Popp SUEJECT: MV Properties Traffic Analysis Findings DAZE: July 6, 1983 INTRODUCTION This report analyzes the technical traffic access issues associated with development of the 6 acre MV Properties site on Carr Road in the City of Rerton. The zoning is P-1 thus allowing professional office use of the site. The applicant, however, is proposing a less intense use to minimize traffic impacts. The proposed development consists of 150 apartment units 6.0 acres x 25/acre) . A previous study by Christopher Brown analyzed traffic impacts with a retirement home complex on the site. Retirement hone use is also reviewed in this study as there is some local interest in this proposal . In addition an analysis of maximum possible site generation anc equivalent uses are reviewed under conditions with and without improve- merts on Carr Road. ThE narrative treatment in this study is limited to a summary of analysis, firdings , conclusions, and recommendations with heavy reliance on reader review of the attached calculation sheets. The intended audience for this study is the Traffic Engineering Department of the City of Renton and the client. TRIP GENERATION Apartment use of site produces 900 daily and 90 4-5 PM peak hour trips. Retirement complex use produces 850 daily and 44 4-5 PM peak hour trips and 106 3-4 PM peak hour trips . Medical office use produces 3200 daily and 272 4-5PM peak hour trips. The 4-5 PM peak hour period is the critical traffic condition and since apartment use is the proposal that is the analysis benchmark. LEVEL-OF-SERVICE ANALYSIS Under the apartment analysis condition the left turns from the project are theoretically estimated to operate at low LOS E (AM and PM) . However, the field gap measurements indicate that frequent acceptable gaps occur due to apstream and downstream signals at Benson and Talbot such that operational difficulties are not expected especially with the project access drive located in close proximity to Talbot Rd. Motorist perception would probably be that of a higher LOS. Othar street movements are OK, e.g. , left turns in from Carr Rd. are estimated in the LOS A range (AM) and LOS C (PM) . The PM left turns shoild not detrimentally affect operations on Carr Rd. as westbound volumes are light at that time. In the AM the project entering left turn volumes are almost negligible thus impacts on Carr Rd. operations are not expected to be significant. With a left turn acceleration lane on Carr Rd. the project exiting left turns are theoretically estimated to operate at LOS A in the AM and high E in the PM. However, the Talbot Rd. signal influence on PM gaps should result in a batter operation than predicted by the theoretical analysis method, especially witi the project access drive in close proximity to Talbot Rd. This alternative offers more safety for driveway operations than the no-build alternative. Memo to Daryl Connell , July 6, 1983, page 3. Under the signalized condition with access assumed at 98th Ave. S the inter- sec:ion is estimated to operate at LOS A. Higher LOS A operation would result under T-intersection operation. GAP ANALYSIS Observations of gaps of 5 seconds or more in both directions durino the AM and PM peak period were taken at the western edge of the property about 400 feet from the Talbot Rd. intersection. These observations indicated an average gap of 7.2 seconds in the AM and 9.4 seconds in the PM. These gaps occur at average rates of 1 .5 and 1 .1 gaps per minute during the AM and PM periods respectively. These gaps are created in the observed pattern by the sigials at Talbot and Benson Rd. In the AM the average gap of 7.2 seconds is slightly below the TRB recommended critical gap value of 7.5 secs. This , however, is not particularly trouble- some as the 7.5 sec value for critical gap is a rounded estimate which can increase or decrease in proportion to volume of traffic and delay, ie. , the longer the delay the shorter the acceptable gap. For many of us a 5.0 second gap is entirely adequate. Furthermore, the westbound AM vehicles were freluently slowing and moving to the outside lane producing more gaps in the inside lane than are represented by the field data. Bas :d on these findings it is concluded that acceptable gaps for left turns out from the proposed project site are and should continue to be available in the future at the western end of the property. SIG1T DISTANCE Due to the earthen bank adjacent to the sidewalk through the curved portion Mem) to Daryl Connell , July 6, 1983, page 4. of Carr Rd., sight distance for the site exiting vehicles limits the choice of driveway locations to the western and possibly the easternmost edges of the property. Desireable vehicle-vehicle sight distance requirements are 520 feet to the east for left-turn-out, 330 to the west for right-turn-out and 295' to the west for left-turn-in movements. The existing temporary site access drive located approximately 130' east of the western property line (station 22 + 50 on Carr Rd. ) is almost perfectly located for satisfying the 520' easterly sight distance requirement. Westerly sight distance requirements are readily met at this location. At the easternmost edge of the property (within 70' of the property line) sight distance to west is limited by brush and possibly earth to about 50' less than the desireable 330' . Assuming the amount of earth removal is not substantial , a right-in right-out plus left turn-in would be operationally feasible at this location. A left turn-out is not desireable as available gaps are not expected to be as plentiful at this location due to higher speeds and platoon dispersion effects