The property is located at 13701 SE May Valley Road (parcel number 3424059113) and is approximately 21,545 square feet in size within the Residential-1 (R-1) zone. The site lies within a Landslide Hazard Area and Special Flood Hazard Area, with a FEMA Floodway Zone mapped on the property. No disturbance or impacts are proposed in these areas (Exhibit 1), There is an existing structure on site, which is proposed to be removed as part of a new single-family home development on this lot. The City's arborist, Terry Flatley, inspected the property on October 28, 2016 and noted the significant trees removed without a permit consisted of Western Red Cedar, Douglas Fir, and a Big Leaf Maple, mostly along the western property line and area fronting SE May Valley Road (Exhibit 2). The applicant's arborist, Favero Greenforest, ISA Certified Arborist, prepared a replanting plan dated January 16, 2017 (Exhibit 3) proposing 31 replacement trees consisting of Western Red Cedar, Western Hemlock, Douglas Fir, Columnar Maple, and Specimen Maple to be replanted along both sides of the property and within the front yard abutting SE Maple Valley Road. All proposed trees meet the minimum size requirements outlined in the City's Landscaping Regulations (RMC 4-4-070). There will be no disturbance to the critical areas mapped on site. The decision and approval of the Routine Vegetation Management Permit resolves code case number CODE16-000663. The land dearing and tree removal will not create or contribute to landslides, accelerated soil creep, settlement and subsidence or hazards associated with strong ground motion and soil liquefaction. The land clearing and tree removal will not create or contribute to flooding, erosion, or increased turbidity, siltation or other form of pollution in a watercourse. Land clearing and tree removal will be conducted to maintain or provide visual screening and buffering between land uses of differing intensity and consistent with applicable landscaping and setback provisions of the Renton Municipal Code. Land clearing and tree removal shall be conducted in a way so as to expose the smallest practical area of soil to erosion for the least possible time, consistent with an approved build-out schedule and including any necessary erosion control measures. Land dearing and tree removal shall be consistent with subsection 02 of this Section, Restrictions for Critical Areas -General, and RMC 4-3-050 -Critical Areas Regulations. Retained trees will not create or contribute to hazardous conditions as the result of blowdown, insect or pest infestation, disease, or other problems that may be created as a result of selectively removing trees and other vegetation from the lot. Land clearing and tree removal shall be conducted to maximize the preservation of any tree(s) in good health that is an outstanding specimen because of its size, form, shape, age, color, rarity, or other distinction as a community landmark. DECISION: The SE May Valley Road Routine Vegetation Management Permit Routine Vegetation Management Permit is Approved with Conditions*. 'CONDITIONS OF APPROVAL: 1) Replanting must comply with the Landscape Plan and Restoration Plan/Report prepared by Favero Greenforest, Greenforest Incorporated, dated January 16, 2017. 2) Replanting must occur prior to final inspection of the new single-family home being processed concurrently under building permit 816006670 or no later than May 1, 2017. Appeals to the Examiner are governed by RMC 4·8·110 and more information regarding the appeal process may be obtained from the Renton City Clerk's Office, 425-430·6510. Reconsideration: Within 14 days of the decision date, any party may request that the decision be reopened by the approval body. The approval body may modify his decision if material evidence not readily discoverable prior to the original decision is found or if he finds there was misrepresentation of fact. After review of the reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will be no further extension of the appeal period. Any person wishing to take further action must file a formal appeal within the 14-day appeal time frame. Expiration: The Routine Vegetation Management Permit shall be valid for one year from the date of issuance. An extension may be granted by the Planning Division for a period of one year upon application by the property owner or manager. Application for such an extension must be made at least thirty (30) days in advance of the expiration of the original permit and shall include a statement of justification for the extension. Recent tree clearing at the referenced site was performed in violation of municipal code. This report establishes replacement tree species and quantities to satisfy municipal replanting requirements. I met with you on site last week. We discussed your preferences for the types and locations of replacement trees. The attached planting plan provides specifications for the planting of 31 native and ornamental trees, and includes both evergreen and deciduous species. The most important objective for tree planting is privacy, and several native evergreens are proposed along the east and west parcel boundaries. A specimen shade tree is to be located in the center of the front garden, between the house and the street, and smaller columnar trees are proposed along the east side of the residence, where space is most limited. Planting and Maintenance Specifications Tree planting shall comply with ANSI A-300 Part 6:Tree, Shrub, and Other Woody Plant Maintenance -Standard Practice (Transplanting). And shall follow ISAs Best Management Practices -Tree Planting (2005). Rootballs shall be set on undisturbed or packed soil to prevent sinking, and the rootcrowns shall be exposed prior to planting and set level with finished grade. All wires, cords and burlap shall be removed at planting. Soil shall be mulched to a diameter of twice the canopy width.
