SUBJECT: REVISIONS TO 43RD STREET ENTRANCE
The following statements summarize our telephone conversation on the above date.
I) Field verification of the location of an existing fire hydrant and an existing
electrical power vault has revealed that these services were erroneously lo-
cated on our site plan. They are indicated on our original site plan dated
July 7 , 1984 as being located just west of the 43rd Street entrance drive and
between the existing sidewalk and the new parking area. In fact, they are lo-
cated approximately in the middle of the entrance drive as originally shown and
between the sidewalk and the street.
2) We are proposing to shift the entry drive eastward two parking spaces as indi-
cated on the enclosed revised site plan. This is the most cost effective solu-
tion and one that we do not feel adversely affects the internal or external
circulation.
3) You felt that such a solution would not be negative in its impacts ; however,
you suggested we have this revision reviewed by Garry Norris in the Traffic
Department.
CDA is proceeding with the project based on the above statements being correct.
Please notify CDA immediately if there are any corrections or additions to this
report.

r. Shanks stated he was affiliated with Commercial Design Associates, the architects for the
roject; that they agree with the information presented in the report with two exceptions:
1. Staff indicates there is a 12" water line running north/south through the middle of the
property; the applicant is obtaining a title search which will show where the water line
does lie but they do not believe it runs through the property as indicated by staff.
2. Applicant would request some flexibility in the material selection and design for Building
B" rather than being tied down to the specified type/color in the staff report; the
building is to be used as a restaurant and the marketing approach may require some
alteration from the staff report.
Mr. Shanks asked if the Examiner had any questions regarding the parking requirements.
The Examin r stated he was concerned whether one or two buildings comes under the
requirements of a shopping center.
Mr. Shanks pointed out the Renton City Code does allow a joint use of parking facilities.
The Examiner called on the Engineering Supervisor for testimony. Responding was:

Mr. Bergstrom stated he does not have personal knowledge of where the line is on the property;
if there are interfering water mains on this property,, this is routinely handled by relocating
prior to the final site approval; that this would be at the expense of the applicant.
Mr. Blaylock stated there was a boundary line adjustment done on this property, so there may
actually be a water line running between the two lots.
The Examin r called for further testimony in support. There was none. The Examiner then
called for to timony in opposition to the request. There was none.
The Examin r closed the hearing at 9:25 a.m. and noted his report/decision would be issued
within fourteen days.
FINDINGS, CONCLUSIONS & DECISION:
Having reviewed the record in this matter, the Examiner now makes and enters the following:
FINDINGS:
1. The applicant, Webb Reid, the Reid Group, filed a request for approval of a site plan for
two b ildings in the M-P Zone.

Committee (ERC), responsible official.

PUBLIC HEARING: After reviewing the Building and Zoning Department
Report, examining available information on file with the
application, and field checking the property and
surrounding area, the Examiner conducted a public hearing
on the subject as follows:
The hearing was opened on February 14, 1984, at 9:00 a.m. in the Council Chambers of the
Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner.
The following were entered into the record, as follows:
Exhibit #1: Yellow file containing the application, staff
report, and other documents pertaining to
posting and publication.
Exhibit #2: Site Plan dated January 17, 1984, as
submitted by the applicant.
Exhibit #3: Elevation drawings of the proposed buildings
A" and "B".
Roger Blaylock, Zoning Administrator, presented the staff report. He noted the subject
property consists of two acres in an M-P zone; that the applicant wishes to construct a small
retail shopping center and in the future, construct a small restaurant.
Further, Mr. Blaylock noted the ERC has issued a declaration of non-significance for the
subject site without conditions being imposed; that there would be a total of 21,687 square feet
for both buildings and this would require a total of 119 parking spaces; that this is based upon
the shopping center requirements for parking.
The Examiner asked what defines a shopping center. Mr. Blaylock stated that there is nothing
in the city's code that defines shopping centers; the applicant and staff both felt it would be
more of a shopping center than merely a retail business.

