The work required under this Section will include all labor, tools, materials, equipment, and incidentals required for: a temporary irrigation system installation, operation and its maintenance. 1.02 Delivery, handling and storage A. Contractor shall ensure all materials are delivered to the site at appropriate times for installation. All materials delivered to the site shall be protected from the elements until installation. Care shall be taken to protect all items during transit and on the job site. Contractor shall replace at his own expense any items damaged from improper storage or handling. 1.03 WARRANTY A. Temporary Irrigation System: Contractor shall warranty and replace all parts, ensure adequate water coverage and supply, and maintain the irrigation system from the time of installation to minimally the end of the Plant Establishment Period (refer to 32 93 00 for more information on the Plant Establishment Period) or longer if preferred by the City of Renton. PRODUCTS 2.01 Manufacturers A.Contractor shall procure irrigation system's components from established firms capable of producing premium quality products and materials as required for the complete installation. 2.02 Materials A. Temporary Irrigation System: Furnish a bidder-designed system of above-ground piping and sprinklers with control valves for the temporary irrigation of all mitigation planting areas. System shall be capable of evenly distributing appropriate water amounts, a minimum of two inches per week, from June 1 through September 30. B, System Components: 1. Water Supply: Water supply shall be clean, free of suspended particles, algae, or chemicals that may form insoluble precipitates in the equipment or may be detrimental to plantings 2. On-Grade Systems: All on-grade lines shall be secured to slopes every ten feet. The ends of all laterals shall also be secured. Staples or any other material used to secure system shall be installed so as not to create a safety hazard, and avoid damage to surrounding vegetation and root systems. 3. Spray Systems: Spray heads shall be selected to provide uniform coverage over entire area of spray at available water pressure . Sprinkler-to-sprinkler dimensions should be based on manufacturer's recommendations and throw radii of the sprinklerheads. Head to head coverage shall be provided. a. Spray heads of different manufacturers or of different basic types shall have consisitent operating characteristics on any single lateral circuit. b. Spray heads on the same lateral circuit shall be balanced for matched precipitation rates 4. Control System: The controller shall be automatic and battery operated. Controller units shall be enclosed in secure, weather and vandal resistant, locking housings manufactured expressly for that purpose or located within a structure. Controller cabinets shall not be installed within an irrigation spray pattern. a. Provide new batteries in controllers 5. Backflow preventor: Backflow preventor must be installed when working with potable water. Provide backflow preventor to suit irrigation system, complying with applicable codes. System shall be installed above ground. 7. Emergency Shutoff Valves: Globe or ball valves shall be provided at points of connection and labeled. 8. Pressure Regulation: A pressure-reducing valve shall be installed between the irrigation meter and the first control valve. The regulator shall be adjusted so that water pressure does not exceed the system component manufacturer's recommendations for the irrigation system components. Additional pressure compensating devices may be necessary to meet equipment manufacturer's specifications. 9. T-Posts: Steel T-posts to stake and secure sprinklers on risers, length shall be 4' above grade minimum. 10. Staples: U shape metal staples, eight inches long minimum to secure pipes. 11. Meter: Provide an irrigation meter, if required by the City of Renton. EXECUTION 3.01 Execution A. Contractor shall install a temporary, above-ground, irrigation system to provide full coverage to all plants within the mitigation planting areas. B. Point of Connection: Connect to water supply source. Install components necessary including meter and backflow preventor, double check valve assembly, and irrigation meter (if applicable) as necessary to comply with applicable codes. C. Control Valves: Install to irrigate the specific area as shown on Mitigation Plans. D. Piping: Seure piping in place at ten foot spacing. E. Sprinkler heads: Install sprinklers on risers at a 4' minimum above-ground height and strap to a T-post buried 18" minimum and extending to the point of sprinkler attachment. F. Water Conservation Performance: Slopes with a gradient of 3:1 or steeper and greater than six feet in height that are irrigated with an overhead spray system must have a precipitation rate no greater than 0.65 inches per hour. G.Field testing: Contractor shall test the system for