Ilith St. (continued from meetings of August 23, September 27 and Octo- ber 25, 1967) The Chairman described the rezone application. The Planning Director pointed out the location of the property on the zoning map and stated that the applicant earlier had submitted a rezone application for one parcel of land and was encouraged by the Planning Commission to get together with adjacent property owners to apply for rezone of the entire area. The applicant is now presenting a revised application covering the whole area now zoned GS-1 with the exception of two parcels of land owned by the State of Washington. Slides of the property w@re shown. The Chairman stated that a letter had been sent to the State High- way Department from the Planning Department requesting their com- ments regarding the proposed rezone, but no answer had yet been received. The Chairman reminded the Commission of the letter on this proposed rezone received from the Traffic Engineer which had been presented at a previous hearing. Stredicke stated he felt the property in question was ideal for high density apartment use; the applicant has gone out, on re- quest of the Commission, and gotten the rest of the property owners in the area to join him in the rezone request; and that he felt the access problem could be resolved satisfactorily. Moved by Denzer, seconded by Racanello, that the hearing be closed. Motion carried unanimously. ACTION: Moved by Stredicke, seconded by Denzer, that the Planning Commis- sion approve the rezone application of Tom Rogstad for R-4 zoning as it agrees with the Comprehensive Plan and forward to the City Council for action. As previously noted, the Comprehensive Plan indicates this area as either potential L-1 or M-P. The existing ownerships in the vicinity of this property, however, are for the most part somewhat small and will present some problems for development to M-P standards. The L-l zone, on the other hand, does not require setbacks or screening and such zoning would not be fully in accord with the proposed development as presently being undertaken by the Austin Company and Seattle Lumber. Three possible alternatives are suggested: (1) rezone the area to L-l incorporating restrictive covenants to attain desired butilding setbacks, landscaping, etc; (2) rezone to M-P with a recommenda- tion to the Board of Adjustment that a variance be granted with reference to the proposed construction of a building to the rear property line of the existing residence; (3) initiate immediate study of the area in question with the possibility that a dif- ferent type of industrial zone be developed, possibly L-2, which would incorporate some of the desired standards of the M-P district but not be as restrictive as the M-P zone. It is further suggested that the entrance to this development be located as far south as practical in order that any widening required to accommodate an addition- al turning lane not extend onto the structure overcrossing SR 405 and also to pro- vide maximum stopping sight distance. We will be pleased to review the detailed plan for access and offer further sug- gestions when such is available. Tract "A" would connect the Dodge prop- erty to S.E. 106th Street, and Tract "B" would allow access to the Dodge garage. Forgaard asked if the owner of this property, Mr. Dodge, was in the audience. Mr. Albert Levinski, attorney for Mr. Dodge, spoke in opposition to the proposed plat. He stated he had a vested interest in the property and was authorized to speak for Mr. Dodge. Mr. Levinski stated further that the Dodge property is large enough for two building sites; but the way the plat is laid out, the southern portion of the property would be inaccessible and this would deprive Mr. Dodge of the full and reasonable use of his property. The Planning Director stated that due to the size of the existing Dodge residence, the required 7200 square feet of lot size would not be available in the southern portion of the Dodge property and this portion could not be built upon without a vari- ance from the minimum lot size and access requirements. It was further determined that Mr. Dodge had originally owned the entire property upon which the proposed plat is located and had sold off all except that portion shown as excluded from the plat. The Planning Director stated that this application had been continued from the August 23, 1967 meeting in order to give the applicant time. to work out better access and to contact other property owners in the area to join in the rezone request in order to bring the property in as a complete unit rather than one or two lots at a time on a piecemeal basis. He stated further that while the applicant and his architect had been in to the office to discuss the matter with him since the August meeting, no further information had been submitted by the appli- cant, so he could not report at this time on the progress of the application. The Chairman invited comments from the audience. Mr. Tom Rogstad, 8617 - 20th Avenue N.E., Seattle, the applicant, stated he had been able to contact all the property owners in the area with the exception of three, and that those contacted had indicated favorable interest in joining the rezone request. Mr. Rogstad stated further that he had been in touch with Trans- america Development Company, owner of adjacent property to the rear with reference to possible development of an access road. Transamerica informed him it would be several years before such a road was developed; therefore access to the Rogstad property would be limited at this time to Benson Road. Teegarden moved the matter be continued for another month to allow the applicant time to contact the other three property owners in the area and to meet with the Traffic Engineer regarding access. Chairman Garrison asked Mr. Rogstad if he wanted a continuance. After some discussion among Commission members, Mr. Rogstad, and his architect, Mr. Bolotin, Mr. Rogstad asked for a continuance of his application as suggested by Teegarden. Mr. Leroy Dravland, 15028 Benson Road (just south of the appli- cant's property) asked what effect this rezone would have on taxes in the area. The Chairman replied that in his opinion there would be no immediate effect, but that in a year or two if multiple zoning were granted, an increase in property taxes could be expected. Mr. Houk replied that the area was not sewered at the present time, but that the sewer line was reasonably close and while a pumping station might be required, hookup to Metro could be accomplished when necessary. Motion carried unanimously. NEW BUSINESS PRELIMINARY PLAT APPLICATIONS (a) PLAT OF GLENCOE (revised preliminary plat of Honeydew Lane), APPL. NO. PP-387-67; property located on the NE corner of S.E. 107th St. and 132nd Ave. S.E. (including request for variance from requirement regarding walkway at mid-point for blocks ex- ceeding 660 feet in length). The Chairman described the preliminary plat application, and the Planning Director pointed out the location of the property on the zoning map and displayed the plot plan of the proposed plat. He stated that the staff had met with the developers and that some slight changes in the design were