� ANNEXING CERTAIN TERRITORY OF THE CITY OF RENTON
(MORRISON ANNEXATION;FILE NO.A-99-001).
WH�REAS,under the provisions of RCW 35A.14.120 as amended, a petition in writing
requesting that certain territory contiguous to the City of Renton,as described below,be annexed
to the City of Renton,was presented and filed with the City on or about Aprfl 26, 1999;and
WHEREAS, prior to the filing and circulation of said petition for annexation to the City
of Renton, the petitioning owners notified the City Council of their intention to commcnce such
proceedings as provided by law,and as more particularly specified in RCW 35A.14.120,and upon
public hearing thereon, it having been deternuned and the petitioning owners having agreed to
assume the pre-existing bonded indebtedness of the City of Renton as it pertains to the territory

o petitioned to be annexed; and to accept that portion of the City's Comprehensive Plan as it

� pertains to the territory including the applicable Zoning Code relating thereto;and

�' WHEREAS,the King County Department of Assessments has examined and verified the

The Planning and Development Committee recommended that the Council take
no further action on the conditional use process as it relates to churches. The
process is aimed at mitigating negative secondary effects related to churches, and
is not aimed, at any fashion, in limiting freedom of religion. MOVED BY

King County: Renton Polling Councilmember Keolker-Wheeler expressed thanks to those responsible for
Place Change to City Hall changing the election polling place back to City Hall in response to her request.
Transportation: Crosswalk Ms. Keolker-Wheeler also expressed thanks for the timely response to her request
Ground-Level Light Bar for information on crosswalk ground-level light bars, saying that the City will
soon do a demonstration project of this new technology on Logan Avenue.

PUBLIC HEARING This being the date set and proper notices having been posted and published in
Annexation: Morrison, SE accordance with local and State laws, Mayor Tanner opened the public hearing
128th St to 154th Ave SE to consider zoning for the Morrison Annexation; 39.88 acres located on the north
�1�, O(�� side of SE 128th St. east of the city limits between the Windwood project on the
west and the White Fence Ranch subdivision on the east.
Don Erickson, Senior Planner, said subsequent to the public hearing on the 60%
annexation petition on October 18th,the King County Boundary Review Board
approved the proposed annexation on December 30th. Tonight is the second
public hearing on the proposed zoning for the annexation area(the Planning
Commission held the first of two required public hearings on the proposed zonmg
on September lst).
Continuing, Mr. Erickson said that the Planning Commission concurred with
staff that the site should be zoned Residential— Five Dwelling Units Per Acre
(R-5)upon annexation to the City. Achievable densities under this zone are
comparable to King County's R-4 zone, except that Renton's proposed zoning
does not allow attached dwellings or townhomes.
Reviewing the financial analysis presented to Council in October, Mr. Erickson
said this shows that at full development of the property(estimated to occur in ten
years), annual revenues would exceed costs by approximately$203,000.
Expenses would total about$192,000, resulting in an approximate annual
surplus of$11,000 to the City.
Mr. Erickson noted that much of the public testimony received on this annexation
relayed concerns about the wetlands on this property and the site's drainage. In
response,the property owner was required by King County to conduct a wetlands
delineation,which has been done. Mr. Erickson concluded that as this proposal
is generally consistent with Renton's Comprehensive Plan, staff recommends
approval of the annexation and adoption of the proposed R-5 zoning on the
property.
Audience comment was invited.
Correspondence was read from Claudia Donnelly, 10415 — 147�'Ave. SE,
Renton, 98059, commenting on the Endangered Species Act and asking how the
City will prevent to�uc chemicals such as gasoline, oil and fertilizers from going
into May Creek and the Cedar River via Maplewood Creek. She was also
concerned about excessive water discharge into May Creek, which could affect
salmon runs by increasing water temperature, and the potential for increased
storm water in the area which would affect spawning grounds at the mouth of
Maplewood Creek. Ms. Donnelly also questioned whether the City will require
the developer to use native plants when landscaping and in restoring any removed
or otherwise disturbed vegetation on the site.

representing the applicant, supported the recommendation of staff that the
annexation be approved and R-5 zoning be applied.

