As there were no further comments, it was moved by Stredicke,
seconded by Sterling, that the hearing be closed. Motion carried
unanimously.
ACTION:
Moved by Stredicke, seconded by Denzer, that the Eugene M. Richards
application for L-1l zoning be approved and forwarded to the City
Council as it agrees with the Comprehensive Plan. Motion carried
unanimously.

The Chairman described the rezone application and stated that the
applicant has voluntarily filed restrictive covenants on this
property.
The Planning Director stated that copies of the declaration of
restrictive covenants filed by the applicant on the property have
been furnished for review; such covenants are in compliance with
previous discussions with the applicant. The plan at this time
shows the proposed development of the entire parcel of land under
consideration rather than the smaller section previously submitted
by the applicant. The applicant has presented a plan for two pro-
posed buildings with setbacks as indicated of ten and twenty feet
and landscaping strips. The parking plan exceeds ordinance require-
ments. The Planning Director stated further he felt the covenants
comply with the desires of the Commission for this area. As there
were no comments from the audience, it was moved by Denzer, seconded
by Racanello, that the hearing be closed. Motion carried unanimousiy.
Stredicke inquired as to why this applicant was allowed a ten foot
setback in one area when another applicant in the vicinity was re~
quired to set back twenty feet. Discussion followed concerning
differences between the two properties with reference to location,
proposed use, proximity to the freeway, and the fact that the
applicant's ten foot setback is along the interior lot line,
rendering it less critical than if it abutted public right of
way, as the property directly south of the applicant's property
is presently zoned L-l.
ACTION:
Moved by Racanello, seconded by Denzer, that the Walter L. Cook
property be rezoned from G-6000 to L-1 with restrictive covenants
as it agrees with the Comprehensive Plan. Motion carried; Stredicke
dissenting.

The Chairman described the rezone application. The Planning Director
stated this application was continued to this hearing at the request
of the applicant and described its location and surrounding uses.
There are some existing single family homes in the area in good
condition, well maintained, and some concern was felt regarding
the effect of multiple use nearby on these single family residences.
The Commission had asked the applicant to consider the possibility
of an apartment development by special permit in the existing R-2

zone to allow the Commission some control over the development.
However, no word has been received from the applicant in this re-
gard. The staff endeavored to contact the applicant's representa-
tive, Mr. Chapin, by phone to remind him of the hearing, but he was
unavailable. A message was left with Mr. Chapin's secretary.
Comments from the audience were invited. There were none. The
applicant or her representative were apparently not present. As
there were no further comments from the audience or the Commission,
it was moved by Denzer, seconded by Stredicke, that the hearing be
closed. Motion carried unanimously.
ACTION: Moved by Stredicke, seconded by Forgaard, that the application of
Eva L. Davis for rezone from R-2 to R-3 be denied. Motion carried
unanimously.
FURTHER ACTION:
Moved by Stredicke, seconded by Denzer, that in the event that an
appeal of this decision is made by the applicant that a letter be
forwarded to the City Council stating that in the Planning Commis-
sion's opinion the highest and best use of this property would be

Dear Mr. Chapin:
~The Planning Commission at its public hearing meeting of
April 24, 1968 again reviewed the rezone request as noted
above.
Upon completion of their review of the request, the Commis-
sion determined that the existing R-2 zone was adequate for
the area at this time since apartments could be constructed
in existing zone by special permit. The Commission was
further concerned with the protection of the existing Single family residences in the area and felt that the.
special permit would give the Commission better control
ever the development of the area. The request for rezone was, therefore, denied.
Should you desire to appeal the application denial, it is
necessary to file a written appeal with the City Clerk no
later than ten days following the Planning Commission public hearing.

As there were no corrections to the minutes of the meeting of

Stredicke stated he was uncertain as to what was being voted on as
definite plans were not submitted and he felt a blanket approval was
being asked for. Mr. Pain stated the Commission could grant approval
of the use with other City Ordinances taking over in the matter of
setbacks, parking, etc.
The Planning Director stated the development of the property as pro-
posed would involve the granting of certain variances for setbacks
and parking, but he felt this was a matter for the Board of Adjust-
ment; the Planning Commission being concerned only with the proposed
use. While the Planning Commission could act on the variances, it
was his opinion this was primarily the concern of the Board of
Adjustment. However, as screening is not an ordinance requirement
in this zone, screening requirements should be spelled out in the
approval of the special permit.
Mr. John Dobson, 231 Williams Ave. S., spoke on behalf of the
special permit application.
As there were no further comments, it was moved by Ross, seconded
by Denzer, that the hearing be closed. Motion carried unanimously.
ACTION:
Moved by Ross, seconded by Denzer, that the Planning Commission
grant the special permit application of St. Andrews Bldg. Corp.
to allow professional offices in R-3 zone; adequate screening to
be provided in accordance with Planning Department recommendations.
Motion carried unanimously.
Chairman Garrison turned the meeting over to Vice Chairman Teegarden
and left the meeting at 11:35 P.M.

Chairman Teegarden read the rezone application; the Planning
Director pointed out the location of the property on the zoning
map. Slides of the area were shown.
Mr. Richard Chapin, 225 - 108th Avenue, Bellevue, acting for the
applicant, showed additional slides of the area and spoke on behalf
of the rezone application, stating the property meets all the re-
quirements for multiple zoning.
Teegarden and Stredicke were concerned with the effect multiple
development might have on the adjacent single family residences.
Discussion followed regarding possible development of the property
under the existing R-2 zoning. Mr. Chapin was not certain what sort
of development the applicant had in mind for the property, so could
not say whether it could be accomplished under present R-2. He re-
quested that the hearing be continued for thirty days so that he
could consult with his client on the matter.
ACTION:
Moved by Denzer, seconded by Stredicke, that the hearing on the
Davis rezone application be continued to the Planning Commission
meeting of March 27, 1968. Motion carried unanimously.

Staff Comments: The property in question is a small area located between two

on the north side of S. 133rd St. The property in question is presently zoned
R-2 and apartments could be constructed by special permit. It is recommended
that the Commission consider the rezoning of the over-all area rather than the
one parcel.
Commission Comments: The proposed rezone of the applicant's property to R-3 would
have some detrimental effects on adjacent properties. It is recommended that the
applicant be advised of the possibility of the use of the R-2 zone with special
permit for apartment units.

constructed in the area. The Planning Commission had also previously denied a

said property. The rezone for apartment use in this area, it is felt, would have
detrimental effects on the adjacent surrounding properties. Petitions in opposi-
tion to the rezone request have been received.
Commission Comments: Upon review by Commission members and in view of the previous
rezone denial, it is recommended that the rezone request to R-3 be denied and that
R-1 be recommended for the area.

new items of business as well as the continued items which will
come before the Commission on February 28, 1968.
Mola moved that an amendment be made to Stredicke's motion to set
the field trip for February 24, 1968, as he is on active duty with
the Navy and will not be able to attend any meeting set for Febru-
ary 17, 1968; Denzer seconded.
The Chairman stated the members would vote on. the amendment to the
original motion first. On voice vote dissenting votes were heard
and roll call vote was requested, with Commissioners voting as
