ZONING CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE CITY OF
RENTON FROM GENERAL CLASSIFICATION DISTRICT (G37200): TO RESIDENCE
DISTRICT (R-3)
WHEREAS under Chapter VII, Title IV (Building Regulations) of Ordinance No.
i523 known as the "Code of General Ordinances of the City of Renton", as amended, and

The Chairman described the application. The Planning Director
read a letter received from the City Engineer which stated the
Engineering Department had not received the information necessary
to complete the final plat check of this subdivision and recom-
mended a continuance. The Planning Director stated the school
district is acquiring the school site; the park site requires
submission by the developer of a revised legal description.

REZONE APPLICATIONS

The Chairman described the rezone application. The Planning
Director pointed out the location of the property on the zoning
map. Slides of the area were shown. The Planning Director stated
that this area will be involved in the proposed widening of Sunset
Highway, but at this time no definite plans have been received
from the State Highway Department.
Racanello suggested it might be in order for the applicant to
dedicate an additional 20 feet for right of way on Sunset inasmuch
as the State plans to widen the highway. He was concerned that the
State might have to purchase needed right of way at a high price
or even condemn a building. Other Commissioners felt this was a
State problem.
Stredicke was concerned about the fact that the property abuts
single family residences on its northern boundary (the Glencoe
Plat).
Ross discussed the possibility of R-2 zoning--either on the entire
parcel or perhaps the northernmost 200 feet. The applicant, Mr.
Edward Holcomb, stated the cost of land was too high to restrict
its use to R-2 and that he would prefer to guarantee that the
height of buildings constructed on the northern portion of the
property would not exceed two stories or 25 feet plus provide a
sight obscuring fence on the northern property line. He stated
further he would be willing to post bond to insure these statements.

Stredicke stated that under R-3 zoning there is nothing legally the
Commission can do to enforce screening to protect adjacent single
family homes. He asked the applicant if he would consent to R-3
zoning with adequate legal protection for the single family areas
to the north as to height of not more than two stories. The appli-
cant stated he would post bond to this effect or execute restrictive
covenants, whichever the Commission desired.
As there were no further comments from Commissioners or the audience,
it was moved by Stredicke, seconded by Ross, that the hearing be
closed. Motion carried unanimously.
ACTION:
MOVED BY STREDICKE, SECONDED BY DENZER, THAT THE APPLICATION OF
EDWARD A. HOLCOMB FOR REZONE FROM G-7200 TO R-3 BE GRANTED AND
FORWARDED TO THE CITY COUNCIL FOR APPROVAL AS IT AGREES WITH THE
COMPREHENSIVE PLAN. MOTION CARRIED UNANIMOUSLY.
The Chairman declared a brief recess at.9:50 P.M. The meeting was
reconvened at 10:00 P.M. All Commission members previously noted
were present.
(e) CAYFORD, M. AND HUSELAND, A., Appl. No. R-471-68; rezone
from G and G-6000 to R-3; property located on Lake Washington
Blvd. between S.E. 9Ist Pl. and S.E. 9lst St.
The Chairman described the rezone application and stated that
inasmuch as the Commission had visited the property several times
and were familiar with it, they would dispense with showing of
slides.
Comments from the audience were invited.
Mrs. Graham Bell, 9827 S.E. 9lst Place, asked what the applicants
intended to do with the property. She was advised that the zoning
requested would permit construction of apartment buildings. She
stated she was opposed to the rezone as such construction would
block her view of Lake Washington.
Mr. Amos Huseland, 10410 - 116th Ave. S.E., one of the applicants,
spoke on behalf of the rezone request. He stated he owned two of
the lots under consideration; that while in the county these two
lots were zoned for business, and such zoning was lost when the
property was annexed to Renton. Mr. Huseland stated an apartment
development would upgrade the area and be more desirable than the
modest rental dwellings now existing on the property. Upon
inquiry, Mr. Huseland stated the property was annexed to the City
early in 1960, but as sewers were not available, he did not request
rezone prior to this time. It is his understanding that sewers
will be available soon.
Mr. M. Cayford, 16640 N.E. 85th, Redmond, applicant, also spoke on
behalf of the rezone request.
Mr. Jim Fawcett, 9003 - 100th Ave. S.E. stated he was opposed to the
rezone as he did not want a three story apartment house in close
proximity to his home. He stated he realized a single family home
could be built to a height of 35 feet, just 5 feet less than an
R-3 apartment house, but he said a single family home would not
block the view like an apartment house could.

The Administrative Meeting of the Renton Planning Commission was called
to order by Vice Chairman Teegarden at 8:00 P.M.
1. ROLL CALL was taken by Secretary Denzer. All members responded
present except Garrison, Mola, Sterling and Stredicke. Sterling
and Stredicke arrived later in the meeting and were acknowledged.
2. APPROVAL OF MINUTES
As there were no corrections to the Minutes of the meeting of
May 22, 1968, the Chairman declared them approved as written.
3. NEW BUSINESS
The Planning Director described briefly the following items of new
business to come before the Commission at the June Public Hearing
Meeting and pointed out each location on the zoning map.