from the Talbot Rd. signal . SIGNAL WARRANTS Signal warrants are not met for this project proposal . Warrant I - Volume warrant is not met for the minor street volume. Similarly, Warrant 2 - interruption of heavy main street flow - is not met for the minor street. The Warrant 2 volume is a minimum of 53 side street vehicles per hour on one approach for each of eight hours. The project estimated volume is 25 vehicles per hour for this condition. Therefore, a signal is not warranted under the apartment development scenario. Memo to Daryl Connell , July 6, 1983, page 5. MAX :MUM PROJECT TRIP GENERATION The level-of-service analysis suggests that the maximum trip generation pos:;ible without street improvements occurs under the proposed 150 unit apartment use of the site. Theoretically however this operation remains in the LOS E range although the gap analysis suggests that the gaps would occur with signal cycle regularity such that motorist perception would probably be that of a higher LOS. Under a signalization scenario the maximum possible trip generation and building areas at LOS C are as follows for alternative uses of the site: Apartments = 10,200 ADT; 1675 units Medical Office = 12,800 ADT; 319,000 SF Nursing Home = 13,100 ADT; 4850 Beds These capacities could be expected to decline in proportion to volume increases on Talbot Rd. after 1984. The left turn acceleration lane improvement concept provides a margin of inc-eased capacity which the level-of-service analysis suggests might be roughly equivalent to doubling the apartment traffic, i .e. ,1800 ADT. See discussion above relative to LOS E conditions. RECOMMENDATIONS 1 . Provide an unsignalized main access driveway located at approximately station 22 + 50 on Carr Rd. (130' ± east of the western property line. ) This driveway should have a 2-lane exit throat. 2. A limited secondary access point at the eastern edge of the property is operationally feasible if sight distance obstruction to the west can be eliminated. Movements should be limited to right-in, right-out, and left turn-in by appropriate channelization. This letter is an appeal from Condition 1 contained in the Final Declaration of Non-Significance. Condition No. 1 contains the following language : 1 . A sixty (60) foot wide easement through the property is to be conveyed to the City from the intersection of Carr Road and 98th Avenue S .E. to the south property line of the subject property. " In my opinion, the imposition of that condition is specifically prohibited by Chapter 49 (Engrossed Senate Bill No. 4972) , Laws of 1982 , First Ex. Sess . Section 5 of that statute prohibits any city from imposing any tax, fee, or charge, either direct or indirect on the classification or reclassification of land. The exception applies only to dedications of land or easements pur- suant to RCW 58 . 17 . 110 dealing with plats . It is not applicable to reclassifications . Further, the need for the requested dedi- cation does not arise from the reclassification of the subject property, but is solely for the benefit of serving another piece of property which currently is owned by the State of Washington and has no satisfactory access . It should further be noted that the requested dedication is not a part of any comprehensive road plan and, in fact, will never, because of its location, be a part of any further road scheme to the south. Except for the steeper easterly portion of the site that will be landscaped, the site will be terraced downwards to the west for a series of two story buildings. Parking areas will be constructed adjacent to each building for the residents ' convenience. A recreation facility will be centrally located in a separate structure. All open areas will be landscaped to enhance the appearance of the complex and to buffer the structures from the adjacent roadway. The traffic engineer' s report recommends the main access driveway to be located on Carr Road approximately 130 feet east of the western edge of the site. A limited secondary access joint can also be located at the eastern edge of the property but this driveway is not required. All buildings on the site will be specifically designed to afford maxi- mum views to the residents. This particular site is higher than any of the land to the north, west or south so view potential must be maximized. III JUSTIFICATION OF PROPOSAL This application for R-3 zoning should be granted in that it not only conforms to the City of Renton Comprehensive Plan and Land Use Policies but it is a reclassification that is both appropriate and timely. A. Comprehensive Plan The 1979 Southeast Renton Comprehensive Plan indicates that a smaller western portion of the site be used for P/QP and the balance of the site be used for medium density housing. Since there is a ready supply of land available for the P-1 usage and since this site is traffic sensitive, the applicant has chosen the R-3 designation as the most practical alternative for immediate construction in spite of the decreased land values in an R-3 zone. B. Comprehensive Plan Land Use Policies This application is in the public interest to be granted based on the following land use policies of the City of Renton: 1 . "Encourage in-filling of sites that have services and utilities in place. " This site had been by-passed by extensive development to the east within King County due mainly to the lack of adequate water pressure in the Valley General Hospital area. This problem has been solved and no additional services or utilities are needed for the development of this site. 2. "Encourage the development of uses that will be compatible with