ADMINISTRATIVE Chief Administrative Officer Jay Covington reviewed a written administrative
REPORT report summarizing the City's recent progress towards goals and work programs
adopted as part of its business plan for 2000 and beyond. Items noted included:
� Construction will begin this week on the replacement of the sanitary sewer on
Burnett Ave. S. between South 3rd and 4th Streets, and should take
approxixriately two weeks.
� The third City-County Pipeline Safety Forum will be held at Renton City
Hall on Thursday, Jan. 27th to discuss the Olympic Pipeline Company's
safety plan.
� The Wal-Mart Foundation recently donated$1,000 each to the Police and
Fire Departments.
AUDIENCE COMMENT Jim Frey, 2425 Monterey Ave. NE, Renton, 98056, complained that the
Citizen Comment: Frey— condition of many of the city's streets is unacceptable. Citing examples such as
Condition of City Streets N. 30th St. between Burnett and Park, he said when the sewer and sidewalk work
was finished on this road the street was not restored and made smooth but instead
was left with severe bumps. He was particularly concerned about the gully on
the east side of Park Ave. N. in the Kennydale area, saying this poses a danger to
children who walk along this road.
Mayor Tanner agreed but explained that until outdoor temperatures warm
somewhat,permanent asphalt cannot be laid. Asking that Mr. Frey bear with the
city, he emphasized that short-term fixes of temporary patching are being done,
although the results are less than ideal.
Citizen Comment: Brosman— Larry Brosman, 3625 NE 9`t'St., Renton, 98056,thanked Council for
City Council Vacancy Process considering himself along with the other five candidates for the vacant Council
position, saying the challenge and the experience were enjoyable.
Citizen Comment: Brown— Janice Brown, 521 S. S ls`Ct., Renton, 98055, president of the Summit Park
Sikh Temple on Talbot Hill Townhome Association, stated that she and other Summit Park residents were
greatly inconvenienced last month when the nearby Sikh Temple held a large
event for which it did not have adequate parking. As a result, vehicles were
parked along adjacent residential streets, and the driveways of many Summit
Park residents were entirely blocked. Ms. Brown suggested that the temple be
required to provide off-site parking and transportation for such large events in the
future to avoid a repeat occurrence.
On other topics also related to the Sikh Temple, Ms. Brown claimed that the
mature landscaping required prior to issuance of the temple's occupancy permit
last fall was removed less than two weeks after the pernut was secured. She
again disputed the Sikh's claim that a flagpole is required as part of their
religious ceremonies is necessary. Noting that the Sikh Temple in Calgary,
Alberta, does not have a flagpole, and she asked that the one in Renton be taken
down. She concluded that when the left-turn lane was established onto S. 515`Ct.
off of Talbot Road, extra asphalt poured in the street and in the turn lane created
a hazard.

Renton Holmes, a resident of King County, alleging personal injuries and unreasonable
search and seizure after being stopped by Renton police officers on 12/25/96

SE, A-99-001 120th Street on the north, SE 128th Street on the south, 155th Ave. SE on the

Don Erickson, Senior Planner, reported that Council held a public meeting on
this proposal in July, and the Planning Commission held the first of two required
public hearings on the proposed zoning on September lst. At that time,the
Commission concurred with staff that the site should be zoned Residential— Five
Dwelling Units Per Acre(R-5)upon annexation to the City. Mr. Erickson noted
that densities achieved under this zone are comparable to King County's R-4
zone, except that Renton's proposed zoning does not allow attached dwellings or
townhomes.
Continuing, Mr. Erickson said King County has certified the 60%petition as
sufficient. Staff estimates that the signatures on the petition represent more than
90%of the assessed value of the proposed annexation area.
Af�er reviewing the annexation proposal, sta,ff has deternuned that the City is the
logical provider of services to this area with the exception of water service.
Water would continue to be provided by Water District 90 under a franchise
agreement. Because the majority of this site drains into the May Creek Drainage
Basin, Renton intends to apply the 1998 King County Surface Water Design
Manual to any development on the property.
Mr. Erickson reported that at the Planning Commission's public hearing on this
subject,testimony was given expressing concern about the wetlands on this
property and the site's drainage. At Renton's request, King County subsequently
required the property owner to conduct a wetlands delineation. This survey

