Added letter from Finance Director Dan Clements was read recommending

that due to currert fluctuating bond market cerditicns, the City should

Seattle Northwest Securities rather than offer the issue for public sale. Bv
negotiating the sale rather than holding a put'lic bid opening, which must'be
set in advance, the City would be protected against selling in an abnormally
high interest rate climate and would instead have some flex:bility t- gauge
market conditions before selling. Ways and Means Committee r-h- man
Keolker indicated that this matter has been discussed in Comm.EEee and
action will be taken under Ordinances and Resolutions. (See later action.)
Police: Kent Drinking
Added letter was read from Nancy Mathews, Program Assistant for the Kent
Driver Task Force
Drinking Driver Task Force, 220 Fourth Avenue South, Kent, inviting Public
Safety Committee members, Police Chief Alan Wallis, and Crime Prevention
Officers to attend a meeting of the task force to discuss their alcohol server
training Program for hospitality industry employees, and join their efforts in
controlling drinking drivers. In cooperstion with the Washington Liquor
Control Board, free monthly training meetings are held for these employees,
whose jobs carry a high degree of responsibility and liability for making
appropriate decisions for their customers. Information is provided to assist
them in identifying minors and detecting Patrons who have reached their

Sur -face Water Drainage Ordinance; and referral of the ordinance to Ways and

drainage utility rates were established in Ordinance 04032 adopted in
December, 1986, ana Proposed changes will establish procedures fcr billing,
