Councilman Shane, noting number of inquiries regarding fluoridation of the City water supply, moved that the question of whether or not to fluoridate Renton's water supply be placed on the ballot in the November election. The motion was seconded by Perry. Attention was called to the fact that this matter had been to Committee of the Whole and to the City Engineer for recommendation and was still pending. After proposed motion by Schellert seconded by Grant to refer the matter to the Committee of the Whole, it was moved by Perry, seconded by Barei, that the motion to refer to Committee be tabled, Mayor Custer noting that the motion to table means the entire subject and it is not debatable. The motion was voted upon and upon majority negative voice vote, declared lost. The motion to refer to Committee of the Whole was voted upon and carried, placing the item of fall balloting on fluoridation in Committee. Councilman Grant announced a meeting of the Light and Power Committee at 7:30 p.m. on Tuesday in the Mayors Conference Room with representatives from Puget Sound Power and Light Co. (April 16, 1968). Councilman Bruce announced a meeting of the Fire and Water Committee on Tuesday, April 23rd at 7:00 p.m. and on April 24th at 7:00 p.m. in the Mayor's conference room and requested the City Engineer and Purchasing Agent to be present. Moved by Maxin, seconded by Delaurenti, that City of Renton Vouchers, No. 2795 through 2918, having been previaqisly approved by the Auditing and Accounting Com- mittee, be approved for payment by the Council at this time. Carried. Proposed Ordinance was placed on introductory reading changing the zoning classi- fication of certain properties within the City from General classification District to Manufacturing Park District, (G) to (MP). Moved by Trimm, seconded by Barei, to place the document on second and final reading. Carried. After the final reading, it was moved by Trimm, seconded by Maxin, to adopt Ordinance No. 2397 as read. Motion carried; Stredicke and Sterling dissenting. The Chairman advised the applicant of his right to appeal the decision of the Planning Commission to the City Council in writing within ten days. The Chairman described the rezone application; the Planning Director pointed out location of the property on the zoning map. Slides of subject property were shown. The Planning Director stated that while the Comprehensive Plan indicates non-manufacturing use for this area, the applicant has requested H-1l zoning which would allow the fuel oil storage use he requires, which is a non-manufacturing use. The Chairman stated he understood the applicant's representative had a revised plan to present to the Commission and called for comments from the audience. Mr. Walter Isaac, planning consultant from Seattle, speaking on be- half of the applicant, gave a presentation of the development plans for the fuel oil storage complex. Upon inquiry by the Commission, he stated his client would accept M-P zoning if he could be assured the desired use would be allowed in such Zone. Teegarden stated he felt it was the opinion of the Commission that this development would be a good and acceptable use for this particular area, but felt this question should be settled before the hearing was closed. The Planning Director stated the proposed development, in his opinion, was in accordance with the Comprehensive Plan and would be allowable in this particular location under M-P zoning if approved by the Planning Commission. In what way is the proposed change in zoning in the public interest ? DESCRIPTION OF SUBJECT PROPERTY The subject property is located between 87th Street and the East Valley Highway, and between 158th Street and 160th Street, and comprises an area of approximately ten acres. The elevation of the land is approximately nine feet above sea level, and does not benefit from public drainage protection, therefore it is subject - to irequent flooding. The subject land is often underwater having an occasional water level of ten feet, and contains some trees which are capable of living in this environment. Southwest of the subject property is a fuel oif pumping station, which receives its fuel from Ferndale, Washington by pipeline and a Mobile Oil Fuel Storage facility. One home is located to the east of the subject property, as shown on the accompanying land use map, submitted herewith. All other property for a dis- tance of more than one thousand feet is vacant. The valley freeway lies immediately east of the subject site; Highway No. 405 is located approximately half a mile to the north. Access to the freeway is presently from the East Valley Highway. The site, more fully described in the legal description, is composed of two blocks, plus one parce! located in a third block. This is shown on the site map or plot plan. EXISTING ZONING AND SURROUNDING ZONING WHICH AFFECTS THE SUBJECT SITE The existing zoning of the subject site is "G", Residential Single Family, having a minimum lot size requirement for 35,000 square feet. Immediately to the south is an L-1, light industry, zone. To the immediate southwest is an H-1, heavy industry zone; while 700 feet to the north of this site is an H-1 zone. East of the site is the freeway and east of that is