made by the developer. It was noted that the question of the City-owned well site had been re- solved, that the existing Dodge property had been excluded from the plat with limited access allowed to the Dodge garage structure. It was noted that four lots still front on 132nd Ave. S.E., although the depth of these lots had been increased to allow for more setback from this secondary arterial. Stredicke stated it was not the policy of the Planning Commission to approve plats containing lots fronting on a secondary or major arterial street, and while the Commission had no control over individual homes being developed in this way, that they did have control in this connection with subdivisions and plats. The Planning Director stated he did not encourage platting of lots facing on arterial streets but that the developer had increased the depth of these lots to 120 feet as a compromise solution. Sewers and water are available in this area. The Chairman read a letter received from Minish, Webb & Associ- ates, engineers to the McGrath Corporation, developers of the plat, requesting a variance from the requirement of Section 9-104 (B) 2. c., Of the Subdivision Ordinance which requires a walkway at mid-block point for blocks exceeding 660 feet in length, as in their opinion the requirement was non-essential. The Chairman read another letter from Minish, Webb & Associates explaining the various changes made in the plat as presented. Stredicke recalled that when this plat was originally presented as Honeydew Lane that the Commission had objected to the lots fronting on 132nd Ave. S.E. The Planning Director stated that Mr. Hallie Smiley, the developer at that time, had indicated by a letter dated March 22, 1967, that he would redesign the plat in accord with the request of the Planning Commission. The plat ownership has since passed to the McGrath Corporation and their engineers felt it was not economically feasible to redesign the plat as requested by the Commission and the Planning Depart- ment. Comments from the audience were invited. Mr. W. L. Webb of Minish, Webb & Associates spoke on behalf of the plat. The Chairman described the rezone application and stated it was an extension of a parcel of property rezoned to L-1l at the July 26, 1967 meeting. As there were no comments from the Commission or the audience, it was moved by Denzer, seconded by Brower, that the hearing be closed. Motion carried unanimously. ACTION: It was moved by Stredicke, seconded by Brower, that the Commission recommend to the City Council approval of the rezone request of the Northern Pacific Railway Company for L-1l as it agrees with the Comprehensive Plan. R-419-67, REZONE FROM GS-1 TO R-4; property located on Benson Road between Hwy 405 and S. llth St. Chairman Garrison described the rezone application and the Plan- ning Director pointed out the location of the property on the zoning map. Slides of the property were shown. The Planning Director stated that access to the property would be from Benson Road via a proposed driveway and would be an excessively steep grade; access to the rear of the property is on an easement from the Puget Sound Power and Light Company. The Chairman read a letter to the Commission from Del Bennett, Traffic Engineer, stating that because of the location of Inter- state Highway 405 and the structure to the northwest of the property, a very difficult situation exists in regard to ingress and egress for high density use. Any access to this property might be restricted by prohibiting left turns on the Benson Highway. Racanello stated that he believed the property was suitable for multiple use but that a better access situation might be worked out if the entire block came in together on the rezone, thereby eliminating also the piecemeal rezoning which the Commission has indicated it wishes to avoid if possible. Comments from the audience were called for. Mr. George Bolotin, architect for the owner, and Mr. Tom Rogstad, the applicant, spoke on behalf of the rezone request. They stated the slides did not do the access situation complete justice--that it was actually better than it appeared to be. Mr. Rogstad stated that he had not been in touch with any of the adjoining property owners re- garding a joint rezone request. The slides of the property were viewed again. ACTION: It was moved by Denzer, seconded by Racanello, to continue this hearing to September 27, 1967. Motion carried unanimously. The Chairman informed the applicant that the hearing would be con- tinued on this matter at the public hearing meeting of Septem- ber 27, 1967, and that the Commission will take another look at the property in terms of traffic conditions, access, etc. Stredicke stated the applicant should be informed that if he comes up with some access solutions, it would be heipful to his application. This area is presently built up with older single family residences. Access to the property as proposed by the applicant would be from Benson Road via a proposed driveway. Such access would, however, be an excessively steep grade and would not be desirable. The access to the rear of the property is presently over a 20' easement from Puget Sound Power and Light Company and while not completely unworkable, would require con- siderable improvement to provide safe and reasonable access. Recommendation: Zoning of the area on a piecemeal basis is not recommended. It is suggested that the Planning Commission en- courage the whole area to submit a consolidated rezone request at a lower density. High density development in this area could conceivably result in traffic safety problems and is somewhat questionable in the minds of the Planning staff. Commission Comments--the Commission members, in their review of the area, felt the access question was of a critical nature. While the proposed R-4 zoning seemed to be feasible in the minds of the members, development would have some impact on the surround- ing properties. Recommendation: Suggest consolidation of rezone request of adjacent properties to rezone entire area and recommend submittal of improved access plan for the area. SITE PLAN APPROVAL (e) Valley General Hospital, property located on S. 180th St. be- tween Valley Freeway and 96th Ave. S. Staff Comments--the general layout of the proposed hospital site does not present any problem with the exception of the access and street improvements. The access proposals are under study by the staff and the Traffic Engineer and revisions will be requested from the developers. Recommendation: Approval of the generalized site plan. Mr. Paul Tjossem, General Attorney for the Pacific Coast RR Company, asked that the final plat be approved and stated the railroad would be glad to cooperate with the City in granting right-of-way to allow the northern extension of 87th Ave. S. He stated further that the merger of the Pacific Coast RR Company and the Northern Pacific Rail- way Company was still in the courts, but anticipated some action on the merger, barring further suits by other railroads, in the next 60 to 90 days. This merger would make right-of-way negotiations much easier as only one railroad would be involved in the discussions rather than two as now.
