Item 1: The development of the site has a maximum of 200 units and we propose to place 188 units on the property in four buildings. The buildings will be constructed of concrete and will be very fire resistant. The site will be well landscaped and blended into the natural surroundings. The portion to the South will have a large buffer strip consisting of the right-of-way which won't! be constricted for vehicle traffic due to the excessive slope. The East portion of the project has two (2) abutting right-of-ways with a ditch area between them at various points. The area to be developed is Lincoln Avenue which is the traveled roadway. The adjacent right-of-way to the site is not opened and has a drainage course cutting through it. The drainage area will be a blend of natural and professional landscaping. The area will be enhanced with additional evergreens. The trees will be the type of which are common to the Padific Northwest. The landscaping on the site will be a shown on the plans. The intensity of development will enhance the existing site and surrounding community. Item 2: The property adjacent to the proposal has natural barriers to the East, West and South. The West has a dropoff of about 30 feet to a lower plateau with industrial businesses. This type of use is compatible with the condominiums proposed. The southerly and easterly adjacent right-of-way are also natural buffers. The area to the east is elevated above the site and will not be damaged because of the natural vegetation. A two story-stick development was laid out and the site was crowded with 100 units. As the height of the project increased, the ratio of open space increased proportionately. The parking has a better layout and allows 50% to be covered. By using the building concept, the parking is covered and there is a maximum of open space. Therefore, the adjacent property is enhanced, rather than damaged. Page 2 of 2 Item 3: The storm sewer construction will follow the natural drainage pattern which exists at the freeway. We have made a complete analysis of the May Creek Basin in this area and the contributing land. The City has approved our design for filling the property down stream at the outfall. We will design the on-site system with 100% retention and require oil-water seperators at the outfalls. The offset storm water will take its natural course along the easterly property line. The driveways to the project will have culverts large enough to handle a 100 year. flood. All engineering will be examined and approved by theCityofRentonEngineer. Item 4: The utilities will he installed at the developers expense. Water will he extended to the North and intersect with the existing main. This procedure will create a loop system and increase the reliability forfireflow. An adequate number of fire hydrants will be placed stra- tegically on the site. The guard on the gate at night will help enchancethepoliceprotection. The method of landscaping will not allow the project to be a throughfare. Therefore, a minimum of problems are expected from the residents. Item 5: The existing homes in the area will notice little view1. blockage because the natural vegetation has already made a barrier which will conceal the new buildings. Item 1: The development of the site has a maximum of 200 units and we propose to place 188 units on the property in four buildings. The buildings will be constructed of concrete and will be very fire resistant. The site will be well landscaped and blended into the natural surroundings. The portion to the South will have a large buffer strip consisting of the right-of-way which won't be constricted for vehicle traffic due to the excessive slope. The East portion of the project has two (2) abutting right-of-ways with a ditch area between them at various points. The area to be developed is Lincoln Avenue which is the traveled roadway. The adjacent right-of-way to the site is not opened and has a drainage course cutting through it. The drainage area will be a blend of natural and professional landscaping. The area will be enhanced with additional evergreens. The trees will be the type of which are common to the Padific Northwest. The landscaping on the site will be a shown on the plans. The intensity of development will enhance the existing site and surrounding community. Item 2: The property adjacent to the proposal has natural barriers to the East, West and South. The West has a dropoff of about 30 feet to a lower plateau with industrial businesses. This type of use is compatible with the condominiums proposed. The southerly and easterly adjacent right-of-way are also natural buffers. The area to the east is elevated above the site and will not be damaged because of the natural vegetation. A two story-stick development was laid out and the site was crowded with 100 units. As the height of the project increased, the ratio of open space increased proportionately. The parking has a better layout and allows 50% to be covered. By using the building concept, the parking is covered and there is a maximum of open space. Therefore, the adjacent property is enhanced, rather than damaged. 