EE46394 CASE# 24-1104 OF COLLISION 01/30/24 12:12 OF CbLLI510N NARRATIVE 24-1104 On 01/30/2024 at approximately 1213 hours, I was dispatched to an unknown-if-injury and blocking vehicle collision at the intersection of NE 7th Street and Edmonds Ave NE, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, I confirmed there were no complaints of injury requiring immediate medical response at the time of report. While on scene, I collected each involved party's driving documents and their independent involvement leading up to the collision. Officer M. Traino noticed airbag deployment on Unit#2 and had Renton Fire respond for precautionary evaluation. The driver of Unit#1 stated he was the sole occupant of his vehicle and was traveling northbound in the 700 block of Edmonds Ave NE. The driver of Unit#1 stated that he approached the intersection of NE 7th Street with the intent to continue straight after having stopped at the stop-sign controlled intersection for his direction of travel. The driver of Unit#1 believed traffic was clear and therefore proceeded out into the roadway. As Unit#1 reached the middle of the intersection, Unit#1 was met by another vehicle - Unit#2. The driver of Unit#1 claimed he did not see Unit#2 initially and believed Unit#2 did not stop at the intersection. Unit#2 suffered significant damage to the front of the vehicle. The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling eastbound in about the 2500 block of NE 7th ST. The driver of Unit#2 stated that he approached the intersection of Edmonds Ave NE with the intent to continue straight after having stopped at the stop-sign controlled intersection for his direction of travel. Upon stopping and ensuring it was his turn to proceed, Unit#2 entered the intersection. Upon reaching the middle of the intersection, both vehicles collided in the roadway causing significant damage to the front passenger side of Unit#2, including the wheel bearing of the vehicle. Two independent witnesses remained at the scene. The first witness, identified via pictured WADL as Silvestre Torres Martinez, stated that Unit#1 never fully stopped at the intersection. Torres Martinez described Unit#1 completing a "California Stop" and basically rolled through the intersection as if they did not see Unit#2 at all. The second witness, identified as Jeremi McCullough, stated he lives at the corner of the intersection. McCullough showed me surveillance footage of the intersection. I observed Unit#1 approach the intersection and fail to stop and yield to other traffic in the intersection. I requested McCullough upload his video footage to this case and sent an Axon community request for him to do so. Based on the above statements, I believe that the driver of Unit#1 (Le) was the predominant factor for the cause of collision as Le is required to comply with RCW 46.61.190(2) which states that every driver of a vehicle approaching the point nearest the intersecting roadway where the driver has a view of approaching traffic of the intersecting roadway must stop before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. Unit#2 was already underway in the roadway and had right of way. I issued the driver of Unit#1 (Le) a citation in-person for Fail to Stop at Intersection causing a collision. Both Unit#1 and Unit#2 had to be impounded due to extensive damage. An exchange of information was provided to all involved parties. PAGE 3 OF 5 REPORT NO.