4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. The subject proposal met with no opposition from the public.
6. The subject site is located on the north side of S.W. 43rd Street just east of Lind Avenue
S.W. between the',existing Koll Business Park and the Farmers Insurance Company.
7. The subject site 'was annexed into the city in April of 1959 by Ordinance 1745, as
amended by Ordinance 1764. The site was initially zoned G (General; single-family
residential; minimum lot size - 35,000 sq. ft.). The site was reclassified to M-P by
Ordinance 2533 in December of 1964 and Ordinance 3012 in March of 1976.
8. The site is presently undeveloped, although with the construction of the Lind and S.W.
43rd Street L.I.D.'s, curb, gutter, and sidewalks have been installed, and street trees
have been planted.
9. The two buildings the applicant proposes constructing will be approximately 17,467 sq.
ft. and 4,200 sq. ft., respectively.
The larger building will be utilized for retail operations, while the smaller building will
house a restaurant.
10. The buildings will receive a treatment similar to that of the adjoining Koll complex,
although the applicant desires the ability to modify the final exterior treatment.
11. The applicant proposes landscaping the interior of the parking area, as well as providing
landscaping along the edge of the site to mitigate loss of wildlife habitat.
12. The applicant, relying on shopping center standards, will provide 128 parking stalls, nine
more than required for a center of this size.
13. A water main may run through the middle of the property. A lot line adjustment, which
moved the former property line along which the water line presumably ran, omitted this
detail. The main may have to be moved at the aplicant's expense.
14. The parking and access to the site is governed by an access agreement with surrounding
properties. Access will be via S.W. 43rd Street.
CONCLUSIONS:
1. The site plan appears to serve the public use and interest. The plan includes both
exterior landscaping to blend with existing development and the street trees and interior
landscaping in the parking areas.
In addition, to mitigate loss of open space formerly used by wildlife, the applicant
proposes additional landscaping along the subject site's western boundary.
2. The exterior treatment is planned to blend with the existing business park located east of
the subject site.
3. By previous approval, access to the site will be integrated with the surrounding
development permitting easier flow between uses and the adjacent streets.
4. The development; of the site will increase the tax base of the city and will provide
additional employment opportunities in the valley.
5. The plan is appropriate in light of the Green River Valley Comprehensive,Plan.

property con ists of two acrgs in an M-P zone; that the applicant wishes to construct a 'small
retail shoppin. center and in the future, construct a small restaurant.

Further, Mr. Blaylock noted the ERC has issued a declaration of non-significance for the
subject site ithout conditions being imposed; that there would be a total of 21,687 square feet
for both buildings and this would require a total of 119 parking spaces; that this is based upon
the shopping 'enter requirements for parking.
The Examine asked what defines a shopping center. Mr. Blaylock stated that there is nothing
in the city's code that defines shopping centers; the applicant and staff both felt it would be
more of a shopping center then merely a retail business.

4. Plans for the proposa have been reviewed by all city departments affected by the
impact of this develop ent.
5. The subject proposal met with no opposition from the public.
6. The su ject site is located on the north side of S.W. 43rd Street just east of Lind Avenue
S.W. b tween the existing Koll Business Park and the Farmers Insurance Company.
7. The su ject site was annexed into the city in April of 1959 by Ordinance 1745, as
amend d by Ordinance 1764. The site was initially zoned G (General; single-family
residenitial; minimum iot size - 35,000 sq. ft.). The site was reclassified to M-P by
Ordinance 2533 in December of 1964 and Ordinance 3012 in March of 1976.

8. The site is presently Jndeveloped, although with the construction of the Lind and I S.W.
43rd S reet L.I.D.'s,, durb, gutter, and sidewalks have been installed, and street trees
have been planted.

