AMENDMENT NO. 2 TO AGREEMENT FOR 116TH AVE SE
SIDEWALK PROJECT CAG-23-387
THIS AMENDMENT, dated for reference purposes only as September 19, 2024, is by and
between the City of Renton (the “City”), a Washington municipal corporation, and Shea Carr and
Jewell, Inc (dba SCJ Alliance) (“Consultant”), a Washington Corporation. The City and the
Consultant are referred to collectively in this Amendment as the “Parties.” Once fully executed
by the Parties, this Amendment is effective as of the last date signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-23-387, dated
November 9, 2023, to provide necessary services for the 116 th Ave SE Sidewalk Project (referred
to herein as the “Agreement”);
Whereas, the Parties wish to amend the Agreement to change the scope of work, and change the
compensation in order to complete storm water drainage report, updated construction cost
estimate, and collect additional survey.
NOW THEREFORE, It is mutually agreed upon that CAG-23-387 is amended as follows:
1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit
A-2, which is attached and incorporated herein.
2. Compensation: Section 4, Compensation, is amended so that the maximum amount of
compensation payable to Consultant is increased by $49,762.45 from $191,365.90 to
$241,128.35, including any applicable state and local sales taxes. The additional
compensation shall be paid based upon Work actually performed according to the rate(s)
or amounts specified in Exhibit A-2, which is attached and incorporated herein.
3. All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.

Scope of Work
116th Avenue SE Sidewalk Project

Overview
Following the 60% design submittal, it was determined through coordination with the City that the existing
waterline in conflict with proposed stormwater along the western side of the road would not be able to be
relocated to accommodate the new stormwater system. Amendment #1 included a full draft Drainage Report
and an updated construction cost estimate for the change in stormwater system layout.
This amendment (Amendment #2) covers the added design efforts through bid documents associated with the
following design changes:
Installation of the proposed stormwater system under the southbound lane of 116th Avenue SE from SE
160th Street to SE 162nd Street. The stormwater system will be installed in the southbound lane to avoid
conflict with existing watermain.
An overlay of the southbound lane that includes storm line install restoration and regrading of the entire
lane to promote water flow to the western gutter/storm system.
Relocation of the existing midblock crosswalk on 116th Avenue SE, north of SE 160th Street (gravel road)
to a new location located south of SE 160th Street (gravel road). This will include new curb ramps on
both sides of 116th Avenue SE and the installation of an RRFB system.
Spare conduit and junction box system will be added under the proposed sidewalk along the western
side of the road.

Assumptions
The following assumptions were made to establish a scope and budget for this project. Changes to these
assumptions may require an amendment to this scope of work.
This Amendment will extend the level of effort associated with the following phases for an additional
seven (7) months, through May 2025.
All assumptions and work in the original project contract and Amendment #1 still apply, unless otherwise
noted in the amendment.
The City applied for construction funding through the Transportation Improvement Board in August
2024. Should the City be awarded that grand funding, any work needed as part of that grant
requirements is not included in this amendment and may require an additional amendment.
Any coordination with the Family First Center and any potential work associated with their private
stormwater facility is not included in this scope of work.
Phase 1 Management/Coordination/Administration (Modified)
The level of effort included in the fee estimate covers the additional effort to manage the project due to project
duration and scope change.
Phase 2 Survey and Right-of-Way Base Mapping
No changes.
Phase 3 Conceptual Design
No changes.
Phase 4 Utility Coordination
No changes.

the design changes mentioned in the introduction.
