Upon query by the Commission, the Assistant Planning Director
advised that the requirements contingent to the first extension
request have been complied with.
Mr. Robert Boyd, Assistant Regional Manager, Real Estate, for
Burlington Northern, stated that strikes and other circumstances
at Sea-Tac caused construction to be delayed, but assured the
Planning Commission that the entire operation will be terminated
by September 30, = 1971, and the site restored to its original
condition.
Following further Commission discussion, it was MOVED BY MOLA,
SECONDED BY HUMBLE, THAT THE HEARING BE CLOSED. MOTION CARRIED.
ACTION:
MOVED BY MOLA , SECONDED BY STERLING, THAT THE PLANNING COMMIS-
SION APPROVE AN EXTENSION OF THE BURLINGTON NORTHERN SPECIAL

The Chairman described the application. The Assistant Planning
Director pointed out location of the proposed trailer. The
site is located outside the platted area of the Earlington
Industrial Park but within the M-P zone.
Mr. Robert Boyd, Assistant Regional Manager, Real Estate, for
Burlington Northern, stated that due to the temporary nature
of the proposed use, the applicant does not wish to install
permanent improvements in the form of landscaping and off-site
improvements, etc. The site is destined for future manufactur-
ing park use at such time as the demand for such facilities
develops. Burlington Northern proposes to grass the area and
oil the parking lot at the site of the trailer. The applicant
has no intention of allowing a continued or long term use of
this area for the stated temporary purpose as it has been
filled and graded for industrial use and will eventually be
converted to such use.
The primary reason the mobile home concept was chosen, Mr. Boyd
stated, was to enable its ready removal from the area proposed
to another location depending on the future operations of the
golf course. Mr. Boyd noted that construction of an addition
to the Metro sewage treatment plant will involve the demolition
of the existing golf course club. house. The anticipated
extension of a drainage ditch extending southerly and easterly
from the Black River Dam now under construction will cause the
excavation of. approximately 280, 000 cubic yards of material in
the Earlington area. Approximately 110, 000 yards of this
material will be placed upon the disposal plant property and
the balance distributed upon the golf course property. Fol-
lowing completion of the excavation, enough time will have to
be allowed for the material to dry out and adopt a position
of repose. When this stage is completed, it is believed enough
acreage will remain for a nine-hole operation of the golf
course. At this time the mobile home will be removed from
the manufacturing park zone. By 1973 it is anticipated the
future of the golf course operation will be determined.

Access to the temporary location of the clubhouse will be
over the undedicated portion of a westerly extension of SW 7th
St. extending from the west line of the presently platted
Earlington Industrial Park approximately 300 feet. The ex-
tension of the access road and the parking lot will be graveled
and oiled. Those areas in the vicinity of the temporary club
house not required for driveway and parking purposes will be
planted in grass. The location of the temporary club house as
proposed was dictated primarily by the availability of sanitary
sewers and high-pressure water mains at the most westerly point
in the Earlington industrial area owned by Burlington Northern.
Commission discussion ensued during which some concern was
expressed regarding approval of a special use permit for as
long as two years although there was general agreement that
the requested use was reasonable. Lyman Houk of the Engineer-
ing Department stated he anticipated no problems with regard
to utilities in this area. Whatever facility is located at
the site will be required to tie into sewers and water mains.
Following the discussion, it was MOVED BY STERLING, SECONDED BY
MOLAR THAT THE HEARING BE CLOSED. MOTION CARRIED.
ACTION :
MOVED BY STERLING, SECONDED BY MOLA, THAT THE PLANNING COMMIS-
SION GRANT APPROVAL OF THE SITE PLAN AND SPECIAL USE PERMIT
FOR A TEMPORARY MOBILE HOME STRUCTURE AS NOTED IN THE APPLICA-
TION OF BURLINGTON NORTHERN FOR A PERIOD OF ONE YEAR, RENEWABLE
FOR A SECOND YEAR WITH APPROVAL OF THE PLANNING COMMISSION.
MOTION CARRIED.
4. ADMINISTRATIVE
a) COMMITTEE REPORTS
to ENVIRONMENTAL. AWARDS--Committee Chairman Teegarden
stated that design of the certificate has not as yet
been finalized. Commission members had previously been
furnished a. tentative draft of the proposed certificate.
Some discussion ensued concerning the design. Teegarden
stated he believed a finalized, approved version of the
design award should be achieved before submittal to the
Mayor. Work will continue on this item, and -Commission
input was requested. No committee meetings were
scheduled for August.
20 HOUSEBOATS--Committee :report from James Denzer, Chair-
man of the Houseboat Committee was read. The report
stated that it is the recommendation of the Houseboat
Committee that the Planning Commission concur with the
attached "Houseboat Report" prepared by the Planning
Department on February 1, . 1971. It is felt that house-
boats should continue to be prohibited for the reasons
outlined in the report.
The committee also investigated the possibility of pro-
hibiting all residential uses in and over bodies of water
and concluded that such a restriction would be in the
public interest for esthetic reasons . The possibility
of large apartment complexes projecting over Lake Wash-
ington, on piers was considered to be detrimental to the
beauty of the shore and the image of Renton. The report
further recommended that the zoning ordinance be amended
to include such restriction.

