Moved by Schellert, seconded by Perry, that July 22nd be set for hearing on the appeal. Discussion disclosed that the Commission had not denied the sign requested to be installed on top of the building but had determined that the presently existing non- conforming sign should be removed when the new one is installed. The pending motion carried. AUDIENCE COMMENT Mrs. Josephine Peterson commented regarding the poor acoustics in the Council Chamber with the noise from the fans, questioning whether the heat were the lesser of the evils. Mayor Custer reported checking for possible locations to meet in the summer months as directed by the Council and two possible locations had been considered however attention was called to City Clerk's report that it would take considerable time to revise the bid call, public hearing and other public notice forms which now read City Council Chambers as well as general notice to the public of the change. It was felt that by the time revisions could be made there would be just a few weeks until the new City Hall will be available and a month would not be time enough to warrant required revisions or pursuance of other locations. Mr. Richard Stredicke and Mr. Norman Ross, Planning Commission Members both spoke in regard to the need for sewers in connection with the proposed plats pending and the final plat adopted this evening and, inquiring regarding the progress of the City's Comprehensive master sewer plan, urged that the Council give consideration to initiation of trunk line provisions to eliminate the future need for double sewer expense to property owners. The preparation of the Comprehensive Master Sewer plan was discussed and its enormity insofar as implementation problems and 4 months preparation time is concerned. Possible mode of funding was noted along with fact that having the plan on paper does not help the present situation. During further discussion it was noted that the matter is in the Sanitation Com- mittee at present and that a report of progress on the plan will be presented in the near future. Mr. Lennie Hutchens asked for and was furnished a copy of the Minutes from the joint meeting between the Planning Commission and the City Council regarding the Comprehensive Plan. == PLANNING DEPARTMENT © RENTON, WASHINGTON CITY HALL, RENTON, WASHINGTON 98055 e@ ALPINE 5-3464 July 3, 1968 The Honorable Donald W. In Reply to Your Memo, Dated May 7, 1968 We have prepared a proposed traffic control plan at the intersection of Southeast 180th and Springbrook Road. Ericksen Planning Director Renton Planning Commission Meeting April 24, 1968 Minutes Page 6 continued to the public hearing meeting of May 22, 1968. Motion carried; Racanello dissenting. SPECIAL PERMIT APPLICATION (g) GAMEL, ISAAC S., Appl. No. SP-456-68, special permit for apartment in R-2; property located on 88th Pl. S. between S. 126th and 128th Sts. The Chairman described the application and read a letter received from Mr. Joe E. Wood, 12741 - 88th Pl. S, stating he had no objec- tion to construction of an apartment in this area providing the structural height does not exceed that permitted in an R-2 zone, Photographs of Mr. Wood's property submitted with his letter were passed around among the Planning Commission members. Comments from the audience were invited. Mr. Carter, 12618 - 88th Pl. S., stated he had no objections particularly to the proposed apartment, but he objected to them only five feet from his property line. (Proposed plan indicates a 7-foot side yard for the apart- ment building.) Mr. Carter was reminded that a single family home could be constructed five feet from his property line and could be ten feet higher than the proposed apartment structure. He said he understood this, but his statement still stood. Slides of the property under consideration were shown. Some dis- cussion followed concerning the off-site improvements that would be required. In response to comment from the audience, the difference between a rezone and a special permit was explained by the Chairman. Mr. George Lucker, representing the applicant, was present in the audience to answer any Commission questions. Stredicke asked about landscaping. Mr. Lucker pointed out the various areas on his plan indicated for landscaping. As there were no further comments, it was moved by Stredicke, seconded by Garrison, that the hearing be closed. Motion carried unanimously. ACTION: Moved by Racanello, seconded by Denzer, that the special permit ap- plication of Isaac Gamel for a 14-unit apartment building in R-2 district be approved. Further discussion followed concerning additional requirements for setbacks and screening, following which Racanello amended his motion to include provision of screening on the north side of the property; Denzer seconded the