements in

the vicinity and the zone in which the property is situated based on the scale and location of
the proposed signs.
3. That approval shall not constitute a grant of special privilege inconsistent with the limitation
upon uses of other properties in the vicinity and zone in which the subject property is situated:
a. Off-premises signs:
The applicant contends that the new sign will be installed in almost the same spot as the
existing temporary sign and that the new permanent sign will be substantially smaller than the
City of Renton's sign located on Ford's former property, namely the corner cut at the NE
intersection of S. Grady Way and Rainier Ave S. The applicant asserts that approval of the
proposed sign variances would not constitute a grant of special privilege inconsistent with the
limitation upon uses of other properties in the vicinity and zoning designation, and the
freestanding post and panel sign shown in the site plan would meet current code as a
standalone sign if the property extended to S. Grady Way (Exhibit 2). The signs are only large
enough to convey enough information that the collision center building is located behind
Walker's Mazda along the access road (Exhibit 3).
Staff has reviewed the applicant's justifications and concurs that the granting of the variance
would not constitute a grant of special privilege inconsistent with other properties in the
vicinity and same zoning designation. The replacement ofthe old off-site temporary sign with a
new permanent off-premises freestanding sign is consistent with the properties of the same
zoning designation.
4. That the approval is a minimum variance that will accomplish the desired purpose:
a. Off-premises signs:
The applicant contends that the proposed freestanding signs are the minimum size needed to
be visible to the public, present business, prospective new customers, delivery, and emergency
personnel.
Staff reviewed the variance request and concludes that the proposed location and sizes of the
freestanding signs would be the minimum required variance to be visible to the present
business, prospective new customers, delivery, and emergency personnel.
I F. CONCLUSIONS:
a. Off-premises signs:
1. The subject site is located at approximately at 300 S. Grady Way (APN 192305-9074), behind
the Mazda dealership located at 200 S. Grady Way and behind the vacant Sound Ford
dealership at 750 Rainer Ave S. The site is within the Commercial Arterial (CA) zoning
classification.
2. The subject site is within the city center overlay, but not located within the map of City Center
sign regulation area per RMC 4-4-lOOH.3.
3. Off-Premises signs are prohibited except for temporary and portable signs allowed by
subsections J of Renton Municipal Code (RMC) 4-4-100; City sponsored signs and public service
signs per subsections RMC 4-4-100.B.6.b, City Sponsored Signs; RMC 4-4-100.B.6.c, City

Sponsored or Co-Sponsored Signs and Displays; and RMC 4-4-100.B.6.o, Public Service Signs, of
RMC 4-4-100.
4. The Automall Area B overlay district allows motor vehicle dealerships over one acre of
contiguous ownership or control located within the Automall District to have one freestanding
sign per street frontage not to exceed an area greater than lY, square feet for each lineal foot
of property frontage that the business occupies up to a maximum of 200 square feet per sign
face, and a maximum of 400 square feet including all sign faces, and not to exceed 50' in
height; or one freestanding sign per street frontage not to exceed an area greater than lY,
square feet for each lineal foot of property frontage, up to a maximum of 150 square feet per
sign face and a maximum of 300 square feet including all sign faces, and not to exceed 50' in
height. In addition, each dealership is allowed a maximum of two (2) accessory ground signs
per street frontage, each for a separate business activity located on the property that can
reasonably be related to the primary business. These signs shall not exceed a height of 10' and
a total sign area of 25 square feet if single faced, or 50 square feet including all sign faces. The
accessory signs must also maintain a minimum 20' setback and be no closer than 150' to any
other accessory ground sign; or one electronic message board sign is permitted as a wall sign,
under marquee sign, or freestanding sign as allowed by the provisions stated above.
The applicant is proposing a non-illuminated off-premise freestanding sign near the shared
road entrance that is single-sided and measures 8 feet (8') by 16 feet (16') or 128 square feet
in area. The post and panel sign will be mounted to two (2) pressure treated wood posts and
the top of the sign is twelve feet (12') in height as depicted in Exhibit 3.
5. The analysis oft he proposal according to variance criteria is found in the body of the Staff
Report.
6. The proposed off-premises signs variance meets the four (4) criteria to be considered in
making a decision on a variance request as specified in RMC 4-9-250B5.a. Special
circumstances apply to the subject site which impose undue limitations on the property; the
granting of the variance will not be materially detrimental to the public welfare or injurious to
the property or improvements in the vicinity and zone in which the subject property is
situated; the granting of the variance does not constitute a grant of special privilege
inconsistent with the limitation upon the use of other properties in the vicinity and zone in
which the subject property is located; and the approval of the variance request would be the
minimum variance necessary to accomplish the desired purpose.
I G. DECISION:
The Administrative Variance for the Sound Ford Collision Center Sign, File No. LUA14-001634, is
hereby approved.