D. PHYSICAL BACKGROUND:
1. Topography: The subject site is relatively flat.
2. Soils: A small portion of the eastern most portion of the property consists of
Snohomish Silt Loam (So). Permeability is moderate in the upper part of the
profile and moderately rapid in the lower part. Available water capacity is
high. Runoff is slow and the erosion hazard is slight. Stream overflow is a
severe hazard. This soil is used for row crops, pasture. and hay.
The majority of the subject site consists of soil known as Woodinville Silt
Loam. (Wo). slopes are less than 2%. Permeability is moderately slow. The
available water capacity is high. Runoff is slow, and the hazard of erosion is
slight. Stream overflow is a severe hazard unless flood protection is
provided. This soil is used for row crops, pasture and urban development.
3. Vegetation: The subject site consists of grasses and native brush.
4. Wildlife: The existing vegetation provides some suitable habitat for birds.
5. Water: None was observed on the site.
6. Land Use: The subject site is currently undeveloped although curbs,
sidewalks, and Norway Maple have already been provided along S.W. 43rd
Street and Lind Avenue S.W.
E. NEIGHBORHOOD CHARACTERISTICS:
The area surrounding the subject site consists of retail/office complexes to the
north and east, a small business use to the south. and a building used for insurance
offices to the west.
F. PUBLIC SERVICES:
1. Utilities:
a. Water - A twelve inch water line is located along the northern property
line; a sixteen inch line along Lind Avenue S.W.; a twelve inch water
line along the south property line; a twelve inch line near the south
property line; and a twelve inch line runs north/south approximately in
the middle of the property.
b. Sewer - A METRO sewer line is located near the southern property line
with an I eight inch sewer line located along the west property and
middle of the site connecting to the METRO sewer. In addition. an
eight inch sewer line is located along the east property line by Lind
Avenue S.W.
c. Storm Water Drainage - A storm water retention/detention system will
be required by the applicant.
2. Fire Protection: Provided by the City of Renton as per ordinance
requirements.
3. Transit: METRO Transit Route #155 operates along S.M 43rd Street (S.
180th Street) adjacent to the subject site.

L. DEPART ENT ANALYSIS:
1. The applicant, Webb Reid of The Reid Group, is a requesting site plan
approval for the ,construction of two buildings totalling 21,687 square feet of
commercial retail space on a ±2.05 acre lot. The proposal will focus and have
dir ct access onto .South 43rd Street with utilization of common access
easements along tiwo of the adjacent sides where it interfaces with Koll
Burliness Park.
2. . The building design shows two basic buildings. Building "A" will have
approximately 17,467 square feet, while Building "B" will be approximately
4,210 square feet. The one story building will use a stucco and metal finish.
The stucco will be biege in color while the metal roofing will be forest
green. The buildings will be accented with a rust trim.
3. The total of 128 parking spaces have been provided on-site. Twenty-five
percent of these parking spaces are compact stalls. Parking has been
calculated for a shopping center based upon the probability that Building "B"
will be a restaurant while Building "A" will be utilized by retail commercial
shops. Required parking would be approximately 119 parking spaces for the
designated square footage at 5.5 parking spaces per 1,000 square feet for a
shopping center. The applicant has provided the required 5% interior
landscaping of the parking lot by creating islands at the end of parking aisles
and approximately in the center of the parking area.