� identified three emergent wetlands on the site, one of which was determined to be
sufficiently significant to warrant replanting of its cleared vegetation. The
property owner has entered into a consent agreement with the County regarding
the replanting of this specific area.
Referring to the projected fiscal impact of the annexation, Mr. Erickson said
because the property is currently vacant except for one single-family dwelling
and an accessory building, staff estimates that the annexation will at first
generate annual revenues to Renton of$1305 while the cost of providing services
would be$1,180 (a difference of$125). At full development, however,the
annual surplus would increase to$11,171 per year, excluding one-time costs
such as the estimated$83,677 for parks acquisition and development that would
be needed in this area after annexation.
Mr. Erickson concluded that this proposal is generally consistent with Renton's
Comprehensive Plan and with the objectives of the Boundary Review Board.
Staff recommends that Council accept the 60%petition and direct staff to submit
the Notice of Intent to Annex package to the Boundary Review Board.
Responding to Councilman Schlitzer, Mr. Erickson said lot sizes in the nearby
White Fence Ranch development range from 5,000 to 6,000 square feet. In
comparison,the proposed lot sizes for the annexation area will average 5,000 to
6,500 square feet.
In response to Council President Parker, Mayor Tanner said Renton and King
County use the same surface water manual at the current time; however,because

Nancy Bainbridge Rogers, 701 Fifth Ave., Seattle, 98104, representing the
applicant, spoke in favor of the proposed annexation.
Conespondence was read from Les Robbins, 12611 - 155th Ave. SE, Renton,
98059, expressing concern that Renton's R-5 zoning would allow townhouses
and/or apartments to be built on this property. Mr. Robbins added that the
grading permit issued by King County for this area should be rescinded
immediately due to the presence of wetlands and the absence of an environmental
impact study.
Responding to Councilman Corman, Mr. Erickson confirmed that if this property
was not annexed, it could be developed with attached housing(flats or
townhomes)under County regulations. In contrast, Renton would allow only
detached or semi-attached residences.
Correspondence was also read from Claudia Donnelly, 10415 - 147th Ave. SE,
Renton, 98049, expressing concerns about how the surface water from this
property will be handled, considering that water runoff problems already exist in
this area and that the surface water drains both to May Creek and Maplewood
Creek. Ms. Donnelly also wondered what plans Renton has to accommodate the
increased traffic on NE 4th Street(SE 128th Street)which will result from the
Burnstead,Windwood and Windsong projects in addition to any development on
the Morrison property. She concluded by urging Renton to impose the full
school impact fee amount requested by the Issaquah School District for any new
homes built in this area.

Dear Mr. Erickson,
To follow-up our conversation of August 19, 1999 and in response to your ruling of non-
significance on the above subject land use action, I submit the foilowing concerns and
questions.
As a bit of background information,the Nonis family built their original home(15423 SE
116th Street, Renton) on the hilltop above Coalfield in the i920's. Atthat time my
husbands' father was a youn�man and told of catching salmon with his bare hands in the
ditch that ran beside SE 1 i 6 Street. This ditch flowed downhill into a small stream at
the base ofthe hiil and eventualiy into May Creek(E�ibit#t). In i964 King County
adopted their first Comprehensive Plan and the groundwork was laid for the protection of
May Creek. Conscientious citizens and pubiic officiais worked hand in hand to save this
vital resource. King County determined by their survey,published in January 1979, that
May Creek was the habitat for Chinook,Coho and Steelhead(Exhibit#2). The first 50
years of our family's involvement in the May Creek Community saw rampant change to
the area, with timber, mining and agricuiture being replaced with suburbia. As recentiy as
last fall, I had the real pleasure of wa#ching my tax dollars at work,as the county restored
that same unnamed feeder stream that runs just east of i62nd Ave SE, under SE i 16in
Street, approxiinately '�? mile downhitl from the subject annexation. It's a beautiful spot
to watch for the hatching of fingeriings and the hoped-for return of Salmon, in what the
State of Washington and the Federal Government have mandated a salmon-spawning
area. -
The above subject annexation lies ��ith in the drainage basin for May Creek (Exhibit#3)
and as a result should be scrutinized to a higher degree than other properties that may in
fact be of non-significance.
You will note in the accompanying I�ing County Survey (Exhibit#4), this parcel ��as
shown to be wooded land in 1979. It remained so unril i990, when the entire 40-acre
parcel was clear-cut. After#his clear-cutting and altering of the natwal topography, many
of the homes in White Fence Ranch experienced problems�vith flooding for the first time
since they�vere built in the i960's. Some of the homeo��mers liave had to incur extra

