AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CHANGING
THE ZONING CLASSIFICATION OF CERTAIN PROPERTIES WITHIN
THE CITY OF RENTON, FRCM RESIDENTIAL DISTRICT (R-2) TO
"APARTMENT HOUSES AND MULTIPLE DWELLINGS (R-4)"
WHEREAS under Chapter VII, Title IV (Building Regulations) of Ordinance No.
1628 known as the "Code of General Ordinances of the City of Renton", as amended, and
the maps adopted in conjunction therewith, the property hereinbelow described has
heretofore been zoned as Residential District (R-2); and
WHEREAS a proper petition for change of zone classification of said property
has been filed with the City Clerk on or about December 27, 1967, which petition was
duly referred to the Planning Commission for investigation, study and public hearing,
and a public hearing having been held thereon on or about February 28, 19683 and proper
notice of hearing has been duly published and posted as provided by law; and said
petition having been duly considered by the Planning Commission, and said rezoning
request being in conformity with the City's Comprehensive Plan and all parties having
been heard appearing in support thereof or in opposition thereto, NOV THEREFORE
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, AS FOLLGIS:
SECTION I: The following described property in the City of Renton is hereby
rezoned to "Apartment Houses and Multiple Dwellings" (R-4); the City Engineer and
the Planning Director are hereby authorized and directed to change the maps of the
Zoning Ordinance, as amended, to evidence said rezoning, to-wit:
Lots 11 and 12, Block 19, Renton Farm Plat No, 4, City of
Renton, County of King, State of Washington,
located on the SW corner of Wells and N, 4th St.
SECTION Ii: This Ordinance shall be in full force and effect from and after
its passage, approval and legal publication.

The applicant, Mr. Lyle Barger, spoke on behalf of the rezone ap-
plication and stated he would accept R-2 rather than R-3 zoning on
the property.
Stredicke stated he agreed with Teegarden's thinking on the matter.
As there were no further comments, it was moved by Teegarden,
seconded by Stredicke, that the hearing be closed. Motion carried
unanimously.
ACTION:
Moved by Teegarden, seconded by Stredicke, that the rezone applica-
tion of Lyle Barger for rezone from R-1 to R-3 be denied and that
the Planning Commission recommend to the City Council that the
zoning not be changed from existing R-l. Motion carried; Denzer
dissenting.
The Chairman advised the applicant of his right to appeal the
decision of the Planning Commission to the City Council in writing
within ten days.
(c) SINGER, DEAN A., Appl. No. R-434-67, rezone from R-2 to R-3
(AMENDED FROM R-4); property located on H St. between llth and 12th
Aves. N. (continued from meetings of December 27, 1967, January 24
and February 14, 1968)
The rezone application was described by the Chairman, and the loca-
tion of the property was pointed out by the Planning Director on
the zoning map. The Planning Director stated that originally the
application was for R-4 zoning, but was later amended by the
applicant to R-3. He stated further that for the information of
the Commission everything was in order and the department sees no
problem at this time.
As there were no further comments from the Commission or the
audience, it was moved by Denzer, seconded by Stredicke, that
the hearing be closed. Motion carried unanimously.
ACTION:
Moved by Stredicke, seconded by Denzer, that the Planning Commis-
sion recommend approval of the rezone application of Dean Singer
for R-3 zoning and forward to the City Council for action as it
agrees with the Comprehensive Plan. Motion carried unanimously.
< (d) BEANBLOSSOM, F. AND ROE, E., Appl. No. R-438-68, rezone from
R-2 to R-4; property located SE corner Wells Ave. N. and N. 4th St.
(continued from meeting of January 24, 1968)
The Chairman described the rezone application. The Planning
Director pointed out the location of the property on the zoning
map and indicated proposed use is in conformance with the existing
and revised Comprehensive Plans. Some discussion was held concern-
ing alley access. The Planning Director advised that access is
subject to review when the building permit is applied for and plans
go through the Planning and Traffic Engineering Departments where
parking and access are checked.
As there were no further comments, it was moved by Stredicke,
seconded by Denzer, that the hearing be closed. Motion carried
unanimously.