4. The on-site landscaping will blend with the established themes of the
adjacent Farmers Insuance building to the west and the existing Koll Business
Park to the east. A street tree theme of Red Maples will be utilized along
SW 43rd Street. On site landscaping will include a mixture of English Ivy,
lawn grass, rhododendrons and Photinia. The site plan appears to have
provided the required 2% wildlife mitigation area on the west side of Building
A"; however, at this point, the area is to be designated in sod and should be
replaced with vegetation that provides a food source for the wildlife, such as
Kinnikinnick or Cotoneaster. Final approval of the type of planting material
should be required at the time of building permit approval by the Landscape
Architect.;
5. Access to the site will be off of S 43rd Street which has recently been
approved to provide a two-way left turn lane. The Public Works Department
sees no problem in accessing the site from this improved roadway. In
addition, internal circulation has been reviewed by the Fire Department for
emergency access and turning radius. The specific plans were revised in
January to reflect the proper turning radius.
6. Various department's comments are attached for the Hearing Examiner's
review. The Public Works Department's Utility Engineering Division notes
that latecomer's agreement for sewer and a systems development charge for
sewer is also applicable. The Fire Department's comments concerning access
and turning movements have been addressed by the applicant in the revised
plans dated January 17, 1984.
7. In general', the site plan is very precise and appropriate in blending the
development of the Koll Business Park to the Farmers Insurance building.
The facility will be an extension of the general retail uses presently
occupying the Koll Business Park. The site plan and architectural designs
blend with the character of the adjacent one story buildings along SW 43rd
Street. Access and public utility are all present to provide an effective and
appropriate development of the site.
M. DEPARTMENTAL RECOMMENDATION:
Based upon the above analysis, it is recommended that.the site plan request, file
SA-01-84, be approved as presented in the plans dated January 17, 1984.

The following statements summarize our telephone conversation on the above date.
1 . The Ciity of Renton is presently looking at revising the comprehensive plan
for the valley. They have decided to wait until those comprehensive plan
changes are in effect before making any changes to the existing zoning
ordinances.
2. The comprehensive plan changes will not be in effect until March at the
earliest.
CDA is proceeding with the project based on the above statements being correct.
Please notify CDA immediately if there are any corrections or additions to this
report.

Dear Mr. Medina:
On January 11, 1984, the Renton Environmental Review Committee met to discuss the
above referenced site apptov! l application. In the course of our review, it was decided '
that additional information dialing primarily-with site access would be needed before the
Committee will issue an environmental declaration-for this project. Specifically, items
needing more nformation are as follows:
1. Site A cess
The Fie Prevention Bureau has addressed the concern that access through the site
for fire vehicles does not meet standards per the Uniform Fire Code or City
ordinate. Fire lanes ground the buildings must be a minimum of twenty (20) feet
in widthand turning radium are to be a minimum of forty-five (45) feet.
Easem nts are shown along the north and east property lines. Show the true widths
of thes easements on the adjoining properties as well.
More i formation is also needed on how the circulation of this site plan relates to
the adjacent occupancies of the Koll Business Park and Farmers Insurance.
2. Water Utilities
Provide information as to what water utilities are presently installed and show
locations of fire hydrants in the vicinity.

Department at your earliest convenience so that an environmental determination can be

I . BACKGROUND.
6. Nature and Brief Description of the Proposal
An 89,377 square feet rectangular site with two commercial buildings.
Building "A" is an L-shaped 17 ,467 square feet retail building, Building
B" is a 4,200 square feet pad for restaurant use. Parking for 128 ve-
hicles will be provided.
7. Location of Proposal
Located on the: north side of South 43rd Street between the East Vali y
Highway and Lind Avenue, the proposal encompasses the vacant lot be-
tween the existing Farmer' s Insurance building on Lind Avenue, and the
Koll Business Center on the highway. The site is flat with little or
no vegetation, and is encumbered with 15 foot wide water main easements
on the eastern and northern property lines. These easements will also
be utilized for ingress/egress. The property is approximately 220 feet
deep and 406 feet wide.
II . ENVIRONMENTAL IMPACTS.
3. Water.
b. Approximately 85% of this site will be covered with impermeable sur-
faces , increiasing the amount of surface water run-off. The site
will have a storm water detention system. The increase will not bur-
den the existing sub-regional drainage basin.
6. Noise.
There will be a (brief increase of noise on the site during the construction
phase of the proposal . After development, the noise level will return to
normal .
7. Light and Glare.
The proposal will require safety and security lighting for the parking
areas and around the buildings. Light levels will be kept to the mini-
mum safe standards, and fixtures will be mounted on 12 foot high poles with
non-glare cut-off diffusers to minimize glare.