expense to upgrade their septic systems in order to handle the extra surface water from
the Morrison property that apparentiy was no longer able to contain nor absorb normai
rainfall. County Health Department records of their invesrigations and recornmendations
will bear this out. I believe, it is intended that the Cifiy of Renton will extend the sewer
lines out to accommodate the waste disposal from this development. While sotving one
of the problems, it still does not address the issue of storm water drainage. In looking at
the projected pians of the City of Renton, I could not see where extension of Storm
Sewers includes this property. Also, if my math is conect,with only 64% of the platted
lots deveioped, White Fence Ranch has an existing density of only 2 units per acre. If the
neighboring properties have been impacted by the removal of trees from the subject
property, than I ask you what will happen when these 40 acres are covered by asphalt and
roof tops?
The Wetlands Survey conducted by King County in 1990 (Exhibit#S), the KC Seismic
Hazard map of 1978 (E�ibit#6), and the KC Natural Development Limitations Map of
1978 (Exhibit#7)ali indicate the presence of wetiands on the subject property. If you
went out to inspect for these today, you would not find them. The reason? Within the
tast month,these have been filled in with the heavy machinery working from dawn until
dark and on weekends,the sound carrying a half-mile to our new home on SE 116`�
Street. Could it be that Mr. Morrison finds himself in a special situation—caught
between two municipal jurisdictions? If the wetlands disappear without the county
knowing about them, could it be extrapolated that the City of Renton would then(after
annexation, come out to inspect the property and�nding no sign of wetlands), fail to
apply City of Renton Code 4-3-110?
Wetlands are one of the most important natural resources we in the Puget Sound Area
have. They act as the primary fiiter for all of our ground water and absorb much of the
liquid sunshine we get each year. I have been keeping meteorological da.ta on our present
home (300 feet North of the subject projectj for the iast 5 years. The following is a
listing of annual rainfaii (albeit not scientific, yet usefui for my gardening purposes)

According to the King County Department of Surface Vt�ater Managemen#, '/4"of rainfall
on an average house rooftop equals 250 gailons of storm���ater runoff. At the cunent
density proposed by Nir. Morrison, 5 du per acre, I question if the soil can handle it. The
water table remains high in this area year round, as attested to by the wells iocated,
downhil�, on the properties along 162°`�Ave SE, south of SE 116`h Street.
In addition to all the above,there is, aiso, a smali seasonai stream that runs the property
line between the Baugh 20-acre parcel and us to our West. During most of the year, with

the exception of summer,this stream is approximately 2-3 feet wide and flows at a speed
of about 4-MPH. The proposed annexation also feeds this stream flowing from the west,
down a footpath through the woods on the North end of that property. At the end of our
driveway, at SE 120�'and 155�'Ave SE, it goes underground into the aquifer and
eventually into May Creek. Will mud, siit and other pollutants frorr►this property, also
flow into May Creek?
I have the above concerns,not because I want to stop the deveiopment of the Morrison
property, nor do I want to stop progress. I simply believe that miilions of our tax dollars
have been invested in the restoration of our environment that has been slowly eroded over
the last 70 years. I sincereiy beiieve and agree with the statement contained in the KC
handout entitled: "Purpose of SEPA".

As a 30 year resident of the White Fence Ranch adjacent to the Morrison property, I have a unique
knowledge of the land in the pro�cimity. The soil found in the vicinity is unable to allow ground recharge.
During the winter rainy season,the soil becomes supersaturated and water begins to migrate from the
Morrison properly off site to adjacent property,like White Fence Ranch, and it ends up in May Creek. May
Creek is a salmon spawning habitat.
When sewers aze installed,people think everything is handled. Sewers do nathing to contain the
surface water runoff created by impervious surfaces such as roads,roofs,driveways,etc. The azea doesn't
have storm sewers so the detention pond system is normally used. With this soil makeup,a pond system will
be overwhelmed and will be unable to contain runoff in the heavy rains we experience every winter.
A Determination of Non-significance is inadequate to evaluate this parcel. Several areas on the
Morrison property contain cottonwood,soft rush,willows, and Douglas spirea. This vegetation along with
the accompanying hydric soil,water held in the soil,and a high water table are positive indication of
wetlands. Due to the composition of the soil in the area with its high concentration of clay,all storm waters
will run off. In 1990,when the Morrison forty acre pazcel was cleared of all trees and vegetation,flooding
was experienced in White Fence Ranch and properties adjacent.
Any development must be done after a thorough study of handling this runoff in order to contain it on
the Morrison property. Therefore,it is not appropriate to submit a Determination of Non-significance
because when the building permit is applied for,there will be no opportunity for a comment period.
The zoning density on the Morrison property must be in accordance to the ability of the land to
contain runoff so as not to impact the adjacent properties,the May Creek drainage basin and the flow into
Maplewood Creek. It must also be kept in consideration that the northern boundary of the Momson property
lies on the Urban Growth Line; zoned at 1 dwelling unit to 5 acres. The transition between rural and urban
should be maintained at an appropriate density.