ACTION:
Moved by Denzer, seconded by Mola, that the application of Bean-
blossom and Roe for R-4 zoning be approved and forwarded to the
City Council as it agrees with the Comprehensive Plan. Motion

NEW BUSINESS
FINAL PLAT APPLICATION
(a) FINAL PLAT OF GLENCOE, Appl. No. FP-443-68; property located
NE corner S.E. 1O/7th St. and 132nd Ave. S.E.
The Chairman described the final plat application and read a letter
from W. L. Webb of Minish, Webb & Associates, engineers for the
developers, requesting a variance from the requirement that all
lots have a minimum area of 7200 square feet for 14 lots in the
proposed plat due to the fact that the requirement for a 10-foot
walkway in the plat used up over 2140 square feet of area for
public right of way that was originally included as lot area.
The Chairman read a letter signed by McGrath Corporation and
Better-Bilt Homes which stated it was their intention to convey
by deed Tracts A and B in the Plat of Glencoe, King County, to
Mr. Elmer R. Dodge, 10606 - 132nd Ave. S.E., Renton, Washington.
The Chairman read a letter from the City Engineer stating the
Engineering Department has reviewed the final plat of Glencoe
and recommends approval as it complies with final platting re-
quirements.
The Planning Director pointed out the location of the plat on the
zoning map, He stated that the staff had indicated initially to
both Mr. McGrath and Mr. Webb that any lots undersized would be
considered a variance situation and a request for variance would
have to be made in writing to the Planning Commission. The
developers had indicated they were under the impression that
the Planning Commission would allow up to 10% of lots ina plat
to be undersized. Some allowance had been given previous plats
where the lots were few in number and not excessively small; how-
ever, such allowance is not specifically spelled out in the Sub-
division Ordinance. The other problems that were discussed in
connection with the preliminary plat have been resolved. The lots
fronting on 132nd Ave. S.E. were revised to allow additional build-
ing setback from 132nd Ave. S.E. Additional footage was requested in Tract B and this has been provided. The Planning Director stated
with the exception of the undersized lots for which variance has
been requested, the plat meets all minimum standards of the
Subdivision Ordinance.
Discussion followed concerning the number of lots that were under-
sized, their location, how much square footage they lacked, etc.
Stredicke pointed out that by ordinance, in order to grant a vari-
ance, three conditions must be met. He feit the developer could
not qualify for a variance under these specified conditions.
The Planning Director affirmed Stredicke's statement and read the
three conditions applying to the granting of variances from the
Subdivision Ordinance. He stated the Commission must specifically

FINAL PLAT APPLICATION
(a) Final Plat of Glencoe, Appl. No. FP-443-68; property located NE corner S.E. 107th St. and 132nd Ave. S.E.
Total Area--28.7 ac. (115 lots)

Existing Use--undeveloped

Proposed Use--single family residential
Comprehensive Plan--single family residential
Staff Comments: Proposed final plat is basically the same as the preliminary plat
submitted to the Planning Commission. Of the total 115 lots, 14 are undersized
(less than the required 7200 square foot lot area). The developer has indicated
that he was under the impression the Commission would allow at least 10% of the
lots to be undersized. The staff has felt that a reasonable allowance for under-
sized lots is not objectionable. This, however, is not specifically allowed by
the Subdivision Ordinance; therefore, undersized lots are considered a variance
from the requirements of the Ordinance and must be so treated. The applicant and
his engineer were advised Of the need for variances on undersized lots. The
developer has indicated that he will deed Tracts A and B to Mr. Dodge to resolve
the question of access to the Dodge property. The plat, with the exception of
the undersized lots, meets the minimum standards as specified by City ordinance.
SPECIAL PERMIT APPLICATION
(b) St. Andrews Bldg. Corp., Appl. No. SP-445-68, special permit to allow offices
in R-3; property located SW corner Williams Ave. S. and S. 5th St.
Total Area--30,000 sq. ft.
Existing Zoning--R-3
Existing Use--single family residential
Principal Access--Williams Ave. §S.
Proposed Use--lodge hall and offices
Comprehensive Plan--multi-family residential
Staff Comments: The request for special permit is to allow offices on the ground
floor of a two-story building with lodge facilities located on the second floor.
The intention of the developer is to lease the office space primarily for medical-
dental uses and other professional uses as may be determined. Principal proposed
access to offices would be from the street sides of the building. It is recommended
that the Planning Commission consider only the proposed use allowable by special
permit in the R-3 zone and allow the Board of Adjustment to consider the variances
to be requested for proposed structure. Approval of the professional office use
should be subject to applicant complying with all other City ordinance requirements.

