NARRATIVE
On 02/20/2024 at 0513 hours, I was in full patrol uniform and driving a marked Renton Police patrol
vehicle in the city of Renton, County of King, State of Washington when I responded to a collision at S
Puget Dr & Benson Rd S. Officer S. Crow stated via radio that a vehicle had struck a light pole.
Upon arrival, I saw Unit 1 -Dodge Charger WA LIC# MALWA on the west side of S Puget Dr across
the street from 2022 S Puget Dr. Unit 1 was partially down the embankment and facing east toward S
Puget Dr. There was severe damage to the front and right side of Unit 1. The driver side curtain
airbags, driver airbag and front passenger airbag had been deployed. A nearby City of Renton
streetlamp had been damaged and was lying on the sidewalk near Unit 1.
I spoke with the driver of Unit 1, Avtar Singh and he wasn't sure what happened. He said in summary
that he was driving south on S Puget Dr toward Benson Rd S. He was talking on the phone with his
girlfriend using his headset and didn't remember what happened after that. He didn't know how the
accident occurred. He complained of pain to his left arm. I did not see visible injury on him. Renton
Fire responded and evaluated Singh and he declined transport to the hospital.
I did not observe signs of impairment on Singh. I asked Singh if he had a medical condition that made
him lose consciousness and he said no. I asked him if he thought another vehicle was involved or
possibly hit him and he didn't know. I asked him if he was going too fast for the road conditions and
he said no. He had no idea as to what happened.
My investigation revealed that Singh drove his vehicle uphill going south on S Puget Dr when for
unknown reasons, he lost control of his vehicle. It appeared that his vehicle went up the west curb,
onto the sidewalk and struck a streetlamp. The streetlamp tipped over and fell onto the sidewalk as
Singh's vehicle slid down the embankment where it came to rest on all four tires.
Banker's tow conducted a private tow from the scene. Renton City Streets Department arrived and
made the streetlamp electrical wires safe and to remove the damaged streetlamp from the sidewalk. I
have nothing further.
This incident was captured on my body worn video camera. This report is a summary of events that
occurred and is not an exact sequencing of events. Statements have been paraphrased and
summarized.