As an 11 year resident of the White Fence Ranch adjacent to the Morrison property, I have first hand
knowledge of the land in the proximity. The soil found in the vicinity is unable to allow ground recharge. During

PROJECT NARRATIVE
The subject proposal is the 60% annexation for a 40.56 acre site and the zoning of approximately
39.21 acres of it from R-4—Residential, four du/ac in King County to Residential—5 du/ac in Renton.
The subject annexation is referenced as the Morrison Annexation and was submitted on Apri122, 1999 '
by Jack Morrison. At the 10%Notice of Intent to Commence Annexation Proceedings public meeting
the City added 135 acres of SE 128�' Street right-of-way to the annexation area bringing it up to a
total of 40.56 acres. On July 26"', 1999 the City Council held a public meeting on the proposed
annexation and decided to authorize circulation of the 60% Petition to Annex. It also authorized staff
to refer the first public hearing on the rezoning of the site to the Renton Planning Commission.
The site is bounded by the western boundary of White Fence Ranch subdivision on its east, SE 120`}`
Street on the north, the southern edge of SE 128�' on the south, and the existing City of Renton
boundary on the west. The residential portion of the site contains one single-family dwelling and has
previously been cleared and used for animal grazing. Although no hazardous conditions are lrnown to
exist on the largely vacant site, such as slide prone areas, steep slopes, or areas subject to seismic
disturbance, there is a 2-3 acre wetland that has been identified by King County near the middle of the
site.
The subject site is located in Renton's Potential Annexation Area and is designated on Renton's
Comprehensive Plan Land Use Map as "Residential Rural". This land use designation allows a range
of residential zones ranging from a low of one dwelling unit per 10 acres to a high of 5 du/net acre.
City staff are recommending rezoning the subject private portion of the annexation area to Residential
— 5 dulac (net) which is approximately equivalent to King County's current R-4, 4.0 du/ac (gross)
zoning.

The undersigned are owners of not less than sixty percent (60%) in value according to the
assessed valuation for general taxation, or real property located contiguous to the City of Renton.
We hereby petition that such property be annexed to the City of Renton under the provisions of
RCW 35A.14.120 et seq.
The territory proposed to be annexed is within King County, Washington, and is contiguous to
the City of Renton. A map (Exhibit 1) and legal description(Exhibit 2) are included as part of
this petition.
In response to a duly filed and considered "Notice of Intention" to commence annexation
proceedings, the City Council of the City of Renton met with the initiating parties under RCW
35A.14.120 on July 26, 1999. The City Council then determined that the City would accept the
proposed annexation. Further, pursuant to RCW 35A.14.120, the undersigned petitioners agree
to:
(1) Submit the 10%Notice of Intent Petition as an intent to annex;
(2) Accept the City's simultaneous adoption of zoning regulations for the
subject property;
(3) Accept the City's Comprehensive Plan designations as they affect the
subject property; and
(4) Assume their proportional share of the pre-existing City bonded
indebtedness.

such meeting.
�VHEREFORE, the undersigned property owners petition the City Council and ask:
(a) That the City Council fix a date for a public hearing about such
proposed annexation, cause a notice to be published and posted,
specifying the time and place of such hearing, and inviting all
persons �vho are interested to appear at the hearing and state their
approval or disapproval of such annexation or to ask questions; and
(b) That following such hearing, and consistent with any approval by the
Boundary Revie�v Board, the City Council by ordinance annex the
above described temtory to become part of the City of Renton,

proposed Residential—5 du/ac zoning classification is consistent with the City's Comp Plan
Residential Rural land use designation on the site and because it is net density,it is
comparable to the County's R-4 zoning which is based upon gross density.

