The applicants have indicated they would dedicate the necessary right of way required by the City of Renton. We would appreciate your pursuing this matter and preparing necessary papers to consummate such right of way dedication immediately prior to the submittal of these approvals to the City Council. R-454-68; rezone from G to R-3; property located vicinity SE corner Talbot Road and S. 180th Street (continued from April 24, 1968) The Chairman described the rezone application; the Planning Director pointed out the location of the property on the zoning map. The Planning Director stated this application had been continued for 30 days to allow time to review the right of way needs on Spring- brook Road and S. 180th Street. The Traffic Engineer has presented two plans for consideration; one short range and one long range. These plans were presented to the Commission for their information. The long range development indicates the need for an additional ten feet of right of way on both sides of Springbrook Road, with an additional 20 feet of right of way on the south side of S. 180th Street. The Planning Director reviewed the existing and future needs re- garding vehicular traffic in the vicinity, particularly discussions with the County Traffic Engineer's office, State Highway Department and County Planning Department. The Vista Green River Transportation Plan with projections to 1990 was also reviewed. Comments from the audience were invited. Mr. Gary Cornell, repre- senting the applicants, stated they would be willing to dedicate additional property for right of way purposes since it would serve their proposed development more adequately. As there were no additional comments, it was moved by Stredicke, seconded by Denzer, that the hearing be closed. Motion carried unanimously. R-455-68; rezone from G to R-3; property located vicinity SW corner Springbrook Road and S. 180th Street (continued from April 24, 1968) The Chairman described the rezone application. The Planning Director pointed out the location of the property on the zoning map indicating it was directly across Springbrook Road from the Renton Planning Commission Meeting May 22, 1968 Minutes Page 7 Springbrook Lands property previously considered, but extended further south. Comments from the audience were invited. Mr. Leon Margullis, one of the applicants, spoke on behalf of the rezone request. Upon inquiry he stated he and the other applicants would be willing to dedicate an additional ten feet for right of way purposes along Springbrook Road, if desired by the City. - Further discussion followed concerning the extent of the proposed zoning for the properties under consideration. It was determined that the length of Parcels A and B approximated the length of the Springbrook Lands property across the street upon which R-3 zoning had been granted--approximately 600 feet. It was generally felt by the Commission that the R-3 zoning designation should not ex- tend farther south than 600 feet from S. 180th Street at this time. There was some concern indicated regarding the question of whether the land westerly of the property under consideration could be land- locked in the future. Mr. Margullis stated he has sold a 60-foot strip of land through the center of his property which could be used for access. Dr. John Smith stated he felt the Commission should not be judging the amount of R-3 zoning south of S. 180th Street in terms of feet but should allow for a more widespread clinic and professional of- fice development to tie in with the Valley General Hospital and the growing need and demand for these facilities in the valley area. It was determined that the R-2 zoning classification would permit offices and clinics by special permit as well as apartment develop- ment. As there were no further comments, it was moved by Denzer, seconded by Teegarden, that the hearing be closed. Motion carried unanimously. ACTION: MOVED BY DENZER, SECONDED BY RACANELLO, THAT THE PLANNING COMMIS- SION RECOMMEND TO THE CITY COUNCIL APPROVAL OF THE MARGULLIS- WHITAKER-ANGLEMYER APPLICATION AS PRESENTED AS IT COMPLIES WITH THE COMPREHENSIVE PLAN. Stredicke stated there are some substantial single family homes on the east side of Springbrook Road south of the Springbrook Lands property and he felt some consideration shovld be given to their protection. He stated further he would like the Commission and the applicant to consider R-3 zoning.on Parcels A and B with R-2 zoning on the southerly Parcel C portion of the application. The applicant was asked if he would consider amending his applica- tion to this effect. Mr. Margullis, who owns the aforementioned Parcel C, after some discussion with the Commission, stated he would be willing to accept R-2. It was confirmed that under R-2 the clinic, professional offices and multi-family use would be permitted by special permit from the Planning Commission. We feel that the existing 60-foot right-of-way on Springbrook Road is adequate to serve the future development of this area. We propose an 80-foot right- of-way on Southeast 180th Street. This will require an additional 20 feet from the property situated on the northeast corner. The developer proposes medical and professional] offices on the property which would be allowed in the R-3 zone under special permit. He stated further that the Traffic Engineer is presently studying the need for additional right of way and the widening of Springbrook Road to four lanes with a possible fifth lane for left turn movements. Comments from the audience were invited. Dr. Baird Bardarson spoke on behalf of the rezone request, stating that his development would be an attempt to meet the needs of doctors for clinics and office space in conjunction with the new Valley General Hospital immediately ‘to the north. He was asked if he would be agreeable to a continuance of this case to allow time for the Traffic Engineer to complete his study. Dr. Bardarson replied that a thirty-day continuance would be acceptable. The proposed development would include a medical clinic, nursing home and multi-family residential use. The Chairman asked the applicant if he would be agreeable to a con- tinuance of the application to allow time for a report from the Traffic Engineer concerning additional right of way requirements on Springbrook Road (see previous case). Renton Planning Commission Meeting April 24, 1968 Agenda Page 4 Staff Comments: Proposed use for medical and professional offices would be allowed in the R-3 zone by special permit. Proposed devel- opment involves 6.6 acres and if developed for multi-family resi- dential would permit approximately 250 apartment units. The density of development with medical facilities would impose definite access problems. The Traffic Engineer is presently studying the need for additional right of way and the widening of Springbrook Road to four lanes with a possible fifth lane for left turn movements. The question of right of way requirements has not been resolved at this time. The need for additional public right of way from points east and west on Springbrook Road is also being reviewed. Additional interest has been expressed regarding annexation and zoning for multiple use in this vicinity. It is felt that the Planning Com- mission should take a detailed look at this area and plans be drawn up as to where the cut-off point is going to be on the multiple zoning requests. The clinic and nursing home would require special per- mits, however. The existing right of way and access to such facilities would present definite problems and as indicated above, widening of Springbrook and possible lane for turning movements is being studied at this time. In view of the interest, it is anticipated that additional areas will be annexed to the City with accompanying rezone requests. The Commission should establish definite lines of demarcation and determine policy as would apply to future rezone requests. Conflicting ordinances are involved in sign control and revision is necessary. He stated further that the Assistant Planning Director has worked with the Building Department and the Board of Adjustment with reference to this matter, and the Board is very much interested in the question of sign control and ordinance revision. The Assistant Planning Director stated that the memorandum furnished each Commissioner this evening was a copy of a memorandum to the Board of Adjustment from the Building Department under date of March 1, 1967, and was for Commission information regarding sug- gestions for consideration in review of existing sign ordinances. The Planning Commission is empowered by ordinance to approve all sign applications in B-l zones, but due to press of other business the Planning Commission has not been acting on sign applications in recent years. The Building Director addressed some remarks to the Planning Com- mission concerning Building Department procedures, both past and present, and discussed some of the problems encountered by the Building Department during the course of its work, both regular duties and as the enforcing arm of the Planning Department and Planning Commission. ACTION: Moved by Stredicke, seconded by Denzer, that the matter of review of the Sign Ordinances be referred to the Committee of the Whole for discussion at the next work session.