H. LAND USE ACTION APPEALS, REQUEST FOR RECONSIDERATION, & EXPIRATION
The administrative land use decision will become final if it is not appealed within 14 days of the
effective date of decision.
APPEAL: This administrative land use decision will become final if not appealed in writing to the
Hearing Examiner on or before 5:00 PM on February 3, 2015. An appeal of the decision must be filed
within the 14-day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Appeals to the Examiner
are governed by City of Renton Municipal Code Section 4-8-110. Additional information regarding the
appeal process may be obtained from the Renton City Clerk's office, Renton City Hall -7th Floor, (425)
430-6510. Appeals must be filed in writing, together with the required fee to the Hearing Examiner,
City of Renton, 1055 South Grady Way, Renton, WA 98057.
RECONSIDERATION: Within 14 days of the effective date of decision, any party may request that the
decision be reopened by the approval body. The approval body may modify his decision if material
evidence not readily discoverable prior to the original decision is found or if he finds there was
misrepresentation of fact. After review of the reconsideration request, if the approval body finds
sufficient evidence to amend the original decision, there will be no further extension of the appeal
period. Any person wishing to take further action must file a formal appeal within the 14-day appeal
time frame.
EXPIRATION: The variance(s) approval will expire two (2) years from the date of decision. A variance
one (1) year extension may be requested pursuant to RMC 4-9-250B.17.
THE APPEARANCE OF FAIRNESS DOCTRINE: provides that no ex parte (private one-on-one)
communications may occur concerning the land use decision. The Doctrine applies not only to the
initial decision, but to Appeals to the Hearing Examiner as well. All communications after the ·
decision/approval date must be made in writing through the Hearing Examiner. All communications
are public record and this permits all interested parties to know the contents of the communication
and would allow them to openly rebut the evidence in writing. Any violation of this doctrine could
result in the invalidation of the appeal by the Court.

Dear Mr. Close,
For the past 39 years there have been 2 signs on Grady Way for the property. For the last
39 years one has been for Sound Collision Center and the other was a brand manufacturer
sign for Suzuki, then Mitsubishi and most recently Mazda. Obviously it has been this way
for many years.
So in fact, there have been 2 signs for the full 39 years. The variance being requested is
actually a request for maintaining the status quo. The two businesses involved have
complete and separate ownership. The sign for Walkers Mazda is a brand sign required
by the manufacturer and cannot have anything else attached to it.
A form of the Sound Collision Center sign has been on the property along Grady Way for
39 years. The reason Sound Collision Center needs a separate sign is because of its'
location behind Walkers Mazda and the inability to see the actual facility from Grady
Way before passing it.
The Sound Collision Center sign is an advertisement but more importantly it is a location
and directional sign. Without that sign anyone driving down Grady Way would be totally
unaware of the business. In short 50% of our drive by business would disappear and
could lead to the closing of Sound Collision Center along with loss of its jobs, and tax
revenue for the City of Renton,
Once again we are not requesting a true variance as some form of these 2 signs have
coexisted on Grady Way for the last 39 years.
The Manufacturer would not allow Sound Collision Center to be on the brand sign along
with Mazda and even if they would you still would be unable to see and locate the Sound
Collision Center facility.

f. Motor Vehicle Dealership Over One Acre of Contiguous Ownership or Control Located Within the Automall Area(s):
i. Wall and Under Marquee Signs: Each dealership is allowed its appropriate wall or under marquee sign as stated in the Sign Code, and (Ord. 3719, 4-11-
1983, Amd. Ord. 4707, 2-9-1998)
ii. Freestanding Signs: Each dealership is allowed:
• One freestanding sign per street frontage not to exceed an area greater than one and one-half (1-1/2) square feet for each lineal foot of property
frontage that the business occupies up to a maximum of two hundred (200) square feet per sign face, and a maximum of four hundred (400) square
feet including all sign faces, and not to exceed fifty feet (SO') in height; or
• One freestanding sign per street frontage not to exceed an area greater than one and one-half (1-1/2) square feet for each lineal foot of property
frontage, up to a maximum of one hundred fifty (150) square feet per sign face and a maximum of three hundred (300) square feet including all sign
faces, and not to exceed fifty feet (SO') in height. In addition, each dealership is allowed a maximum of two (2) accessory ground signs per street
frontage, each for a separate business activity located on the property that can reasonably be related to the primary business. These signs shall not
exceed a height of ten feet (10') and a total sign area of twenty five (25) square feet if single faced, or fifty (SO) square feet including all sign faces. The
accessory signs must also maintain a minimum twenty foot (20') setback and be no closer than one hundred fifty feet (150') to any other accessory

Dear Mr. Close,
As requested in your email, I have addressed each remaining concern:
1.) Due to the location of the Walkers Mazda building along Grady Way and the location of the Sound Collision Center
building on the property, you cannot see the Sound Collision Center building from Grady Way. The property
entrance to get to the building is obstructed without a directional sign. All of the other property owners along
Grady Way have appropriate sign age showing where their business is located and where to enter it. The strict
application of the zoning code would require Sound Collision Center to place our sign on the Walkers Mazda sign,
which would still not help because of the location of the Sound Collision Center building. Further this would violate
Walkers agreement with Mazda. The sign we are requesting to install is a locational and directional sign more than
it is an advertising sign. Without this sign we could lose 50% of our present business.
2.) There have been two signs located along Grady way for 39 years, so it couldn't possibly be considered detrimental
to public welfare. In addition the sign we are requesting to install now will be a more professional and permanently
installed sign than the past or present signs and will meet the requirements of the City of Renton.
3.) This sign will be the only sign along Grady Way showing the location of Sound Collision Center. The sign itself
doesn't change the how the subjects property is situated, as we are requesting to install the new sign in almost the
same spot that we currently have our locational/directional sign. This new sign will be substantially smaller than the
City of Renton sign located on the subject's former property, by way of city purchase, on the corner of Rainier and
Grady Way.
4.) This approval from the City of Renton is the minimum variance that will accomplish our need to have the location
and entrance off of Grady way to our Sound Collision Center building remain visible so we do not lose 50% of our
present business.