amendment. Amended motion reads as follows: Moved by Racanello, seconded by Denzer, that the special permit application of Isaac Gamel for a 14-unit apartment building in R-2 district be approved subject to provision of screening along the north side of the property. Motion carried; Stredicke and Garrison dissenting. REZONE APPLICATIONS %& (h) SPRINGBROOK LANDS, INC., Appl. No. R-454-68, rezone from G to R-3; property located vicinity SE corner Springbrook Road and S. 180th St. Renton Planning Commission Meeting April 24, 1968 Minutes Page 7 The Chairman described the application, and the Planning Director pointed out the location of the property on the zoning map. Slides of the property under consideration {as well as the rezone applica- tion to follow) were shown. The Planning Director stated this property was recently annexed to the City of Renton. The developer proposes medical and professiona offices on the property which would be allowed in the R-3 zone under special permit. He stated further that the Traffic Engineer is presently studying the need for additional right of way and the widening of Springbrook Road to four lanes with a possible fifth lane for left turn movements. Comments from the audience were invited. Dr. Baird Bardarson spoke on behalf of the rezone request, stating that his development would be an attempt to meet the needs of doctors for clinics and office space in conjunction with the new Valley General Hospital immediately to the north. He was asked if he would be agreeable to a continuance of this case to allow time for the Traffic Engineer to complete his study. Dr. Bardarson replied that a thirty-day continuance would be acceptable. ACTION: Moved by Ross, seconded by Denzer, that the rezone application of Springbrook Lands, Inc. be continued for thirty days. Motion carried unanimously. (i) WHITAKER-MARGULLIS-ANGLEMYER, Appl. No. R-455-68, rezone from G to R-3; property located vicinity SW corner Springbrook Road and S. 180th St. The Chairman described the application. The Planning Director pointed out the location of the property on the zoning map and stated the slides shown on the preceding application included this property which is directly across Springbrook Road from the Spring- brook Lands, Inc. property. : Comments from the audience were invited. Mr. Leon Margullis, one of the applicants, and Mr. John Bardessano, real estate broker, spoke on behalf of the rezone. The proposed development would include a medical clinic, nursing home and multi-family residential use. The Chairman asked the applicant if he would be agreeable to a con- tinuance of the application to allow time for a report from the Traffic Engineer concerning additional right of way requirements on Springbrook Road (see previous case). The applicant indicated he would agree to a continuance, but expressed the hope that the matter could be concluded at the next meeting. ACTION: Moved by Denzer, seconded by Ross, that the hearing on the Whitakerr Margullis-Anglemyer application be continued to the meeting of May 22, 1968. Motion carried unanimously. 5. Renton Planning Commission Meeting April 24, 1968 Agenda Page 3 Applicant has indicated that he will dedicate to the City an additional 10' right of way along west side of his property for 87th Ave. S. development. Proposed plan is in compliance with requirements of the M-P zone. (e) Benaroya Building, Appl. No. SA-461-68; property located in Earlington Industrial Park, SE corner 7th Ave. S. and Thomas Staff Comments: The proposed warehouse-office facility is located in the Earlington Industrial Park and is intended for development on a "for-lease" basis. The bays of parking and warehouse-office facilities would be rented or leased to individual concerns. The setback and parking requirements are in conformance with the M-P zone. The detailed landscape plan, however, has not been prepared at this time. The applicant has requested a general over-all approval of the site plan as submitted. This plan has not been previously reviewed by the Planning Commission due to the late submittal by the applicant. If further study is desired, recommend that the matter be continued to the May 8, 1968 meeting. (f£) Sound Floor Coverings, Inc., Appl. No. SA-462-68; property located in Earlington Industrial Park, SE corner 7th Ave. S. and Stevens Staff Comments: Letter submitted requesting site plan approval by applicant. This plan submitted indicates proposed site layout; does not include landscaping plans at this time. Request that the Planning Commission initiate study and review. SPECIAL PERMIT APPLICATION (g) Gamel, Isaac S., Appl. No. SP-456-68, special permit for apartment in R-2; property located on 88th Pl. S. between S. 126th and 128th Sts. Total Area--18,000 sq. ft. + Existing Zoning--R-2 Existing