EE47749 CASE# 24-1309 OF COLLISION 02/05/24 17:54 OF CbLLI510N NARRATIVE On 02/05/2024, 1 was working uniformed patrol in a marked police car as 3R23. At approximately 1755 hours, I was dispatched to an accident with injuries at the intersection of Lake Ave S/S Tobin St which is located within the city limits of Renton, county of King, Washington. Dispatch advised that the caller was reporting a motor vehicle accident involving a pedestrian. The involved parties were identified as follows: Involved Driver: Vinh H. Nguyen (DOB: 06/07/1979, verified via DOL photo). Associated vehicle (Unit 1): 2015 Infinity QX60 (WA/BNY8643, VIN/5NIALOMMOFC504866). Involved Pedestrian: Tibrya S. Buchana (DOB: 04/18/2009, verified via family members). Witness: Jack E. Carlson (DOB: 02/04/1998). When I arrived on the scene, I saw that Unit 1 was facing southbound on Lake Ave S closest to the south end of the intersection in the middle of the roadway. I also saw Tibrya on the roadway, near the driver's side front bumper of Unit 1 lying on her side. I also saw that there was a cluster of people forming around Tibrya on the floor, some of whom self-identified as being family of Tibrya. I was able to locate the driver of Unit 1. He was standing outside of the vehicle. I was able to bring him to the back bumper of my patrol vehicle and spoke with him. My conversation with Unit 1's driver is summarized as follows: Unit 1 stated he was traveling southbound on Lake Ave S about to pass S Tobin St to continue southbound on Lake Ave S. Unit 1 had a stop sign which Unit 1 stopped at. Unit 1 then said he continued to drive southbound at the intersection. Unit 1 then described that Tibrya had crossed in front of Unit 1 at the south end of the intersection's crosswalk. Unit 1 described that Tibrya was crossing from the east to the west in front of his vehicle. Unit 1 stated he attempted to stop but was unable to in time. Unit 1 described that his front driver's side bumper hit Tibrya. Unit 1 briefly mentioned that he did not skid in the roadway and described that he was moving relatively slowly. Unit 1 stated that his vehicle was still operational. I observed Unit 1 near the front driver's side bumper for damage. I saw that there was a spot on the bumper which had an area that had dirt that appeared to be missing from the bumper. I did not notice any other damage to Unit 1. Unit 1 also stated that he was uninjured when I asked. Officer J. Turner relayed to me Tibrya's and the witness's information as he spoke with those parties. Officer J. Turner stated that Tibrya was being treated by the fire department currently but was awake and conscious. Officer J. Turner also relayed that the witness described a similar incident to what Unit 1 told me above. The witness stated that he may have surveillance of the accident but was unavailable right now. He would contact the police should he have surveillance. I also spoke to the fire department. They stated that Tibrya would be transported to Valley Medical Center (VMC) for further treatment. I was also able to briefly speak with another family of Tibrya that began to arrive at the scene. They stated that they would be headed to VMC. I provided both Unit 1 and Tibrya's family with a copy of the exchange of information before they left the scene. Unit 1 left the scene under its own power. PAGE 3 OF 5 REPORT NO. EE47749 CASE# 24-1309 OF COLLISION 02/05/24 17:54 OF CbLLI510N NARRATIVE Based on the fact that Unit 1 did not grant the right of way to the pedestrian as they were crossing the intersection, I found reasonable cause to issue a citation for the driver of Unit 1 for RCW 46.61.261 - Sidewalks, crosswalks, ... Based on the circumstances described above, Unit 1's actions appeared to be the proximate cause of the collision. This concludes my report.
