Norma Valberg, 1724 Olympia Avenue SE, Renton, reported that her concerns regarding traffic generated from the proposed Parker PUD have been satisfied by mitigation measures proposed by the developer. Ordinance *4064 An ordinance was read approving a Final Planned Unit Development for n,� 4 PUD. Final, Parker, proptrity located on the north side of SE Royal Hills Drive sat the 280,0 block FPUD-024-85 for Parker, FPLTD-024-85. MOVED BY KEOLKER, SECONDED BY HUGHES, COUNCIL A DOPT THE ORDINANCE AS READ. ROLL CALL: 6 AY-F& TRIJAM, CLYMER, HUGHES, KEOLKER REED, MATHEWS. I NAY: STREDICKE. CARRIED. Chairman Keolker commended the developer for the manner in which he has conducted his negotiations with staff through the development process. Ways and Means Committee Chairman Keolker presented a report recommending the following ordinance for first reading: Storm DTainage Utility An ordinance was read creating Chapter 13 of Title VHI (Health and Sanitation) of City Code relating to determination of rates for storm and a -face water drainage, billing, adjustments and credits thereto, and ur establishing appeal procedures. MOVED BY KEOLKER, SECONDED BY CLYMER, COUNCIL REFER THIS ORDINANCE BACK TO COMMITTEE FOR ONE WEEK. CARRIED - Ways and Means Committee Chairman Keolker presented the following resolution for reading and adoption: Resolution *2678 A resolution —as read endorsing Regional Household Hazardous Waste Hazardous Waste Disposal Collection Day, sponsored by METRO, YMCA, King County, and other Pr,�zrsm jurisdictions, for collection of waste on May 30, 1987, in various locations within the County. MOVED BY KEOLKER, SECONDED BY HUGHES, COUNCIL ADOPTTHE RESOLUTION AS READ. CARRIED. Finance: 1987 Water- Ways and Means Committee Chairman Keolker presented a report Sewer Revenue Bond recommending corizurrence in the recommendation of the Finance Direector Issue Sale to sell the City's 198 7 Water 'Se-er Revenue Bonds in a negotiated sale -ith Seattle Northwest Securities, rather than public sale. MOVED BY KEOLKER, SECONDED BY CLYMER, COUNCIL CONCUR IN THE COMMITTEE REPORT. Finance Director Clements discussed fluctuating hond market ccnditions and rationale for the request. He also Poled that the City must bond its utility by mid -June at the latest. MOTION CARRIED. Vouchers Ways and Means Committee Chairman Keolker presented a report recommending approval of Vouchers 22022 through 32787 in the amount of SI.059,511-04, having received departmental certification that me rc hand ise/sery ices have been received or rendered Vouchers 32502 through 32512 m achine voided. MOVED BY KEOLiCER, SECONDED BY HUGHES. COUNCIL CONCUR IN THE COMMITTEE REPORT. CARRIED NEW BUSINESS Councilman Stredicke re -Quested a status report from the Administration AG: 86-016, Grady Way designating a completion date for the Grady Way project. City Attorney Project Warren explained that the project has been delayed due to problems with -eather and the City is cu-rrently in arbitratinn with the contractor due to dispute over suitability of materials along Grady Way which prevented work during —et weather. Further information was requested from the Public Works Department by Council. (See later discussion.) Parks: Jones Park Councilman Stredicke requested a report from the Administration designating Recreational Equipment a date for installation of recreational equipment in Jones Park.