Use--single family residential Principal Access--90th Ave. S. and 88th Pl. S. Proposed Use--multi-family residential (14 apt. units) Comprehensive Plan--low density multi-family residential Staff Comments: Proposed development is for a two-story structure with one story above grade facing to the west on 88th Pl. S. and two stories on the east side on 90th Ave. S. Proposed development would not appear to interfere with the views of adjacent properties to the west, and all access would be from 90th Ave. S. Pedestrian access, however, would be from both sides of the building. The proposed development, for the most part, would have only limited effect on the single family residential properties to the west; however, adequate landscape screening along 88th Pl. S. should be provided. REZONE APPLICATIONS > (h) Springbrook Lands, Inc., Appl. No. R-454-68, rezone from G to R-3; property located vicinity SE corner Springbrook Rd. and S. 180th st. Total Area--6.6 ac. Existing Zoning--G Existing Use--single family residential and undeveloped Principal Access--Springbrook Rd. and S. 180th St. Proposed Use--medical center and professional offices Comprehensive Plan--partially medium density multi-family residential & single family residential Renton Planning Commission Meeting April 24, 1968 Agenda Page 4 Staff Comments: Proposed use for medical and professional offices would be allowed in the R-3 zone by special permit. Proposed devel- Opment involves 6.6 acres and if developed for multi-family resi- dential would permit approximately 250 apartment units. The density of development with medical facilities would impose definite access problems. The Traffic Engineer is presently studying the need for additional right of way and the widening of Springbrook Road to four lanes with a possible fifth lane for left turn movements. The question of right of way requirements has not been resolved at this time. The need for additional public right of way from points east and west on Springbrook Road is also being reviewed. Additional interest has been expressed regarding annexation and zoning for multiple use in this vicinity. It is felt that the Planning Com- mission should take a detailed look at this area and plans be drawn up as to where the cut-off point is going to be on the multiple zoning requests. It is suggested that an extension of two weeks be given to allow time for further study of this area. Lies (i) Whitaker-Margullis-Anglemyer, Appl. No. R-455-68, rezone from G to R-3; property located vicinity SW corner Springbrook Rd. and S,: ie0cm ety Total Area--4 ac. + Existing Zoning--G Existing Use--single family residential and undeveloped Principal Access--Springbrook Rd. and S. 180th St. Proposed Use--medical clinic, multi-family residential, nursing home Comprehensive Plan--partially medium density multi-family residential & single family residential Staff Comments: Proposed use for medical clinic, multi-family residential and nursing home would be allowable under the proposed R-3 zoning. The clinic and nursing home would require special per- mits, however. The existing right of way and access to such facilities would present definite problems and as indicated above, widening of Springbrook and possible lane for turning movements is being studied at this time. In view of the interest, it is anticipated that additional areas will be annexed to the City with accompanying rezone requests. The Commission should establish definite lines of demarcation and determine policy as would apply to future rezone requests. In view of the existing and proposed Comprehensive Plan, it is felt that additional time should be given to study the area as well as the application noted above. Racanelio stated the Planning Commission has established a precedent of 20-foot setbacks for the area, and that with a property the size of the applicant's, he felt there was adequate room for 20-foot setback requirements. Sterling stated he felt the Commission should consider the whole parcel in connection with setback re- quirements. The Chairman stated that in considering any parcel of land, he felt the Commission members should look at adjoining property as well. However, the Commission has no assurance that the buildings as indicated on the applicant's plans would be built and that plans could be changed to any configuration. He stated further it was hard to believe that the applicant could not get the buildings on the property and still meet the minimum requirements the Commission desires to set for development in the area. ACTION: After some further discussion among Commission members and Mr. Cook, it was moved by Racanello, seconded by Denzer, that this matter be taken up at the public hearing meeting on April 24, 1968 as origi- nally scheduled, Motion carried unanimously. 4.