40 Page 2 of 2 Item 3: The storm sewer construction will follow the natural drainage pattern which exists at the freeway. We have made a complete analysis of the May Creek Basin in this area and the contributing land. The City has approved our design for filling the property down stream at the outfall. We will design the on-site system with 100% retention and require oil-water seperators at the outfalls. The offset storm water will take its natural course along the easterly property line. The driveways to the project will have culverts large enough to handle a 100 year. flood. All engineering will be examined and approved by the City of Renton Engineer. Item 4: The utilities will be installed at the developers expense. Water will be extended to the North and intersect with the existing main. This procedure will create a loop system and increase the reliability for fire flow. An adequate number of fire hydrants will be placed stra- tegically on the site. The guard on the gate at night will help enchance the police protection. The method of landscaping will not allow the project to be a throughfare. Therefore, a minimum of problems are expected from the residents. Item 5: The existing homes in the area will notice little view blockage because the natural vegetation has already made a barrier which will conceal the new buildings. The road pattern will loop throughout the project allowing parking to be convenient to all buildings . The project will have City of Renton water and sewer. The fronting road is to be constructed to the city of Renton standards. The storm sewer will be approved by the City of Renton. The development will have/88units in 4- buildings. There will be a mix of one, two and three bedroom units. All of the design and documents will be in accordance with the rules and regulations of the City of Renton. There will be two entrances which front on NE 40th. Each unit will allow a small area for personal up keep. Each individual unit will have the use of the recreation pool , tennis courts and the jogging trails. 7) The project site is located at the north portion of the city limits in the area knoiJn a5 AZIY G'R66K. The property slopes to the west and north from the existing road. The fronting road will have a 6 to 8% slope. The site has B-/ zoning. The site area will allow the 2DO units . The site has an existing well which has a 15 foot pressime. Sand has been taken from the site in the past years . The sand was sold and hog fuel was brought back in and stock piled. There are no structures or development on the site. A water main is on the south line of the project. An existing apartment complex is located about 400 feet northeast in King County. 9) Planning approval ; Engineering approval , building permits, disposal site permits, City of Renton water and sewer permits, hydraulic project approvals, right of way construction permit. B-la) Excavation of approximately 9,000 cubic yards of earth will occur in the area on the total site. The total site needed to be graded and all material will stay on site except for any unsuitable. landscaping and berm areas will be built from onsite cut material . All of the on site 9ra,2 . should not create a change in geologic substructures . Clay may be encountered in some areas which will be removed and replaced with pit run. b) There will be grading on the project site that will compact road subgrades and parking areas . Soil will be removed on site from one location to another. The top soil will be removed and stockpiled before grading can be accomplished. There will be some clearing of brush and small alders . Some of the open space will be regraded in the recreation area. c) The topography on site will change under control of approved engineering plans. There are plans to cut roads, fill low areas and landscape building sites . The City of Renton has rules and regulations for grading and excavation control which shall be complied with. d) The site area has been a sand pit in the past. The taking of material has ceased and has not reoccured for many years . The earth work on the project will not modify any unique geologic features . e) With the removal of some vegetation and placement of surfaces by construction of both buildings and roads there will be an increased potential of erosion. The City of Renton controls the site drainage and will prevent erosion. The city requires that a drainage plan be accompanied by a grading plan. 2a) The work on the site with heavy equipement will have a short term localized effect, as to air quality. Automoble traffice from the residents 2/5 in the newly created dwelling will have an effect on air quality but federal laws are striving for increased clean air control on all automobles . The emissions from the home heating will be at a minimum due to electrical heat. b) The automob?u traffic may cause a slight long term increase of emissions to the general area due to exhaust. 