inspection by the Restoration Specialist at the time of installation or at the beginning of the next growing season. The amount of irrigation must be adjusted when warranted by site conditions. H. Remove all temporary irrigation equipment at the end of plant establishment period, unless directed otherwise by the Restoration Specialist or City of Renton 3 02 MAINTENANCE A. Temporary Irrigation System: Contractor is responsible for maintaining the irrigation system from the time of installation to the conclusion of the Plant Establishment Period (refer to 32 93 00 for more information on the Plant Establishment Period). During that time, the contractor shall perform routine maintenance to ensure successful operation of the system. Maintenance shall include winterization of the system which shall be blown out by October 15 to prevent damage to the system from frozen pipes. Prior to the conclusion of the Plant Establishment Period, the Restoration Specialist shall inspect plant material and determine whether or not additional year (s) of irrigation will be required. The subdivision and short-plats were vested in 2004 and approved by King County in 2006 and 2007 (Reference Numbers L04P0002, LOSS0040, and L04P0027), prior to annexation into City of Renton. The adjacent Soos Creek wetland (Wetland A) was identified during the subdivision/plat approval process; the site is vested to a 100-.foot wetland buffer. The project will incur unavoidable wetland and wetland buffer impacts. Direct wetland impacts will be temporary in nature and are required to install a sewer connection to an existing line. Permanent wetland buffer impacts will be generated by right-of-way improvements and stormwater outfalls. Associated grading will cause temporary buffer impacts. Mitigation Summary The proposed mitigation plan fulfills the requirements of City of Renton under RMC 4-8-120. All temporary and permanent wetland and wetland buffer impacts require mitigation; mitigation areas and actions are summarized in Table 1 below. Permanent buffer impacts are primarily due to road construction and stormwater improvements. To account for buffer fragmentation and associated loss of functions, small buffer pieces west of the new road (3,250 SF total) are tabulated as buffer loss and accounted fo1· in the buffer replacement figure. The proposed buffer addition area is currently vegetated by emergent plants and small shrubs; it is within the BPA corridor. To mitigate for temporary buffer impacts, in-place buffer restoration is proposed at a 1:1 ratio. Where temporary grading impacts overlap with the future Soos Creek Trail footprint, restoration will be limited to application of a grass seed mix. Since that area will ultimately be impacted by trail construction, further planting in the trail footprint is not practical. The remainder of the temporary buffer impact area will be planted with native trees, shrubs, and groundcover plants. Restoration in the BPA corridor will be limited to shrubs and groundcover plants due to vegetation height restrictions in the transmission line corridor. Temporary wetland impacts will be mitigated through in-place restoration. Following pipe installation, the excavated area will be back-filled with wetland soil. Following the vegetation height restrictions for the transmission line corridor, vegetation in the disturbed area will be restored. Restoration within the future Soos Creek Trail footprint (a King County-Parks project) will be limited to grass seed mix. The proposed restoration will provide a compensatory level of protection for the critical area and will offset the disturbance associated with modification of the standard wetland buffer. Mitigation Goals and Objectives 1. Within the proposed restoration areas, establish dense native vegetation that is appropriate to the eco-region and site, as feasible given BPA corridor restrictions and the future Soos Creek Trail alignment. 2. Where indicated on the plan, areas within the restoration area will be substantially vegetated with a preponderance of native plants and will contain little invasive or noxious weed cover. Performance Standards The standards listed below will be used to judge the success of the installation over time. If performance standards are met at the end of Year 5, the site will then be deemed successful and the performance security bond will be eligible for release by the City of Renton, 1) Wetland Buffer a. Survival: Achieve 100% survival of installed tree and shrub plantings by the end of Year 1. This standard can be met through plant establishment or through replanting as necessary to achieve the required numbers. Individual groundcover plantings cannot be feasibly counted. Therefore, groundcovers shall be monitored for areas of obvious mortality and appropriate replacement quantities recommended by the restoration professional to ensure satisfaction of the native cover standard (below). b. Native Cover: i. Enhancement Areas 1. Achieve 60% understory cover of native shrubs and groundcovers by Year 3. Native volunteer species {but not grasses) may count towards this cover standard. 