EE50266 CASE# 24-1421 OF COLLISION 02/08/24 15:38 OF CbLLI510N NARRATIVE 24-1421 On 02/08/2024 at approximately 1541 hours, I was dispatched to a vehicle collision with reports of injury in the 4100 block of Oakesdale Ave SW, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that one of the involved occupants was in active labor and that the Renton Regional Fire Authority (RRFA) would be simultaneously responding. Upon my arrival, I confirmed that there were no complaints of injury, however, the passenger of Unit #2 was in active labor, and Unit#2 was driving to Valley Medical Center (VMC) when the collision occurred. RRFA responded to the scene and later transported both occupants of Unit#2 to VMC. While on scene, I collected each involved party's driving documents and their independent involvement leading up to the collision. The driver of Unit#1 stated she was the sole occupant of her vehicle and was attempting to exit a private property parking lot, located at 1200 SW 43rd Street, and on the east side of the parking lot. The driver of Unit#1 stated that she was intending to make a left turn out of the parking lot to proceed northbound onto Oakesdale Ave SW following the turn. The driver of Unit#1 stated that lane 1 of 2 had created an opening in traffic to allow enough space for Unit#1 to turn. The driver of Unit#1 believed all southbound traffic on Oakesdale Ave SW was clear and therefore proceeded out into the roadway. As Unit#1 reached lane 2 of 2, Unit#1 was met by another vehicle - Unit#2. The driver of Unit#1 claimed she did not see Unit#2 traveling in lane 2 of 2 due to backed up traffic. The driver of Unit#1 stated that she was unable to avoid the collision after having pulled out into the roadway and that Unit#2 struck the front of Unit#1, specifically on the driver's side, causing moderate damage. The driver of Unit#2 said he and his adult passenger were traveling southbound in about the 4100 block of Oakesdale Ave SW and in lane 2 of 2. The driver of Unit#2 stated he was intending to continue south to the intersection of SW 43rd Street with the intent to make a left turn. Upon reaching the location of where Unit#1 was turning out from, Unit#2 observed Unit#1 pull out into the roadway but was unable to avoid the collision. Both vehicles collided in the roadway and Unit#2 suffered moderate damage to the front bumper. Based on the above statements, I believe that the driver of Unit#1 (King) was the predominant factor for the cause of collision as King is required to comply with RCW 46.61.190(2) which states that every driver of a vehicle approaching the point nearest the intersecting roadway where the driver has a view of approaching traffic of the intersecting roadway must stop before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. Unit#2 was already underway in the roadway and had right of way. A DOL records check revealed that the driver of Unit#2 (Wood Marchena) was listed as `Not Licensed -Eligible'. Wood Marchena also violated RCW 46.12.650 -Fail to Transfer Title by failing to transfer the title of a vehicle with a DOL Report of Sale identifying Wood Marchena as the new owner as of 02/03/2023. Wood Marchena did not have proof of insurance and expired registration on the vehicle as of 08/19/2023. A correction noticed has been issued to Wood Marchena via mail. I issued the driver of Unit#1 (King) a citation via mail for Fail to Stop at Intersection causing a collision. Both Unit#1 and Unit#2 were able to be moved off of the roadway under their own power.
