APPLICANT:1 CITY OF RENTON, DEPARTMENT OF PUBLIC WORK.

North at approximately the 500 block.
SUMMARY OF REQUEST: Applicant seeks approval of a site plan to allow a municipal
water booster pump station to be located in a P-1 coned
district (West Hill)

BUILDING & ZONING The Building & Zoning Department Report was
DEPARTMENT REPORT:received by the Examiner on February 14, 1984.
PUBLIC HEARING: After reviewing the Building and Zoning Depart ent
Report, examining available information on file with the
application, and field checking the property and
surrounding area, the Examiner conducted a public he-ring
on the subject as follows:
The hearing was opened on February 21, 1984, at 10:20 a.m. in the Council Chambers o the
Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner.
The following exhibits were entered into the record:
Exhibit #1: Yellow file containing the application, taff
report, and other documents pertainirg to
posting and publication.
Exhibit #2: Site Plan showing the subject site.
Roger Blaylock, Zoning Administrator, presented,the staff report. He noted the Comprehe'sive
Plan designation for the subject site is P-1 (Public/Quasi-Public Use) and the site is actually a
part of the airport property. The applicant is seeking approval of a site plan to allow a
municipal water booster pump station (West Hill Pump Station) which will be buried inifo an
embankment with very little visibility of the structure. The building will be a 7,500 square', foot
solid concrete structure; that there will be a new access drive to the site and parking will be
provided within the enclosadl security-fence area. The roof of the structure will be covered
with sod and the only physical feature that would alert anyone of a structure at this site viould
be the cyclone fence; the site is already heavily landscaped and additional landscaping will be
provided; and this facility should not impact the traffic on Rainier Avenue in any way.
Mr. Blaylock further stated the ERC has issued a declaration of non-significance for this site
and all departmental commen s are in support of the proposal.
The staff recommends approval of the requested site approval.
The Examiner inquired as to the type of cyclone fence to be used, noting the new type of
fencing being;used rusts at an early stage so that it does not appear to be a new construction
and possibly entice vandalism. Mr. Bergstrom of the Public Works Department noted the new
fence will be a galvanized steel chain link fence; that he has problems with the material us d,in
the type of fencing referred to by the Examiner.
Mr. Blaylock suggested the possibility of planting ivy that would climb the fence and still
provide the security needed for this site.

The Examiner called for further testimony. There was no one in attendance at the hearing
other than representatives from the Building & Zoning Department and from the Public works
Department.
There being no further testimony offered, the hearing was closed at 10:27 a.m. The Examiner
noted his decision would be issued within 14 days.
FINDINGS, CONCLUSIONS & DECISION:
Having reviewed the record in this matter, the Examiner now makes and enters the followin :
FINDINGS:
1. The applicant, City of Renton, Department of Public Works, filed a reques for
approval of a pump station site plan.
2. The application file containing the application, the State Environmental Policy Act
SEPA) documentation, the Building & Zoning Department Report, and other
pertinent documents, was entered into the record as Exhibit #1.
3. Pursuant to the City of Renton's Environmental Ordinance and SEPA, a Declar tion
of Non-Significance has been issued for the subject proposal by the Environmental
Review Committee (ERC), responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. The subject propoIsal met with no opposition from the public.

6. The subject site isl located on the west side of the West Perimeter Road of the
Renton Airport, almost directly west of the Airport's control tower.

7. The subject site slopes downward from west to east.
8. The', pump station will provide water to the West Hill portion of the city by pumping
water to the proposed West Hill Reservoir.
9. The completed facility will contain approximately 7,500 sq. ft. The complex will be
protected by a cyclone fence and will provide secured parking within the fence for
the periodic maintenance vehicle.
10. The facility will be a bunker-type facility in that it will be partially buried in the
sloping bank off of Rainier Avenue N. Sod will be placed on the roof to blend the
complex with the landscaped bank.
CONCLUSIONS:
1. The proposed pump station will serve the public use and interest. The pump station
will lift water to' the proposed West Hill Reservoir. The new reservoir will provide
additional domestic water and will provide added protection in the way of increased
fire'.flow to hydrantlis on the West Hill.
2. The facility has been designed to blend with its immediate surroundings -- the bank
in which it will be partially buried.
The roof and adjacent land will be suitably landscaped so that the site does not
intrude visibly into the landscape of the West Perimeter Road.
3. Any vegetation removed during excavation and construction will be replaced and
restored.
DECISION:
The site plan for the pump station is approved.

Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must be filed
in writing on or before March 12, 1984. Any aggrieved person feeling that the decision o the
Examiner is based on erroneous procedure, errors of law or fact, error in judgment, o the
discovery of ;new evidence which could not be reasonably available at the prior hearing may
make a written request for review by the Examiner within fourteen (14) days from the da a of
the Examiner's decision. i This request shall set forth the specific errors relied upon by suchappellant, and the Examiner may, after review of the record, take further action as he d ems
proper.
An appeal to I the City Council is governed by Title IV, Section 3016, which requires that such
appeal be filed with the City Clerk, accompanying a filing fee of $75.00 and meeting ther
specified requirements. Copies of,this ordinance are available for inspection or purchase i the
Finance Department, first floor of City Hall.
The Appearance of Fairness Doctrine provides that no ex parte (private one-on one)
communications may occur concerning land use decisions. This means that parties to a lan use
decision may not communicate in private with any decision-maker concerning the proposal.
Decision-makers in the land use process include both the Hearing Examiner and members f the
City Council. I
All communications concerning the the proposal must be made in public. This permi s all
interested parties to know the contents of the communication and would allow them to openly
rebut the evidence. Any 'violation of this doctrine would result in the invalidation o the
request by the Court.
The Doctrine applies no only to the initial public hearing but to all Requests for
Reconsideration as well as Appeals to the City Council.

1. Topography: The subject site has a moderate slope from east to west.
2. Soils: Alderwood Gravelly Sandy Loam (AgD), 15 to 30% slopes. Runoff is
medium and the erosion hazard is severe. The slippage potential is
moderate. T his soil is used for timber and pasture.
3. Vegetation: The Vegetation on the subject site consists of grasses.

L. DEPARTMENT ANALYSIS:

1. The applicant, the, City of Renton Public Works Department, is requesting
site plan approval to construct a new municipal water booster pump station in
a P-1, Public Use zone. The facility will be located between Rainier Avenue
North and the Airport Perimeter Road South.
2. • The approximately 700 square foot concrete building will be buried into the
embankment along the airport's Perimeter Road South. The site is directly
west of the FAA control tower. The proposed elevation and cross section
shows that the facility will not be visible from Rainier Avenue North. This
pump plant will supply water to the proposed West Hill Reservoir and
complete the necessary water supply system for West Hill.
3. No parking is required for an unoccupied public facility. The building is one
large mechanical room; however, secured parking for one vehicle is provided
imrilediately adjacent to the building on the south side.
siteThe site will be heavily landscaped. The roof of the pump plant will be soded
over. Any vegetation that is removed or disturbed will be replaced. The only
sign, of the facility from Rainier Avenue North will be a new cyclone fence.
5. The Environmental Review Committee has issued a declaration of
non-significance based upon the fact there are not any adverse environmental
impacts.
6. The departmental comments all support the proposal.

7. The Public Works', Department has designed a facility that is sensitive to, the
subject site and the exposure to the public eye.
M. DEPARTMENTAL RECOMMENDATION:
Based upon the above analysis, it is recommended that the Hearing Examiner
approve the site plan requests, file SA-009-84.

Introduction The State Environmental Policy Act of 1971, Chapter 43.21C, RCW, requires
all state and local governmental agencies to consider environmental values both for their
own actions and when licensing private, proposals. The Act also requires that an EIS be
prepared for all major actions significantly affecting the quality of the environment.
The purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can with the information
presently available to you. Where explanations of your answers are required, or where
you believe an explanation would be helpful to government decision makers , include your
explanation in the space provided, or use additional pages if necessary. You should
include references to any reports or studies of which you are aware and which are rele-
vant to the answers you provide. Complete answers to these questions now will help all
agencies involved with your proposal to undertake the required environmental review with-
out unnecessary delay.
The following questions apply to your total proposal , not just to the license for which
you are currently applying or the proposal for which approval is sought. Your answers
should include the impacts which will be caused by your proposal when it is completed,
even though completion may notloccur until sometime in the future. This will allow all
of the agencies which will be involved to complete their environmental review now, with-
out duplicating paperwork in the future.
NOTE: This is a standard formlbeing used by all state and local agencies in the State

The pump station will be located between Rainier Ave S. and
Perimeter Rd in the City of Renton opposite the Renton airport
FAA Control Tower. The pump station will be of the earth-sheltered
type (partially underground) .