13. Transportation/Circulation.
a. The proposal will create traffic flow to and from a site where no
traffic exists now, but such traffic is well within the expected
levels for developments in this zone.
b. The proposal will create a demand for new parking on the site, but
the off-street parking stalls provided will adequately meet this new
demand.
d. The proposal includes a new curb-cut, thirty feet wide, onto South
43rd Street. Its location and degree of use should be such that it
will not adversely affect the level of service of existing facilities .
14. Public Services.
a. The proposal is a new pair of buildings that will require fire pro-
tection. A fire alarm system will be installed in accordance with
Renton Fire Department standards.
b. Occasional surveillance of the site by the Renton Police Department
may be required if some tenants are more susceptible to thievery than
most. Such surveillance is likely to be within the scope of duties
already provided to the neigboring sites.
15. Energy.
b. Lighting, heating, and air-conditioning will be provided to the occupants
of both builidngs . Each of these amenities will require energy, the
levels of which will be well within the Washington State Energy Code ' s
limits.
16. Utilities.
a. The two new buildings will require power for lighting, heating and
air-conditioning. Natural gas may be required by some users providing
foodLrelated services .
b. The occupants of the two new buildings will require telephone service
to the site.
c. The occupants of the two new buildings will require hookup to the
domestic water supply already serving neighboring sites .
d. The two new buildings will be connected to the sewer system presently
serving the neighboring sites.
e. The site will have a stormwater detention system that will be connected
to the system presently serving the entire Koll Business Center plat,
of which this site is a part. The additional stormwater run-off will not
burden the existing sub-regional drainage basin.

Enclosure:Extruded aluminum housing. Lamp and

ballast chambers sealed with silicone gaskets. Extruded
aluminum door frame hinged at back and secured by
tempered stainless steel latch at front to permit ea6y access
to lamp and ballast. Plate glass'A"thick. Davit ar
included with luminaire.
Reflector: Faceted mirror reflectors of specular a odized
high purity aluminum. Reflectors and lampholde
assembly can be rotated 90°to change the light
distribution pattern without changing luminaire
orientation. Lampholder is set to provide Type III ES
distribution, can be readily changed in the field t provide
Type II IES distribution. •
Ballast: Mercury vapor:constant wattage autotransformer,
HPF. Metal halide: autostabilized, HPF. High pre sure
sodium: non-regulated HPF. Mounted on removes le tray
with quick disconnect plug-in wiring for simplifi d
maintenance.
Finish: Black or bronze baked acrylic. Lamp co partmerit
interior: heat resistant white.
Poles: Selection shown on page 91. Drilling tern lates
provided with luminaire.
Wall Plates: Wall mounting plates are availabl: for

The following statements summarize our meeting on the above date.

Once the City of Renton accepts both a complete application for site
plan approval (land luse -hearings examiner process) , and a building permit
application (consisting of at least a site plan and foundation plan) , then
the site in question ,ill always be subject to and governed by the zoning
ordinance in effect !at the time the applications are accepted, regardless
oflsubs quent revisions to that ordinance. In other words, if CDA makes
application to the City of Renton for site plan review of a retail develop
ment in a M.P. zonelunder the present ordinance, and applies for a building
permit with drawings showing only a site plan and foundations) , also under
the pres'ient ordinance then the hearings examiner will approve or disapprove
ofthe site plan based on its merits with respect to the M.P. zoning
ordinance in effectlat the time of the application, and retail uses allowe
inithe existing zoning ordinace will always be allowed on the site.
o On Noven1ber 9, 8:00 prm. , at the Renton Municipal Building, there will
be a public hearing op the proposed draft of the new M.P. zoning ordinance
The new ordinance would restrict retail uses to those which serve the
manufacturing park directly. Questionable uses may be conditionally allowed
by the Ilanning Department' s decision.

Jennette Samek statd that she doesn' t believe that the new M.P. zoning
ordinance will be in effect by January 31 ; most likely it won't be law un-
til March 1, or later.
CDA is proceeding with the project based on the above statements being corre t.
Please notify CDA immediately if there are any corrections or additions to this
report.
