MICHAEL MAGULA, Police Department Tony Davis, Valley Daily News MOVED BY CLYMER, SECONDED BY STREDICKE, COUNCIL APPROVE THE COUNCIL MINUTES OF APRIL 27,1987, AS PRESENTED. CARRIED, Proclamation by Mayor Shinpoch declared the period of May 11-17, 1987, as Salvation Army Week in Renton, to honor the faithful and compassionate service of the Salvation Army in its commitment to improving the quality of life for millions of Americans through both spiritual guidance and a complete range of social programs. MOVED BY HUGHES, SECONDED BY KEOLKER. COUNCIL CONCUR IN THE PROCLAMATION. CARRIED. Councilman Hughes, Salvation Army Board member, announced that the Salvation Army will be celebrating its 100th anniversary in the Northwest with an open house to be held on Tuesday. May 19, 1997, from 3:00 to 5:00 p.m. at its headquarters, 720 Tobin Street. A proclamation by Mayor Shinpoch declared the month of May, 1987, as Older Americans Month, and the week of May 10-16, 1987, as Senior Center Week in Renton in appreciation for the reservoir of experience and depth 0 f knowledge possessed by our older citizens; and to support the Renton Parks Senior Center in affirming the dignity, self-worth and independence of older persons by facilitating their decisions, tapping their experiences, skills and knowledge and enabling their continued contribution to the community. MOVED BY CLYMER, SECONDED BY KEOLKER, COUNCIL CONCUR IN THE PROCLAMATION. CARRIED - Norma Valberg, 1724 Olympia Avenue SE, Renton, asked Council to advance to Ways and Meam Committee report regarding the Parker Final Planned Unit Development. MOVED BY KEOLKER, SECONDED BY HUGHES, COUNCIL ADVANCE TO WAYS AND MEANS COMMITTEE REPORT. CARRIED. Responding to Mrs. Valberg's concern regarding traffic volumes generated from the proposed Parker development located on the north side of SE Royal Hills Drive at the 2800 block, Transportation Committee Chairman Reed supplied her with a list of mitigating measures the developer has agreed to provide. To allow Mrs. Valberg time to review the information, the Ways and Means Committee report was held until later in the meeting. Jeff Lukins, 1113 S. 23rd Street, Renton, resident in Victoria Hills subdivision, addressed the Council regarding the stop work order placed on the Victoria HM3 Phase Il develoi-neui i"i Nvvtai4�- dte to weathei conditions. Noting that the developer has 67 days from June 1. the construction start date, to demonstrate that substantial construction is underway on the site, Mr. Lukins questioned whether the City*s intent would be met if Only two or three buildings of the total seven or eight proposed within the PUD were underway at the end of the 67 day period. He also questioned when the City would be ready to issue building permits based on changes suggested in a letter from the Bu�lding & Zoning Departmert to the developer on November 3, 1986, the day before the stop work order was issued. City Attorney Warren ad�iseo that the determination regarding substantial construction will be up tc. the Fuilding Director at the end of the remaining 67 day period, and last Novem'er, City staff wa-3 instructed not to expend any time on this proposal until the construction periocl resumed.
