Magstadt, Assistant Planning Director; Lyman Houk, Engineering Depart- ment; Harriet Hilder, Recording Secretary The Public Hearing Meeting of the Renton Planning Commission was called to order by Chairman Garrison at 8:00 P.M. 1. ROLL CALL was taken by Secretary Denzer. All members responded present except Brower and Sterling, both of whom had previously requested permission to be absent. ACTION: Moved by Stredicke, seconded by Racanello, that the absent members be excused. Motion carried unanimously. 2. APPROVAL OF MINUTES. BUSINESS CONTINUED FROM MEETING OF AUGUST 23, 1967 REZONE APPLICATIONS sa (a) WALKER, WILLIAM L., APPL. NO. R-416-67, REZONE FROM G-7200 TO R-3; property located on, 132nd Ave. S.E. between Sunset Blvd. and S.E. 106th St. The Chairman described the rezone application. Slides of the property were shown, and the Planning Director pointed out its location on the zoning map. He stated this was an amended ap- plication of an application previously presented by Mr. Walker and including four more property owners adjacent to the Walker property. Although the property is not presently served by sewers, there would be no problem in extending the sewer line now serving the Standard Service Station just south of the property, on 132nd Ave. S.E. and Sunset. It was also determined that business zoning does exist in the general vicinity of the property that could serve a multi-family residential development. Property to thé west is zoned R-3 and property to the south is zoned B-l. Mr. Houk of the Engineering Department confirmed the fact that Sanitary sewers could be extended to serve the proposed multi- family residential development and that there would be adequate water service available. Mr. William Walker, the applicant, 10831 - 132nd Ave. S.E., spoke on behalf of the rezone application, pointing out the logic of his rezone request in relation to the zoning and uses of surrounding prop- erties which are multi-residential and commercial. As there were no further comments, it was moved by Stredicke, seconded by Denzer, that the hearing be closed. Motion carried unanimously. ACTION: Moved by Stredicke, seconded by Denzer, that the amended applica- tion of William L. Walker for rezoning to R-3 be granted as it agrees with the Comprehensive Plan and forwarded to the City Council for approval. Motion carried unanimously. fears ee (b) ROGSTAD, TOM, APPL. NO. R-419-67, REZONE FROM GS-1 TO R-4; property located on Benson Road between Hwy 405 and S. llth St. The Chairman described the rezone application. Slides of the property were shown. The Planning Director stated that this application had been continued from the August 23, 1967 meeting in order to give the applicant time.to work out better access and to contact other property owners in the area to join in the rezone request in order to bring the property in as a complete unit rather than one or two lots at a time on a piecemeal basis. He stated further that while the applicant and his architect had been in to the office to discuss the matter with him since the August meeting, no further information had been submitted by the appli- cant, so he could not report at this time on the progress of the application. The Chairman invited comments from the audience. Mr. Tom Rogstad, 8617 - 20th Avenue N.E., Seattle, the applicant, stated he had been able to contact all the property owners in the area with the exception of three, and that those contacted had indicated favorable interest in joining the rezone request. Mr. Rogstad stated further that he had been in touch with Trans- america Development Company, owner of adjacent property to the rear with reference to possible development of an access road. Transamerica informed him it would be several years before such a road was developed; therefore access to the Rogstad property would be limited at this time to Benson Road. Teegarden moved the matter be continued for another month to allow the applicant time to contact the other three property owners in the area and to meet with the Traffic Engineer regarding access. Chairman Garrison asked Mr. Rogstad if he wanted a continuance. After some discussion among Commission members, Mr. Rogstad, and his architect, Mr. Bolotin, Mr. Rogstad asked for a continuance of his application as suggested by Teegarden. Mr. Leroy Dravland, 15028 Benson Road (just south of the appli- cant's property) asked what effect this rezone would have on taxes in the area. The Chairman replied that in his opinion. there would be no immediate effect, but that in a year or two if multiple zoning were granted, an. increase in property taxes could be expected. Stredicke asked if sewers were available in the area. Mr. Houk replied that the area was not sewered at the present time, but that the sewer line was reasonably close and while a pumping station might be required, hookup to Metro could be accomplished when necessary. Discussion followed among Commission members concerning uses sur- rounding the subject property and the fact that they felt adjacent property owners should, if possible, join in the rezone request to bring property in as a complete unit rather than one or two lots at a time on a piecemeal basis. The applicant, Mr. Walker, stated he felt certain that adjacent property owners would be agreeable to joining with him in pre- senting a unit rezone request. The Chairman stated that Mr. Walker could present an amended ap- plication including other adjacent property owners under one filing fee, but that it should be understood by the applicant that this did not imply the Commission would grant the rezone, just that it would be favorably inclined to receive such an amended application. He stated further that the merger of the Pacific Coast RR Company and the Northern Pacific Rail- way Company was still in the courts, but anticipated some action on the merger, barring further suits by other railroads, in the next 60 to 90 days, This merger would make right-of-way negotiations much easier as only one railroad would be involved in the discussions rather than two as now.
