Dear Sirs :
This letter is to justify the reasons for my application for Rezone.
1. N.E. 3rd Street , as it becomes N.E . 4th Street - from Sunset
Highway to Union Avenue , is zoned either commercial or high density
multiple along the whole corridor, except for the property never
zoned other than 'general ' as it was brought into the city. This
would make the subject site proposed zoning consistent with the
zoning along N.E. 3rd street . The Monterey Terrace addition is the
only single family residential area along the said corridor. It will
provide a medium density development to buffer Monterey Terrace from
surrounding high density development.
2 . Said topography conditions , according to my Engineer and Architect,
make this site ideally suited for the residential development - as
applied for in this rezone. All utilities are available on the site.
3. Traffic created by the development should have adequate ingress and
egress via Blane and/or Monterey drive, which has a traffic light .
4. We intend to buffer the site, leaving as much natural vegetation on
the site with a minimum of cutting of trees . Additional Landscaping
will also be planted - thus maintaining a greenbelt along N.E. 3rd.
5 . It is intended, that during the construction stage of development ,
adequate safe-guards will be implemented to reduce any run-off or
dust that my be created which may affect Monterey Terrace or N.E. 3rd.
There is no stream on the site.

Introductior The State Environmental Policy Act of 1971 , Chapter 43 .21C , RCW, requires
all state and local governmental agencies to consider environmental values both for their
own actions and when licensing private proposals . The Act also requires that an EIS be
prepared for all major actions significantly affecting the quality of the environment.The purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a major action.

SUBJECT: Fir Tree Apartments - N.E. 3rd and Monteray Drive N.E.
In the proposed re-zone and development of multifamily developments, these
items should be considered:
1. Access control - no driveway on the N.E. 3rd shall be allowed.
2. Storm detention and storm water infiltration - all run off
from the building and pavement areas should be routed into storm
water infiltration system. All excess run off should be detained
as per City standards in critical drainage basins.
3. Stream preservation - the existing open creek should be preserved,
protected by easements, and have channel improvements.
4. N.E. 3rd Street - Additional street widening is recommended to
build an additional 3rd uphill truck climbing lane. Additional
right-of-way will be needed on the Fir Tree Apartment frontage.
5. Street improvements - sidewalks, street lighting, curb, gutters,
and underground utilities are all required along all frontages.

Dear Sirs :
This letter is to justify the reasons for my application for Rezone .
1 . N.E. 3rd Street , as it becomes N.E . 4th Street - from Sunset
Highway to Union Avenue , is zoned either commercial or high density
multiple along the whole corridor, except for the property never
zoned other than ' general ' as it was brought into the city. This
would make the subject site proposed zoning consistent with the
zoning along N.E . 3rd street . The Monterey Terrace addition is the
only single family residential area along the said corridor. It will
provide a medium density development to buffer Monterey Terrace from
surrounding high density development.
2 . Said topography conditions , according to my Engineer and Architect ,
make this site ideally suited for the residential development - as
applied for in this rezone. All utilities are available on the site.
3 . Traffic created by the development should have adequate ingress and
egress via Diane and/or Monterey drive, which has a traffic light .
4. We intend to buffer the site, leaving as much natural vegetation on
the site with a minimum of cutting of trees . Additional Landscaping
will also be planted - thus maintaining a greenbelt along N.E. 3rd.
5 . It is intended, that during the construction stage of development ,
adequate safe-guards will be implemented to reduce any run-off or
dust that my be created which may affect Monterey Terrace or N.E. 3rd.
There is no stream on the site.
