Subject: Street Frontage Improvements Deviation Request
To Whom It May Concern:
I am the Civil Engineer for the Sunset Highlands project located at 4409 NE Sunset Boulevard,
Renton, WA 98059. Justin Johnson provided detailed frontage improvement requirements for
the project in his Pre-Application Memorandum dated August 22, 2019. His summary identifies
NE Sunset Boulevard as a principal arterial with existing right-of-way having a width of 90 feet.
The minimum paved width for a principal arterial is 66 feet for five lanes, along with an 8-foot
planter and 8-foot sidewalk. Storm drainage improvements are also required. A dedication of
approximately 6.5 feet is required to meet the City’s street standards.
In accordance with the City of Renton Submittal Requirements Modifications packet,
I respectfully request permission to deviate from the aforementioned street frontage
improvement requirements because they would not be harmonious with existing street
improvements located adjacent to the subject property. Instead, I request permission to
maintain the existing 0.5-foot curb and gutter, and to provide behind the curb an 8-foot wide
landscape planter and an 8-foot wide sidewalk. A 6.5-foot right-of-way dedication will still be
provided to maintain a clear space behind the sidewalk.
The existing paved width of 56 feet is adequate for function of this road corridor. The proposed
frontage improvements substantially implement the policy and objectives of the Comprehensive
Plan Land Use Element and Community Design Element and would be harmonious to the
surrounding area. Based on engineering judgement, the existing pavement and curb are safe,
functional, environmentally protective, easily maintainable, and maintain the appearance of the
surrounding parcels. The proposed improvements will not be injurious or create adverse
impacts to other properties in the vicinity because almost all property located in the proposed
area of NE Sunset Boulevard has similar frontage improvements. There is no indication that the
storm drainage system needs to be improved with the proposed improvements.