an L-1 zone. The subject property is presently, for the most part surrounded by industrial Zoning. CONFORMITY TO THE COMPREHENSIVE PLAN The proposed use, which a change in zoning would allow conforms with the existing comprehensive plan, which calls for non-manufacturing industry on the subject site. Fuel oil storage facilities do not emit smoke, dust, create noise or vibrations, or provide other objectionable factors generally found in connection with heavy industry. The proposed use will therefore compliment the existing and pro- posed comprehensive plans for the City of Renton. COMPATABILITY WITH ADJACENT USES At the present time a pumping station is located on land which is less than two hundred and fifty feet from the subject property. This fuel pumping station receives petroleum products directly from a refinery in Ferndale, Washington and is the only pumping station in King County. To effectively service King County and surrounding counties, the fuel oil pumping station must service surrounding fuel oi! storage facilities. In a study which was done by the New York City Planning Department in the early 1950's it was found that similar industries of this type tend to move towards each other and prefer to concentrate in one area. This provides the industries with a source of suppliers geared towards that industry group as well as a trade dialogue in which meetings can be held frequently. DIRECT BENEFIT TO PUBLIC Industries benefit if similar industries are concentrated in one locale, however, the public also benefits directly from this concentration of compatible uses. The public facility requirements and transportation requirements will be more easily met if service to a concentrated area is available rather than to a fragmented conglamoration of indust- rial locations. For example, ifa series of fuel oil storage companies were located in varying areas of the City of Renton, underground pipelines would traverse through a vast number of streets throughout the City. When a water line breaks, or when a street is regraded, the danger of an unsuspecting worker or contractor damaging the fuel line is greatly increased. A The design of streets and their capacity requirements is much more easily calculated when similar industries which utilize these streets concentrate. The City of Renton Traffic Engineer is not opposed to the proposed use for fuel oil storage tacililies and a supporting letter is submitted with this application. The subject land is underwater over a large portion of the year; hence, this land requires extensive fill. The proposed land fill would not only make the subject site more desireable, but would also provide adjacent properties with an incentive so that all land surrounding the subject site will be improved and developed. This could only result in an increase in the tax base for the City of Renton. Not every industry can afford to spend money for fill in this location. The unique quality of the industry (the fuel oil storage relationship to the pipeline pumping station ) makes it economically feasible to fill this land and still return a profit to the operator. The City Engineer has plans for the development of roads and water pipelines to ef'ectuate these plans, thereby setting forward the time table to improve other parts of the plan for the City of Renton. li. On what basis is there a real need in this community for more zoning of the type you requested? Roth the existing and proposed comprehensive plan for the City of Renton sliow that the area in which rezoning is requested is to be used for light and heavy in- dustry. The growth of population now going on in the Puget Sound Region calls for more land to be put into industrial use to service the growing population needs. in 1964 a report was made to the Puget Sound Regional Transportation Study on the Economic Growth of the Puget Sound Region by Arthur D. Little, Inc. The report found an overall of ten percent per decade increase in the petro-chemical industry to be reasonable when the basic technological changes the industry expects are considered, Consequently, a need exists for additional zoning for industry. 5 lil. What provisions will you make to protect adjacent ana surrounding property from the detrimental effects of any uses permitted in the proposed zone ? The provisions that will be made to protect adjacent properties from the detrimental effects will be: 1) safety provisions through careful site planning and 2) setback from the property line and 3) intensive landscaping of the property. Careful planning will dictate how each of the fuel oi! storage facilities will be located on the site and what the best method would be to reduce the hazard of fire. Proper ingress and egress for truck loadings will be designed to prevent accidents both on and off the site and to enable the truck drivers to have adequate sight distance to see any potential danger when approaching the street. The site plan submitted herewith shows the setbacks as well as the actual location of proposed facilities on the site. The rendering shows the aesthetic con- siderations given. The proposed plan indicates that the property will be landscaped. The improvements proposed should be a worthy addition to the City of Renton.