adjacent and proposed uses and that will be beneficial to the community. " a) Valley General Hospital - The majority of the 1 ,500 full-time employees at the hospital drive long distances to work due mainly to the fact that there is no local housing that they can afford. This developement will be affordable and conveni- ent for some of these employees to walk to work. As the hospital expands there will be an additional demand for afford- able housing in this area. b) Professional and General Offices - There is presently over 130,000 square feet of office space surrounding the hospital with an estimated 800 jobs connected with these offices. These personnel will likewise find it convenient to have affordable housing within walking distance of their offices. An indirect benefit of this development will be to ameliorate peak traffic congestion in this area as more people will be given the opportunity to live close to their work. c) Single Family Residential - Due to the continued expansion of Valley General Hospital and its related professional offices, the single family residences in the immediate area are continuing to appreciate in value. Some of these residences have already been converted to professional offices and ulti- mately this area will be converted to other uses. This project will further enhance these land values . 3. "Preserve as much as possible the natural characteristics of the land, including topography, native vegetation and views. " This development will convert an existing eyesore into a pleasing addition to the Valley General area. The highly visible eroded eastern hillside on this site will be fully landscaped and the scrub trees and underbrush along Carr Road will be cleaned up and corrected with good landscaping. The view potential of this site will be maximized for the residents with no detrimental view obstruction to the surrounding residents . C. R-3 VERSUS P-1 ZONING CLASSIFICATION Even though the increased land value of a P-1 classification more than offsets the cost of a required traffic signal (See Traffic Report) , there are some factors that do not make the P-1 classification a viable alternative at this time. 1 . Competition - There are too many sites at this time that are better suited for professional offices in the immediate area. See Location Map) These other sites are closer to the hospital and do not have the high traffic volumes immediately adjacent to their site. 2. Traffic - The traffic report indicates that a medical building on this site would generate 3,200 trips per day whereas the proposed multi-family usage generates only 900 trips each day. Even though the engineer can solve this traffic impact with a signal , it is evident that these medical offices would have to be built in phases which would make the front-end expense of a signal prohibitive. 3. Need for Multi-Family Residential - The Gateway Apartments located west of Talbot Road are now under construction and will be filled by the time this development is completed. Furthermore, the applicant envisions a different type of complex that will not directly compete with the other project. The applicant therefore, has concluded that the R-3 usage is a viable alternative that can be developed immediately following rezoning. It will expand the tax base of Renton and will be an immediate benefit to the commun- ity instead of staying vacant after zoning. IV ENVIRONMENTAL CHECKLIST FORM - MITIGATING MEASURES The following items are keyed to the Environmental checklist form included herein (See Exhibit 11 ) . A. Item II - 1 EARTH It will be necessary to stabilize the eastern hillside on our property. This will include the grading of the hillside to remove the ravines caused by water run-off (See Photographs) . The slopes will be com- pacted and landscaped to prevent any future soil erosion. The toe of the slope will be retained by a rock or concrete retaining wall equipped with suitable engineered fill and drain lines connected to the drainage system if this area is needed for a building or parking . The 20 foot strip of land along Carr Road will be cleaned up of brush and dead trees and will be landscaped to present a much better appear- ance. B. Item II - 3 WATER Since this site is an abandoned gravel pit, the level plateau area has been compacted by heavy earth-moving equipment that prevents normal absorption. In addition there is no vegetation to break up the soil . Consequently, small ponds and surface seepage can be observed on the site during the winter (See Photographs) . South of this site there is another gravel pit area owned by the State of Washington that is presently in operation. The change in absorption rates and surface water run-off patterns that we envision will be a positive change. We will install drain lines along the southern property line to intercept the subsurface drainage and direct it into our drainage and detention system. Secondly, we will break up the compacted surface of the site and landscape around the buildings and parking areas to allow proper absorption of rainwater. The regrading of the site will remove the ponding that now occurs. The detention system, designed according to Renton standards, will prevent any uncontrolled run-off that probably now occurs during a 10 year rainfall period. The engineered discharge will be tied into an existing 24" stormdrain under Carr Road. This stormdrain is tied in directly to a 48" manhole across the road (See Photographs) . This development will remove a water run-off problem that now exists on this site. C. Item II -13 TRANSPORTATION/CIRCULATION See Traffic Study prepared by William E.