The committee will meet on Wednesday, July 21, in the
third floor conference room of the Renton Municipal
Building at 7 : 30 p.m. for a report from the staff.
The Chairman announced the meeting would return to the normal order
of business on the agenda.
3 . NEW PUBLIC HEARING ITEMS FOR PLANNING COMMISSION CONSIDERATION
AT MEETING OF JULY 28 , 1971 :
The Planning Director reviewed the following new public hearing
items:
REZONE APPLICATIONS
a) CUGINI, TINO, Appl . No. R-676-71; rezone from G to B-1;
property located on SE corner of intersection of NE 4th St.
and Index Pl. NE, extended southerly
As the Comprehensive Land Use Plan has been amended from high
density multi-family to commercial for this area, subject re-
zone application is in agreement with the Plan. Restrictive
covenants for setbacks, landscaping and screening have been
executed by the property owner covering subject property as
well as his adjoining property to the west presently zoned
B-l.
Scholes asked if the covenants made any reference to light and
noise control. The Planning Director replied that the coven-
ants pertained only to setbacks, landscaping and screening.
The Planning Director was requested to furnish a copy of the
executed restrictive covenants to each Commission member.
b) KAMPE CONSTRUCTION CO. , Appl. No. R-678-71; rezone from
GS-1 to R-1; property located on NE 10th Ct. between Pierce
and Redmond Aves. NE
The Planning Director noted that subject property is that area
which was discovered to be landlocked at the time adjacent
property to the north owned by St. Andrew Presbyterian Church
was being considered for rezone to R-l . Through Commission
efforts, the question of access to subject property was
resolved. The present request is for the same zoning granted
the property to the north. The applicant proposes to develop
two single family lots of approximately 7 ,500 square feet in
area each. This request is in agreement with the Comprehensive
Land Use Plan.

The Planning Director stated that the request to place a mobile
home structure on M-P zoned property as noted above came about
11 due to the fact that Metro is acquiring for expansion purposes
the property to the north of its present complex, including
the Earlington Golf Course clubhouse. Therefore, it is neces-
sary that the clubhouse be relocated on a temporary basis, with
proposed development to include placement of trailer, gravel
parking areas and limited landscaping.

Burlington Northern has indicated that they do not desire to
put in permanent improvements as required by ordinance, but
would install grass in some areas not yet defined. The staff
has requested submission of a landscaping plan. It was deter-
mined that connection to sewer line would be accomplished.
In response to query by Scholes as to compliance with M-P
district standards, the Planning Director replied that the
structure would comply with the setback requirement and that
adequate parking would be provided. The applicant does not
propose to landscape or pave the parking areas or conform to
some of the other requirements of the M-P zone.
The Planning Director read the correspondence from and to the
applicant. Chairman Sterling requested that the staff furnish
copies of all correspondence relative to subject application to
each Commission member.
4 . ADMINISTRATIVE
a) LETTER FROM BURLINGTON NORTHERN WITH REFERENCE TO SPECIAL
USE PERMIT (SU-664-70) GRANTED FOR TEMPORARY STEEL STORAGE IN
EARLINGTON INDUSTRIAL PARK, which permit expired July 1, 1971.
Request is made for permit extension to September 30, 1971
The Planning Director reviewed the history of the special use
permit granted to Burlington Northern for temporary steel stor-
age in Earlington Industrial Park, on Lind Avenue SW between
SW 7th and 10th Streets. The temporary special use permit was
originally approved by the Planning Commission on March 11, 1970
for a six-month period. An extension of the use was granted by
the Planning Commission on November 25 , 1970 to July 1, 1971.
On June 10, 1971, the Planning Department wrote to Burlington
Northern advising that the expiration date of the permit was
approaching and requesting that the department be advised of
the status of the project. Burlington Northern submitted a
letter dated June 29, 1971 advising that all steel for the air-
port project has been received and no additional steel is to be
delivered. It is expected that all construction on this pro-
ject at Sea-Tac Airport will be completed by September 30, 1971
and requested that the special use permit be extended to that
date.
The Chairman requested that each Commission member be furnished
a copy of all correspondence relating to this item.
After discussion, it was decided to dispense with .a formal field
trip; Commissioners to view sites of current business individu-
ally. The staff will supply each Commissioner with copies of
correspondence, maps, and all pertinent data in each case.
c) COMPREHENSIVE LAND USE PLAN CHANGE REQUEST:
General Securities, Inc. , request for change from high density
multi-family to commercial; property located on the northwest
corner of Benson Road and Puget Drive S.
The Planning Director described the request as noted above and
reviewed surrounding uses. The Chairman, recalling Commission
policy of annual review of requested changes to the Comprehen-
sive Land Use Plan, stated this item will be placed on the
Planning Commission agenda at the proper time.