The proposed zoning classification for the subject site is consistent with the City's Comprehensive
Plan land use designation of Residential Rural. The density and type of development envisioned
under this zoning is similar to what is proposed on the Centex site to the immediate west and the
existing White Fence Ranch Subdivision immediately to the east.
Proposed measures to avoid or reduce shoreline and land use impacts are:
The existing land use designation and proposed zoning are lower density and are intended to fit in •
with the surrounding area which is within the County's Urban Growth Boundary and is required to
have a minimum net density of 4 du/ac.
6. How would the proposal be likely to increase demands on transportation or public services and
utilities?
As a non-project action the subject proposal will not itself directly increase traffic or demand for
public services in the area. However, even subsequent development under t�e proposed zoning
classification should not increase demands on transportation and public services over what it would
be if it occurred under the current County zoning on the site. Although Renton's proposed zoning
designation appears higher at 5 du/ac it is based upon net density whereas the County existing R-4
zoning is based upon gross density. Since net is generally about 80% of gross the number of units
allowed under either zone is approgimately the same.

As a part of Renton's Potential Annexation Area urban services are anticipated to be operation to
meet the demands of new development when it occurs. Subsequent development will receive water
service from Water District No.90 and sewer service,fire and police from the City of Renton once
this area is brought into the City.

standards. This would include curb,gutters, sidewalks and street lighting.
2. The cost of developing the proposed area to City Standards would be at the expense of the new

3. City Transportation Elements encourages eliminating cul-de-sac's and eartending the roadways

PROJECT NARRATIVE
- FOR
MORRISON ANNEXATION
The City of Renton received a Notice of Intention to Commence Annexation Proceedings on Apri122,
1999 from Jack Morrison for a 43.21 acre site located between the existing City of Renton boundary
on the west,the western boundary of White Fence Ranch on the east, SE 120th Street on the north and
SE 128th Street on the south. The subject site is relatively flat and mostly vacant. Having been
previously cleared a portion of it is used for animal grazing while the northern portion of it is covered
by shrubs and secondary growth. No hazardous conditions are lrnown to exist on the largely vacant
site such as slide prone areas, steep slopes, or areas subject to seismic disturbance. However, a 2-3
acre wetland has been identified by King County near the middle of the site straddling a portion of
this property and the Centrix site to the west.
Property owners of the Wl}ite Fence Ranch Subdivision to the east were asked in late April if they
. wanted to be included in this annexation but there was not the required 60% of assessed value
response in favor so such an extension was dropped. After reviewing the proposed boundaries it was
decided by staff that the right-of-way of SE 128th Street, south of the Morrison tract, should be
included as it has been to the west. This brings the annexation area up to 43.69 acres.
T'he subject site is located in Renton's Potential Annexation Area and is designated on Renton's
Comprehensive Plan Land Use Map as having a Residential Rural land use designation. The subject
site, excluding the SE 128th Street public right-of-way, is zoned in King County as Urban Residential
- 1 du/ac per gross acre. If annexed into the City of Renton it would likely be rezoned Residential - 5
du/ac (net). At this density the subject site could theoretically support 172 to 173 new dwelling units.
However, because of wetlands on the site the actual number of new units that could be built would
likely be less than this amount.
If the Renton City Council, after holding a public hearing on the annexation decides to accept the
10% Notice of Intent to annex it can then authorize circulation of the 60% Petition to Annex. If the
60% Petition to Annex is successful and the Council decides after a public hearing on it to accept it
the City would likely then submit an environmental checklist on the zoning before submitting a
Notice of Intention to Annex to the Boundary Review Board. Before any new zoning could be
adopted the Council would have to approve it after holding a public hearing.

The undersigned are the owners of not less than ten percent (10%) in value, according to the
assessed valuation for general taxation, of properry which they desire to annex to the City of
Renton.
We hereby advise the City Council of the City of Renton that it is our desire to commence
annexation proceedings under the provisions of RCW 35A.14.120 of all or any part of the area
described below.
The territory proposed to be annexed is within King County, Washington, and is contiguous to
the City of Renton. A map (Exhibit 1) and legal description (Exhibit 2) are included as part of
this petition.
The City Council is requested to set a date not later than sixty days after the filing of this request
for a public meeting with the undersigned.
1. At such meeting, the City Council will decide whether the City will accept, reject or
geographically modify the proposed annexation;
2. The City Council will decide whether to require simultaneous adoption of zoning
regulations; zoning to be deternuned after two public hearings and guided by the
Ciry's Comprehensive Land'u'se Plan; and,
3. The City Council will decide whether to require the assumption of existing city
indebtedness by the area to be annexed.
