Commission members voted as follows: Denzer - no Stone - aye Stredicke - no Teegarden - aye Forgaard - no Racanello - no Garrison - aye The motion lost. Moved by Stredicke, seconded by Racanello, to rescind the action of the Commission closing the hearing. Motion carried unanimously. Moved by Denzer, seconded by Stredicke, to continue this applica- tion to the next public hearing meeting. Motion carried, with Stone dissenting. The Chairman called a brief recess at 9:45 P.M. The meeting was reconvened at 9:52 P.M. The Chairman stated that due to the lateness of the hour and the fact that there were people in the audience waiting to be heard, the Commission would hold the next preliminary plat application in abeyance and move on to item (d) under NEW BUSINESS to expedite the meeting. REZONE APPLICATION KK (d) JENSEN, J. DAVID, APPL. NO. R-422-67, REZONE FROM S-1 TO R-1; property located on 132nd Ave. S.E. between 6th Pl. N. and 7th Ave. N. The Chairman described the rezone application. Slides were shown. The Planning Director pointed out the location of the property on the zoning map and described the zoning of surround- ing property. He explained that the present S-1 zoning of the property requires a minimum lot size of 40,000 square feet; that recently property nearby was zoned for R-1l; and it is the depart- ment's opinion that the whole area should be zoned R-1l. He stated that development of the property is another problem as access would be acquired through the use of easements. The Com- mission has allowed up to two residence units on an easement access of 20 feet; that development of this property if R-1l were allowed for five or six residence units would require a variance. Mr. J. David Jensen, the applicant, stated he has tried without success to get cooperation from property owners to the south in order to gain right-of-way south of his property. He stated further that in order to be able to utilize the property for its full potential, that R-1l zoning would be the only residential zoning classification that could apply as he does not have enough frontage on 132nd Ave. S.E. to comply with the requirements of SR-1 (7500 square feet minimum lot size). Mr. Jensen displayed his development plan to the Commission. Moved by Stredicke, seconded by Denzer, that the hearing be closed. Motion carried unanimously. David Jensen for R-l zoning as it agrees with the Comprehensive Plan and forward to the City Council for approval. Motion carried unanimously. basse SITE PLAN APPROVAL (e) CASCADE VISTA FREE METHODIST CHURCH, addition to existing church structure; property located on S.E. 160th St. and 116th Ave. S.E.; site plan previously approved by the Planning Commis- sion on January 13, 1965. The Chairman described the application. The Planning Director pointed out the location of the property on the zoning map and stated the construction is an addition to the existing church. He stated further that on-site improvements required under the original site plan approval had not been completed. Stredicke asked if a building permit had been issued. The Planning Director stated that none had been issued, but upon special appeal by the church permission had been given to proceed on an "at their own risk" basis pending review by the Planning Commis- sion. Mr. Jim Davis, representing the architectural firm employed by the church, stated he was present to answer any questions the Commission might have. He stated further that the church would make whatever improvements were necessary to comply with the ordinance. It was moved by Stredicke, seconded by Denzer, to close the hearing. Teegarden inquired as to what improvements were re- quired by the ordinance. The Planning Director replied they would be required to blacktop the parking lot, provide the proper number of parking spaces, and provide off-site improve- ments, including: curbs, sidewalks and gutters. The pending motion to close the hearing carried unanimously. ACTION: Moved by Teegarden, seconded by Denzer, that the Planning Com- mission approve the site plan as presented subject to compliance with all on and off-site improvement requirements. Motion carried unanimously. 5. ADMINISTRATIVE MATTERS (a) LETTER FROM TRANSAMERICA DEVELOPMENT COMPANY REQUESTING A SIX-MONTH EXTENSION OF THE APPROVAL OF THE PRELIMINARY PLAT OF VICTORIA PARK. The Chairman read the letter from Transamerica Development Company containing the request and noted the original approval expires on September 27, 1967. ACTION: Moved by Racanello, seconded. by Stredicke, that the Planning Com- mission grant an extension of six months of the approval of the preliminary plat of Victoria Park. Stone stated he felt the Commission should place into the record those items that it did consider--making full disclosure of its thinking and its actions--which should be passed on to the City Council by way of its Minutes. Stone stated he strongly suggested that the Commission articulate precisely the number of study meetings held every other Wednesday evening, the items that the Commission did go into thoroughly at these meetings such as the reports presented by the Planning Director; and that the Commission considered not only the plan just adopted, but a number of alternate plans. He stated that the Commission weighed the needs of industry; that the Commission is aware of the effect on industry of this plan; that the Commis- sion weighed the needs of the people in general in terms of not only today but in the future. He stated further that the Commis- sion took into consideration the report by Forward Thrust and its statement as to the mammoth population growth which can be expected in the next few years; that the Commission took into consideration speeches by the President of the United States relative to green. belt areas and recreational facilities. . Senator Jackson recently made a speech articulating needs for waterfront recreational property for public use; Governor Evans has indicated his approval of needs of this area; county and local politicians in their statements have endorsed the needs of this particular area of recreational facilities. Commission members, individually, have visited Lake Seward Park on weekends and found that standing room is a unique oddity on Saturdays and Sundays. Stone stated also that it has been noted by Commission members as well as at least one member of the audience that there are little water-orientated park facilities either in Renton or King County.
