This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 03.18.2024, at approximately 1802 hours, I was dispatched to a two-vehicle, non-injury, blocking collision in the intersection of 108th Ave SE and SE 180th ST., in the City of Renton, WA, the County of King. I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #304, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police officer. I was assigned as 302. At the time of this incident, it was sunny, the roadways were dry, and it was daylight and approximately 69 degrees. I arrived on scene at approximately 1805 hours and met with both parties, advising them to move their vehicles into the parking lot of King of Kings Church, located at 18207 108th Ave SE. Neither party complained of injuries, but I requested RFA respond for a 7-year-old passenger in Unit 02, later identified. Unit 01 was identified as a dark gray in color Acura MDX bearing WA/BTD2349. Unit 01 had moderate damage to the passenger side bumper, '/ panel and the front passenger tire was flat. Unit 01's driver was identified by his WADL as STRIZHEUS, LESYA M (DOB: 11.23.1983). Strizheus matched the photo on her WADL and when asked what happened leading up to the collision, she said she was driving southbound on 108th Ave SE, occupying the left lane of travel when a `truck' ran up on her and she changed lanes, not seeing Unit 02 in the right lane, causing a collision. A WACIC/NCIC/DOL query on Strizheus was clear and valid. Unit 02 was identified as a white in color Tesla Model Y bearing WA/CGW9436. Unit 02 had moderate damage to the driver side body of the vehicle, but it was operable. Unit 02's driver was identified by her WADL as NGUYEN, MAI P (DOB: 04.13.1985). Nguyen stated she was traveling southbound on 108th Ave SE, occupying the right lane of travel and as she approached the intersection with SE 180th ST, Unit 01, who was in the left lane, changed lanes into the right lane, striking her vehicle. NGUYEN's young daughter, Andrea, was seat belted in the rear passenger side and was not injured. A WACIC/NCIC/DOL query on Nguyen revealed she was clear and valid. Nguyen's husband arrived on scene and pulled up the video surveillance leading up to the crash, where it is obvious Unit 02 was traveling southbound in her lane of travel when Unit 01 changes lanes suddenly from the left to the right lane, striking Unit 02. 1 uploaded this video on my AXON body worn camera. Unit 01's driver, STRIZHEUS, LESYA M (DOB: 11.23.1983) is the causing party in this collision by conducting an improper lane change, in violation of RCW 46.61.140. 1 issued Strizheus SECTOR citation#: 4A0014470, for the above listed violation. The infraction will be mailed via the courts. RCW 46.61.140: IMPROPER LANE USAGE: Driving on roadways laved for traffic. Whenever any roadway has been divided into two or more clearly marked lanes for traffic the following rules in addition to all others consistent herewith shall apply: (1) A vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety.