2. Achieve 80% understory cover of native shrubs and groundcovers by Year 5. Native volunteer species (but not grasses) may count towards this cover standard. ii. Grass Seed Areas 1. Establish the grass seed mix and achieve 90% cover by Year 5. Seed mix may be re-applied as necessary. [Once the King County Soos Creek Trail is constructed (as shown), that area will be omitted from this Canyon Terrace Subdivision mitigation plan.] c. Species diversity: Establish at least four native shrub species and three native groundcover species by Year 3 and maintain this diversity through Year 5. Native volunteer species (but not naturalized grasses) may count towards this standard. d. Invasive cover: Aerial cover for all non-native, invasive and noxious weeds within the buffer planting areas will not exceed 10% at any year during the monitoring period. Invasive plants include ivy species (Hedera spp.), Himalayan blackberry (Rubus armeniacus), cut leaf blackberry (Rubus /aciniatus), and reed canarygrass (Phalaris arundinacea). Invasive plants are defined as those listed by the Washington State Noxious Weed Control Board as Class A, B, or C. 2) Wetland Restoration a. Survival: The shrub species shall achieve 100% survival by the end of Year 1, 80% by the end of Year 3, and 60% by the end of Year 5. MITIGATION NOTES ------·-- b. Due to the presence of a reed canarygrass (RCG) monoculture, the wetland restoration area has a higher 20 percent threshold for invasive plant cover. As documented in the Ecology publication number 06-06-0lla, Wetland Mitigation in Washington State -Part 1: Agency Policies and Guidance, the 10 percent cover threshold is generally not practical at sites dominated by RCG and does not align with the intent of the invasive species cover standard. Monitoring Program Monitoring Methods This monitoring program is designed to track the success of the mitigation site over time and to measure the degree to which it is meeting the performance standards outlined in the preceding section. An as-built plan will be prepared by the restoration professional (The Watershed Company [(425) 822-5242], or other persons qualified to evaluate environmental restoration projects) prior to the beginning of the monitoring period. The as-built plan will be a mark-up of the planting plans included in this plan set. The as-built plan will document any departures in plant placement or other components from the proposed plan. During the as-built inspection, the monitoring restoration professional shall install monitoring transects in the wetland buffer restoration areas and establish photo points. Approximate transect and photo point locations shall be marked on the as-built plan. At least five 100-foot transects shall be <'Stablished in the mitigation area. Monitoring will take place quarterly for the first year and twice annually after that. The City of Renton requires quarterly reports in year one and annual reports in subsequent monitoring years. Monitoring will be conducted in spring and late summer/early fall annually in years two through five. Site performance will be summarized in annual reports due to the City each winter. Monitoring will commence following as-built acceptance by the City. Spring Monitoring The spring maintenance inspection shall include the following, reported in a brief memo submitted to the property owner and/or maintenance crews: 1) Conduct a weed and maintenance inspection in the spring to identify any maintenance needs necessary to prepare the site for the upcoming growing season. 2) Summarize findings in a spring maintenance memo for the responsible party. Late Summer/Fall Monitoring The formal monitoring visit shall record and provide the following in an annual report submitted to the City of Renton: 1) Summary of the spring maintenance visit recommendations. 2) Visual assessment of the overall site. 3) Year 1 counts of live and dead plants by species (wetland and buffer), Annual counts of restoration plantings (wetland area only). 4) Counts of dead plants where mortality is significant in any monitoring year. 5) Estimate of native shrub cover using the line-intercept method along established transects. All planted areas not directly covered by transects will be visually assessed and noted as to how they are meeting the performance standards. 6) Visual estimate of native groundcover. 7) Estimate of non-native, invasive weed cover within planting areas using the line-intercept method and/or visual estimates are practical; estimate invasive cover in wetland restoration and buffer mitigation areas separately. 8) Tabulation of established native species, including both planted and volunteer species. 