Conditional Use Permit Justification
1. Consistency with Plans and Regulations
The proposed use of the building space is for churching gathering such as worship, prayer
meetings, choir practices, special events which are all in alignment with the purpose, goals,
objectives, and standards of the comprehensive plan and zoning ordinance of the city of Renton.
A church is non-residential which fulfills the requirements of the city ordinance. The property is
located in a Center Downtown (CD) zoning classification. A religious institution is permitted in
the CD zone with an approved hearing examiner conditional use permit.
2. Appropriate Location
With the maximum estimated population of less than 100, the proposed location of the church
will not result in the detrimental overconcentration of a particular use within the immediate area
or the city. The proposed location shall be suited for the proposed use.
3. Effect on Adjacent Properties
The proposed building space is free standing on its parcels in the downtown Renton area. Across
the streets is a restaurant and commercial strip. Next to the proposed building is another church.
The proposed use of the location will see an increase to heavy use on Friday evenings and
Sunday mornings which is when we have church services. Neither days will impact the operation
of businesses around us due to adequate parking on the premises. On days outside of Friday and
Sunday will have activities such as small group meetings, choir practice, community outreach
that will not have any significant impact on the adjacent businesses.
4. Compatibility
Our church occupying the space improves the value of the commercial activities in the area by
supporting the goals of Renton decreasing the number of homeless and decreasing the statistics
of violence. In the past, this space was not in use and lead to an increase of people breaking in
and using it for the negative reasons. With our presence in the building now, it is increasing the
value of the space being used and improving the activity of others around us as people are
coming to learn we are a space to help those in need at different capacities.
5. Parking
The parking on the premises consists of 23 parking spaces which prevents those attending
service or meetings from effecting the businesses and church around us. If there is overflow,
people can utilize the street parking on Sunday which is typically a day where most businesses
are closed and will not be affected.
6. Traffic
The heavy use of the proposed property will be on Fridays and Sundays when traffic is much less
in the area. Adequate provision will be provided for controlling traffic in and out of the
designated parking on the back side of the building. When needed parking lot has the ability to
have an additional exit to create a smooth entry and exit into and out the premises.
7. Noise, Light, and Glare
The noise generated during both worship services will not be an issue nor distraction to those
around due to the building not being attached to another building space. Sound and light are at a
normal level coming from the property and will not be a distraction to properties and businesses
around. Those around us will experience normal volume of light as in other buildings around
with active.
8. Landscaping
Landscaping is the responsibility of Fountain of Hope Ministries International Church and since
acquiring the space, there has been a significance improvement of the appearance of the building
and landscape around the building.
