HomeMy WebLinkAboutA_Variance Request_240723_V1.pdf 1 July 23, 2024 Alex Morganroth Senior Planner Community and Economic Development City of Renton 1055 S Grady Way Renton, WA 98057 RE: Temporary Noise Variance Request NWR South 23 – 25 Pavement Repair Project XL6747 SR 167 Milepost (MP) 26.18 to MP 27.18 SR 515 MP 6.70 to MP 6.93 Dear Mr. Morganroth: The Washington State Department of Transportation (WSDOT) requests a temporary noise variance for 15 cumulative nights from the City of Renton for the NWR South 23 - 25 Pavement Repair Project along SR 167 and SR 515. WSDOT is requesting a relief from the requirements of Renton Municipal Code (RMC) Chapter 8-7-2 (Noise Level Regulations, Maximum Environmental Noise Levels) and the Washington Administrative Code (WAC) 173-60-040 through approval of a noise exemption as allowed under WAC 173-60-050(f), allowing WSDOT contractor(s) to work nights between the inclusive dates of April 1, 2025 to December 31, 2025. Project Description This project will provide crack sealing and asphalt patching on highways in Maintenance Areas 4 and 5 covering SR 515, SR 167, SR 161, SR 18, SR 523, SR 520, I-405, SR 202, I- 90, and I-5 ramps. NWR Materials has determined that numerous routes require strategic preservation before a paving project can be programmed to address deteriorating roadway conditions. Specifically for the City of Renton, this project will occur along SR 167 MP 26.18 to MP 27.18 and SR 515 MP 6.70 to MP 6.93. Please see Vicinity Map and Noise Buffer Map attachments. Box 330310 Seattle, WA 98133-9710 (206) 440-4000 TTY: 1-800-833-6388 www.wsdot.wa.gov 2 Construction Activities and Equipment Equipment that may be used includes backhoe/excavator; backup and movement alarm; ground compactor; air compressor; diamond concrete grinder; concrete mixer truck; concrete saw; flatbed truck; generator; jackhammer; joint sealer; light tower; asphalt paving – paver, dump truck, and material transfer vehicle (MTV); concrete paving – texturing, curing machine and pickup truck; power tools – air hose and grinder; roller; vacuum street sweeper; and traffic control equipment such as truck mounted attenuators and portable changeable message signs. Justification for Nighttime Work WSDOT traffic recommends that lane closures be done at night when traffic volumes are low enough to handle closures. Construction related lane closures during the daytime could cause delays to the traveling public, impact bus routes and business access, jeopardize workers’ and public safety. Performing work at night will minimize the danger to workers and the traveling public from road closures, detours and traffic delays. In addition, daytime lane closures could backup and adversely impact traffic and city arterials. Therefore, lane closures during the nighttime are necessary for this project. Traffic Limitations Lane closures are expected weeknight, Monday to Thursday, from 9 PM to 5 AM. Proposed Nighttime Noise Mitigation WSDOT is committed to reducing the inconvenience felt by those living near this project and will make reasonable efforts to minimize sound levels caused by nighttime work. To that end, WSDOT will require the contractor to adhere to the following noise reduction measures: 1. All trucks performing export haul shall have well maintained bed liners as inspected and approved by the Engineer. 2. Truck tailgate banging is prohibited. All truck tailgates shall be secured to prevent excessive noise from banging. 3. A copy of noise variance shall be kept on the project site at all times.