Dear Mr. Hansen:
Please refer to your letter of July 6 concerning application of
Burlington Northern for the placing of a mobile home structure upon
a portion of the property lying west of Earlington Industrial Park,
which property at the moment is zoned for Manufacturing Park.
The purpose of placing a mobile home structure is to provide shelter
for the pro shop and restaurant of the Earlington Golf Course. The
reason a mobile home structure was chosen was to enable its ready and
easy relocation elsewhere in the area zoned "General" which is presently
being used for golf course purposes. The selection of the site which
happens to be zoned for Manufacturing Park was chosen in order to
provide the least interruption to the continuity of play and operation
of the golf course during a transition period commencing with the
construction of an addition to the Earlington sewage disposal plant-
which will involve the demolition of the existing club house and
removal of approximately 33 acres from golf course operation. It is
believed the construction of the Earlington sewage disposal plant
will commence as quickly as the current strike is over.
Following this operation in 1972 is the anticipated extension of a /,.
drainage ditch extending southerly and easterly from the Black River"-`I
Dam now under construction which will cause the excavation in the
Earlington area of. some 280,000 cubic yards of material. Of the amount
so excavated, approximately 110,000 yards will be placed upon the
Earlington disposal plant property, and the balance distributed upon
the golf course property, generally within an area lying within 300
feet of the edge of the proposed ditch right of way. In this manner
an additional 35 or 40 acres of golf course area will be. disturbed
during 1972.

Following the completion of the drainage ditch excavation, a period
will have to elapse allowing the material to dry out and adopt a posi-
tion of repose. When this is completed it is believed there will
remain enough acreage for a nine-hole operation of the golf course
to be continued.
At that time the mobile home would be removed from the Manufacturing
Park area and relocated on the area zoned for General purposes.
By 1973 it is believed the future of the golf course operation will
become fairly well defined. The access road to the temporary location
of the club house will be over the undedicated portion of a westerly
extension of S.W. 7th Street extending from the west line of Earlington
Industrial Park approximately 300 feet. This is a paved road equipped
with curbs, gutters and sidewalks.
The extension of the access road and the parking lot will be graveled
and oiled. Those areas in the vicinity of the club house not required
for driveway and parking lot purposes will be planted in grass so as
to present a pleasing appearance for the public who will be expected
to play upon the golf course.
It is not believed that a westerly extension of S.W. 7th Street will
occur prior to 1973, and it seems unlikely that the area now designated
for golf course club house purposes and parking lot will be required
for industrial purposes prior to 1973.
The location of the club house at this particular point was dictate'„
primarily by the availability of sanitary sewers and high-pressure
Water mains.at the most westerly point in the entire Earlington industrial
area owned by Burlington Northern.
It is believed the conditional use permit should run through 1973, but
the operator of the golf course has been given to understand that if
the property in question is required earlier then the Burlington Northern
has the right to require a removal of the structure to such other point
as may be desirable .

It should be clearly understood by all concerned that the company has
no intention of allowing this property, which is zoned for Manufacturing
Park and which has been graded and filled for that purpose, to be used
any longer than is absolutely necessary.

I called Mr. Robert Boyd of Burlington Northern this morning to
discuss the requirements of the MP zone (curbs, gutters, sidewalks ,
paving and landscaping) for their pending special use permit appli-
cation, and to request plans of the proposed facility.
Mr. Boyd said that there would be no curbs, gutters, sidewalks,
paving or landscaping; that Burlington Northern is applying for
permission to locate the trailer temporarily without paving, land-
scaping, etc.
I explained that curbs, gutters, sidewalks , paved parking areas and
landscaping are all required in the MP zone, and if they were not
intending to comply with these requirements to please submit a
letter to us explaining their reasons for noncompliance and also
have a representative at the public hearing meeting of July 28 to
explain the same to the Planning Commission. Mr. Boyd said he
would submit a letter with the new plans and would be. at the
meeting on July 28 .

The Planning Collunission may approve the granting of temporary

and we all agree that the Planning Commission has the authority

Submitted herewith is application for Conditional:..Use Permit for
the location of a mobile home structure to be used for golf course
and pro shop restaurant to be located upon a portion of unplatted
property of Burlington Northern Inc. 60 feet south of a westerly
extension of_ the south line of S.W. 7th Street, and about 350 feet
west of the west line of Earlington Industrial Park No. 2.
The reason for this request for conditional use of such a structure
in a manufacturing park area arises from the transitional use of
the golf course property and the uncertainties as to the future of
the Earlington Golf Course as a business entity.
A large portion of the existing golf course and the present club
house are being taken by the Metro sewage disposal plant expansion,
and in 1972 it is expected a very large area will be taken for con-
struction of the drainage ditch being developed by the Soils Conserva-
tion people in connection with the King County Flood Control Office.
Its location on this particular parcel arises from the necessity of
providing adequate parking and at the same time being in proximity
to an existing sanitary sewer located on the north line of S.W. 7th
Street at an extension of Powell Avenue.
It is believed that within two years time the future of the golf course
property will become better known than it is at the present time with
no other practical use in sight for the golf course area.