area to prevent cross traffic. The Planning Director indicated
that several revisions to the plat would be required; namely,
increasing the depth of some lots, improvement of the right
angle intersection and increasing the park area shown by redesign
of streets and lots in the area. He stated further that the green
area and island would be maintained by a property owners' associa-
tion. Discussion followed concerning street development in the area.
Mr. Oscar Barry of Bell and Valdez, developers of the plat, spoke
on behalf of the preliminary plat application. Upon inquiry by
Denzer, Mr. Barry stated Bell and Valdez would be willing to
comply with the revisions requested by the Planning Department.
Mr. Ronald B. Meekam of the El Paso Natural Gas Company stated
there was some problem with the right of way for the high pressure
gas line owned by his company which runs through the plat--that it
appeared there may not be enough space to the south of the pipeline
for their purposes, and that Bell and Valdez have agreed to provide
20 feet of space between the pipeline and the south line of their
right of way which represents the minimum they require to operate
and maintain the pipeline. He stated further that the plan as
presented does not show the pipeline exactly and he wished the
Commission to be aware of the situation.
Mr. Bob Scholes, representing the engineers for the developers of
the plat, stated the gas line lies eight feet within the green
area of the plat and that providing the extra footage for the gas
company will entail pulling the green area down slightly to the
south.
ACTION:
Moved by Denzer, seconded by Teegarden, that this hearing be con-
tinued to the meeting of February 14, 1968 to allow the various
companies involved time to work out their problems and also to
allow Bell and Valdez time to revise the plat as suggested by the
Planning Director. Motion carried unanimously.
REZONE APPLICATION
“*K (c) Beanblossom, F. and Roe, E., Appl. No. R-438-68, rezone from
R-2 to R-4; property located SW corner Wells Ave. N. and N. 4th St.
The Chairman described the rezone application, and the Planning
Director pointed out the location of the property on the zoning
map. Slides of the property were shown.
Racanello asked about removal of existing structures. The Planning
Director replied that the small size of the property would neces-
sitate removal of existing structures prior to new construction.
Discussion followed concerning setbacks and the alley running behind
the property which could be used as access to the property or the
parking area.
Ross asked the applicants' representative, Mr. Harer (who plans to
develop the property) if he could supply one and one-half stalls
for parking per dwelling unit. Mr. Harer replied that the property
was too small to allow more than one parking stall per dwelling unit.
Stredicke asked why the applicant was asking for R-4 rather than
R-3 zoning inasmuch as the proposed development would be only two
stories in height. Mr. Harer replied that he needed the extra
\ density allowed in R-4.

the City Council for action as it complies with the Comprehensive
Plan. Roll call vote was requested with Commissioners voting as

Moved by Racanello, seconded by Ross, that the Planning Commission
rescind its previous action and reopen the hearing. After some
further discussion regarding denial of the motion to approve the
rezone application, the pending motion to rescind action and reopen
hearing carried; Stredicke and Teegarden dissenting.
Moved by Stredicke, seconded by Racanello, that the Commission con-
tinue the hearing for 30 days to allow time for further study of
the area in order to determine the best use of the subject property.

with the matter of parking as top priority for discussion--schedul-

(ob) Miscellaneous Administrative Items:
lL. Chairman Garrison read a letter he had prepared addressed
to Mr. Clark Eckart, Western Vice President, Great
Northern Railway Company, commending his company for
it announcement relative to future removal of railway
tracks along Burnett Avenue.
2. Chairman Garrison read copy of a letter written to
Mr. Albert Balch from the Renton Board of Adjustment
advising Mr. Balch that his request for variance to
allow high rise apartments in R-4 had been denied.
3. Commissioner Teegarden discussed the upcoming election
for the Forward Thrust program and made a motion that

The Chairman described the preliminary plat application, and the
Planning Director pointed out the location of the property on the
zoning map. He also displayed a plan of the proposed plat which
had been newly revised and just submitted this day. The Planning
Director stated that while the plat was greatly improved over the
plan submitted with the application, there remained a few items
which needed revision, mainly some lot sizes. There was some
discussion regarding the streets and their tie-in to existing
streets in the area of Rolling Hills Village Nos. 1, 2 and 3.

The application was described by the Chairman, and its location