9) Photographic documentation from fixed reference points or transect ends. 10) Any intrusions into or clearing of the planting areas, vandalism, or other actions that impair the intended functions of the mitigation area. 11) Recommendations for maintenance or repair of any portion of the mitigation area. Site Maintenance Requirements The site will be maintained in accordance with the following instruction·, for five years following completion of the construction. 1) Follow the recommendations noted in the previous monitoring site visit and the spring maintenance memo. 2) General weeding for all planted areas: a. At least twice yearly, remove all competing weeds and weed roots from beneath each installed plant and any desirable volunteer vegetation to a distance of 18 inches from the main plant stem. Weeding should occur at least twice during the spring and summer. Frequent weeding will result in lower mortality, lower plant replacement costs, and increased likelihood that the plan meets performance standards by Year 5. b. More frequent weeding may be necessary depending on weed conditions that develop after plan installation. c. Do not weed the area near the plant bases with string trimmer (weed whacker/weed eater). Native plants are easily damaged or killed, and weeds easily recover after trimming. 3) Apply slow release granular fertilizer to each installed plant annually in the spring (by June 1) of Years 2 through 5. 4) Replace mulch as necessary to maintain a 4-inch-thick layer, retain soil moisture, and limit weeds. 5) Replace dead plants found in the summer monitoring visits during the upcoming fall/winter dormant season (October 15 to March 1) or at the direction of the restoration professional .. Re-apply grass seed mix in any bare areas per plan. 6) Provide bidder-designed, above-ground irrigation for the entire planted area with a minimum of 2 inches of water provided per week from June 1 through September 30 for at least the first two years following installation through the operation of a temporary irrigation system. Less water is needed during March, April, May and October. Contingency Plan If there is a significant problem with the mitigation areas meeting performance standards, a contingency plan will be developed and implemented. Conti11i,iency plans can include, but are not limited to: soil amendment; additional plant installation; and plant substitutions of type, size, quantity, and location. Plant substitutions must be approved by the City of Renton. Site Protection The wetland area will remain under King County Parks ownership. Fencing and/or wetland signs will be installed along high-traffic areas at the on-site wetland buffer. Construction Notes and Specifications General Work Sequence 1. Prepare the planting areas: a. Buffer Restoration i. a) remove gravel, garbage, and debris; b) clear all Himalayan blackberry from the planting area, making sure to remove the roots; c) roto-till to de-compact soil and d) incorporate two inches of compost into the buffer restoration area (within the buffer only). ii. All plant installation is to take place during the dormant season (October 15th -March 1st), for best survival. b. Wetland Restoration i. Stockpile excavated wetland soil (do not stockpile within the wetland) ii. Back-fill excavated area with the wetland soil when pipe installation is complete iii. All plant installation is to take place during the dormant season (October 15th -March 1st), for best survival. 2. 'Prepare a planting pit for each plant and install per the planting details. 3. Apply mulch rings around each installed tree and shrub with wood chip mulch, four inches thick, 18 inches in diameter. 4. Install a bidder-designed, temporary, above ground irrigation system to provide full coverage to all plants within the restoration area. 5. Apply grass seed mix per plan. Specifications 1. Compost: Cedar Grove Compost or equivalent product. 100% vegetable compost with no appreciable quantities of sand, gravel, sawdust, or other non-organic materials. 2. Fertilizer: Slow release, granular PHOSPHOROUS-FREE fertilizer. Follow manufacturer's instructions for application. Keep fertilizer in a weather-tight container while on site. Note that fertilizer is to be applied only in Years 2 through 5 and not in the first year. 3. Irrigation system: Automated system capable of delivering at least two inches of water per week from June 1 through September 30 for the first two years following installation. 4. Restoration Professional: The Watershed Company [(425) 822-5242] personnel, or other persons qualified to evaluate environmental restoration projects. 5. Wood chip mulch: Arborist chips (chipped woody material) approximately 1 to 3 inches in maximum dimension (not sawdust or coarse hog fuel). This material is commonly available in large quantities from arborists or tree-pruning companies. This material is sold as "Animal Friendly Hog Fuel" at Pacific Topsoils [(800) 884-7645].
