Grady Way or via Zoom CALL TO ORDER The Human Services Advisory Committee (HSAC) meeting was called to order at 3:03 p.m. ROLL CALL Committee Members Present:Staff Members Present: Joe Scovel, Chair Guy Williams, Human Services Manager Adair Hasty, Vice Chair Lori Fleming, Human Services Coordinator Leslie Anderson Nina Christian, Administrative Secretary 1 Elizabeth Larson Guests Present: Margarita Villarreal Cyndie Morris – Renton PD Jessie Friedmann Shaunice Wilson Marjan Didra Committee Members Absent: Gary Barquet Valentine Portolano APPROVAL OF AGENDA Moved by Member Larson, seconded by Vice Chair Hasty. AGENDA ITEM #4. a) Page 3 of 6 November 21, 2023 Human Services Advisory Committee Meeting Minutes NEW BUSINESS Cyndie Morris, Communications and Community Engagement Coordinator for the Renton Police Department provided a brief presentation on the types of calls they receive, comparison of crime statistics from this year to last year, and the department’s recruitment efforts. Guy Williams, Human Services Manager addressed the HSAC members with expiring terms for 2023. Leslie Anderson, Joe Scovel, and Margarita Villarreal confirmed they were interested in continuing with HSAC. Lori Fleming, Human Services Coordinator discussed the upcoming events in Renton, which included the Small Business Saturday event, Holiday Lights opening night, and other various holiday events for December. Lori Fleming also explained the Giving Trees located at 3 city locations, where residents may donate a gift or donate to the Gift of Play Recreation Scholarship Program. ADJOURNMENT The meeting was adjourned at 4:02 p.m. The December 19, 2023 Human Services Advisory Committee meeting is canceled. Human Services Division 1055 South Grady Way Renton, WA 98057 2025 – 2026 Renton Human Services Funding Application Process APPROXIMATE FUNDING AVAILABLE The City of Renton anticipates having $812,000 available in annual General Fund human services agency funding for 2025-2026, which is the same amount allocated in 2023-2024. No federal Community Development Block Grant (CDBG) funds are available. APPLICATION OVERVIEW: The City of Renton participates with 15 other cities to hold a joint application process for allocating human services funding. This Human Services Funding Collaborative (HSFC) includes the cities of Auburn, Bellevue, Burien, Covington, Des Moines, Federal Way, Issaquah, Kenmore, Kent, Kirkland, Redmond, Renton, Sammamish, SeaTac, Shoreline, and Tukwila. Applications are submitted via the online portal called Share1App that is hosted by the City of Redmond at Share 1 App | Redmond, WA To receive notifications about the application process, please e-mail: share1appquestions@gmail.com IMPORTANT DATES: Application Opens: March 4, 2024 Application Workshops: Tentatively March 4-5, 2024 Technical Assistance Sessions: Provided by various cities, dates/times to be determined. APPLICATION DUE DATE: Monday, April 8, 2024 - must be submitted online via Share1App. RENTON’S FUNDING PRIORITIES: •Basic Needs Includes food, clothing, housing stability services (such as rent and/or utility assistance), legal services, and meal programs. •Connector Services Includes information and referral, transportation, advocacy, case management, cultural navigators, and other services that connect residents to services. •Domestic Violence/Sexual Assault Services All services related to sexual assault and domestic violence, including legal assistance and shelter. •Economic Opportunity/Self Sufficiency Includes job training; programs that help those with barriers to employment or other forms of economic opportunity that can improve, prevent, or reduce needs for social service and housing supports; youth programs; mentoring; and after school programs. AGENDA ITEM #6. d) Page 5 of 6 2 Updated 1/9/24 •Health and Wellness Includes physical, mental, and dental health services, counseling, therapy, day health programs, and chore services. •Homeless Services/Housing Includes shelters, homeless outreach, transitional housing, and emergency housing. RENTON’S FUNDING CRITERIA: In order to be considered for Renton funding, agencies must: 1) Address one of the Renton human services funding priorities above. 2) Submit a complete application, including all attachments; no late or incomplete applications will be accepted or reviewed. 3) Meet minimum insurance requirements if awarded funds, see www.rentonwa.gov/insuranceguidelines for the City’s insurance guidelines. 4) Execute a contract with the City and be able to accept reimbursement for funds. 5) Regularly track and submit required reports regarding services, outcomes, and demographics. APPLICATION REVIEW PROCESS Applications will be reviewed by the City of Renton Human Services Advisory Committee, an 11- member volunteer Committee appointed by the Mayor. The Committee will review, evaluate, and rate proposals within each priority area based on program description, impact, accessibility, and budget. Funding recommendations will be based on the results of the Committee scores, discussion, funding availability, and approval of the Renton City Council. The award amount for individual programs may differ from the amount requested in the application. City of Renton staff will notify agencies of funding recommendations in the fall 2024, with January 1, 2025 the start of the fiscal and program year.
