MEMORANDUM “TOr Engineering Dept., Attention Lyman Houk May 28, 1968 “PROM: Planning Department SUBJECT: Right of Way Dedication, Lorenson-Jensen Rezone, Appl. No. R-448-68 Mr. Jensen has indicated he has deeded ten feet of additional right of way on the east side of 132nd Avenue S.E. adjacent to his prop- erty. We wish at this time to extend said dedication to include his entire parcel of land. Please check with us for Clarification, We would suggest that this matter be pursued immediately so that the matter can be resolved prior to approval of the rezone appli- cation by the City Council. Renton Planning Commission Meeting May 22, 1968 Minutes Page 5 The Chairman described the application and read a memo received from the Traffic Engineer granting the applicant's request for a 49-foot driveway opening to allow for maneuvering of large trucks in and out of the facility. The Planning Director pointed out the location of the property on the zoning map and stated the building, is presently under construc- tion on a partial permit issued to permit installation of footings, floor slab and tilt slab. The proposed building does comply with setback, landscaping and parking requirements of the manufacturing park district. Some discussion followed concerning access to the loading areas shown. As there were no further comments, it was moved by Teegarden, seconded by Denzer, that the hearing be closed. Motion carried unanimously. The Planning Director stated this portion of the application was continued from the February 1968 public hearing meeting in order to allow time for the applicant to present firm development plans to the Commission. Slides of the applicant's proposed development plans were shown. Ross asked if the applicant had presented any evidence to substanti- ate the need for additional B-l zoning. The Planning Director stated the applicant had been contacted by phone and letter, but to this time he has submitted no additional documents or plans other than those submitted with the original application. Mr. J. David Jensen, the applicant, was present in the audience and stated he was willing to supply names of his clients who will be leasing and developing his property, but that Overlake Realty Com- pany, handling the project, was reluctant to release the names of these prospective clients as the contracts were still in the forma- tive stage and any premature release of information would be detri- mental to the dealings. Mr. Bob Knapp of Overlake Realty stated he was able to reveal that several California firms were involved, representing a supermarket chain, a drugstore and possibly a service station. Discussion followed concerning commercial development at the inter- section of 132nd Avenue S.E. and S.E. 128th Street and the immediate vicinity, including the possible need for additional right of way on 132nd Avenue S.E. Mr. Jensen stated he had deeded ten feet to the City previously in this area, but would be willing to deed additional right of way if needed. This matter will be researched. R-454-68; rezone from G to R-3; property located vicinity SE corner Talbot Road and S. 180th Street (continued from April 24, 1968) The Chairman described the rezone application; the Planning Director pointed out the location of the property on the zoning map. The Planning Director stated this application had been continued for 30 days to allow time to review the right of way needs on Spring- brook Road and S. 180th Street. The Traffic Engineer has presented two plans for consideration; one short range and one long range. These plans were presented to the Commission for their information. The long range development indicates the need for an additional ten feet of right of way on both sides of Springbrook Road, with an additional 20 feet of right of way on the south side of S. 180th Street. The Planning Director reviewed the existing and future needs re- garding vehicular traffic in the vicinity, particularly discussions with the County Traffic Engineer's office, State Highway Department and County Planning Department. The Vista Green River Transportation Plan with projections to 1990 was also reviewed. Comments from the audience were invited. Mr. Gary Cornell, repre- senting the applicants, stated they would be willing to dedicate additional property for right of way purposes since it would serve their proposed development more adequately. As there were no additional comments, it was moved by Stredicke, seconded by Denzer, that the hearing be closed. Motion carried unanimously. ACTION: MOVED BY TEEGARDEN, SECONDED BY DENZER, THAT THE PLANNING COMMISSION APPROVE THE REZONE APPLICATION OF SPRINGBROOK LANDS, INC. FOR R-3 ZONING AS IT COMPLIES WITH THE COMPREHENSIVE PLAN. Letter from Mayor Custer reported regarding referral of processing through FAA, the City proposal to construct a roadway across the north end of the airport. Mayor Custer advised that PAA approval would be required advising that the City would be violating prior assurances made to the FAA in the process of obtaining funds under the Federal Aid to Airports program if the road implementation is begun. The road would need to be a part of the "Airport Lay-out Plan" which must be approved by FAA and the City shall also be subject to terms and conditions of a Surplus Property Quit Claim Deed dated September 25, 1947 which states the Airport shall be used for public airport purposes, and only for such purposes If the Council should wish to pursue the matter a formal request would need submitted to the Renton Aviation Board for an amendment to the Airport Lay- and submission to the FAA for approval. The Chairman described the rezone application. Slides of the property were not shown as all Commissioners were familiar with the property. Mr. J. David Jensen, the applicant, displayed his proposed plan of development and explained the rezones requested and the reasons therefor. Stredicke stated he felt the Commission should not grant any more business zoning in that area for speculative purposes. Mr. Jensen stated he needed the additional business zoning in order to proceed with leases in the proposed shopping center, and that he could not negotiate leases with prospective tenants unless he could show that he had the proper zoning. Discussion followed concerning the proposed development; proposed street in the area; and clarification of the R-3 and B-1l zones. The Commission generally felt opposed to granting additional B-1l zoning in the area unless Mr. Jensen could show he had firm commit- ments for the property. With reference to the R-3 requested, Mr. Jensen stated it would be necessary for him to know the Commission's decision this evening as he was working with a time stipulation con- tract for purchase of the property and if that portion of the rezone request were continued, his option would expire before the matter could be brought before the Commission again. Moved by Stredicke, seconded by Ross, that the hearing be closed.
