NARRATIVE
24-2387
On 03/04/2024 at approximately 1537 hours, I was dispatched to a non-injury and blocking vehicle
collision at the intersection of Hoquiam Ave NE and NE 4th Place, within the City Limits of Renton,
County of King, State of Washington.
Upon arrival, I confirmed there were no complaints of injury requiring immediate medical response at
the time of report. There, I collected each of the involved parties driving documents and their
independent recollection of their involvement leading up to the collision.
The driver of Unit#1 stated that he and two juvenile passengers were traveling northbound in about
the 400 block of Hoquiam Ave NE. The driver of Unit#1 stated that he was intending to make a U-
turn to proceed back southbound on Hoquiam Ave NE. The driver of Unit#1 stated he turned east
onto NE 4th Place to complete his U-turn. The driver of Unit#1 stated that he looked for other traffic
and did not see any and therefore proceeded to make his intended U-turn. Unit#1 claims to not have
seen Unit#2 also traveling northbound on Hoquiam Ave NE and occupying the same lane that Unit
#1 had turned from. As Unit#1 proceeded to make a U-turn, Unit#1 and Unit#2 collided resulting in
Unit#1 suffering significant damage to the front bumper.
The driver of Unit#2 said she was the sole occupant of her vehicle and was also traveling northbound
in about the 400 block of Hoquiam Ave NE. The driver of Unit#2 stated she saw Unit#1 directly in
front of her. The driver of Unit#2 stated that while traveling in her lane of travel, she noticed as Unit
#1 turned off Hoquiam Ave NE and onto NE 4th PL. The driver of Unit#2 did not realize that Unit#1
was attempting a U-turn. The driver of Unit#2 stated she tried to avoid the collision but subsequently
both vehicles collided causing moderate damage to the passenger side fender, door, and wheel well
of Unit#2.
Based on the above statements, 1 determined that the Driver of Unit#1 (La Madrid) was the
predominant factor for the collision due to an improper U-turn causing a collision. The driver of Unit
#1 did not grant the right of way to Unit#2 traveling in the roadway which had the right of way. Per
RCW 46.61.295, the driver of any vehicle shall not turn such vehicle so as to proceed in the opposite
direction unless such movement can be made in safety and without interfering with other traffic.
I issued La Madrid a citation in-person for an improper U-turn. La Madrid qualified for the City of
Renton Youth Traffic Court (YTC) and was made aware of the details via YTC business card.
Unit#1 had to be impounded due to extensive damage. Unit#2 was able to be driven away without
further incident. An exchange of information was provided to all involved parties.
This incident was audio and video recorded via Axon BodyCam.