3a) The ultimate destination of the runoff from the site will be Lake Washington. The location of Lake Washington is directly to the west. The water from the site will not contribute to a surface stream or change the direction of flow. The water of Lake Washington out lets into Lake Union and then to Puget Sound. b) The absorption rate will change on the site due to the impervious surface such as roads parking area, roofs, and sidewalks . The landscaped areas will change the rate to a slight degree. Through City of Renton Drainage Control the onsite erosion control ordinance the new rate of run off will be controlled during the time of construction and after completion. Therefore the surface water runoff will be handled in an approved mannor. c) There should be no change in the flow if flood waters. The erosion control plan will not allow water to leave the site at an excellerated rate from the sites original condition. The lake which is the ultimate destination does not have a flooding flow action. d) The flow of surface water will remain the same, due to the erosion and sedimentation control plan. e) The bulk of the area may contain some contaminates which may be absorbed through the surface and reach the ground water table. Contaminates during construction may be dust and possibly materials from the operation of construction equipement. there will not be an uncontrollable discharge of materials or water into any body of water. There will be a temporary erosion control plan in force to allow the destribution to be effective. f) Groundwater will have a minimum perced from the surface due to the increase in impervious surface. The ground water will continue to flow in the existing pattern. g) The amount of ground water will be less due to the impervious surfaces . The water which is perced into the ground water system will not be redirected. Any shallow excavation may intercept near surface groundwater. This type of ground water would them make a new course to the main flow of water. There will not be any withdrawls from the ground water system or the existing well . 1) The City of Renton will supply the water for this project. There hasn't been any indication that there would be a reduction in the amount of water for public use. 4a) Development of the property will reduce the density of species only on this site. The surrounding area have the same variety of plants and grass. The site consists of approximately 5 acres of small trees and ground cover, underbrush. The site will be cleared and re-graded. The area which holds the recreation facilities will also be graded. There are no aquatic plants on this site to my knowledge. 3/5 b) There are no unique, rare or endangered species of flora to my knowledge. c) As buildings are completed, landscaping will take place. New types of plants will be placed on the site, trees both evergreen and deciduous, shrubs both evergreen and flowering. Most all of the new plants will be purchased at local nurseries. Therefore, all plants will be aclimated to the Pacific Northwest area. 5a) The animal life will be relocated by migration to immediate adjacent properties. The construction of utilities is a noisey dusty job, and most animals will relocate at that time. The small animals will relocate to the adjacent property first. The insect population would be affected the same as the animals and birds . b) There are no unique, rare or indangered species of fauna to my knowledge. c) The new families that move in will bring in pets such as cats, dogs, birds and fish. The dogs and cats will make their presents felt on the existing animal population that hadn't relocated when construction was going on. The type of animals, which will be imported, are common to human habitation and are easily acquired from pet stores. d) The site is not part of a flyway for birds and is not a migration habitate for ground animals. 6) The construction of utilities, roadsand buildings will create a noise pattern which is standard for this type of project. Maximum noise levels should range from 79 to 91 dBa. City of Renton has no noise level limitation for the construction phase. The working hours will be from 7:00 AM to 10:00 PM on weekdays and 9:00 AM to 10:00 PM on weekends . The increased noise level is short term. The long lasting noise level will come from the people residing in the units, automobi6 . traffic, powered landscaping tools , home appliances and entertainment. Traffic noise will be proportionate to driving in the complex . 7) Street, building and parking lighting will be introduced to the site. Care will be taken to insure safe lighting and reduce glare. Parking lot lights will be located as close to the ground as possible. The evening vehicular traffic will have intermitant glare, by having the area properly landscaped the headlights will not be a problem. 9) A long term residential use will be committed with the development of this project. There will not be any agriculturii land use for the duration of this project. The development will consume energy and conservation materials asphault, glass, concrete, wood, metal and chemical compounds . The construction materials have the potential to be recyclable or recoverable if the project is demolished. 10) The construction stage will be the most hazardous time on the project. The limitations would be construction accidents or miscellanous accidents caused by human error. All local and state safety laws will be strictly adhered to. 4/5 11) The construction of the project will be an orderly growth of the area. To the north is an appartment complex with 3.05 persons per household the project will - have 610 new residents. There are onsite recreation facilities to help accomodate the community needs . 12) Any area needs for new housing will be partially met by the proposed development. The 200 units will be completely modern and will be constructed to all building codes . The area has enough general services to meet the shopping needs of the new development. 13a) The 200 new families will increase the traffic in the area by approximately 1250 trips per day. The street fronting the project is routed to the north to the freeway 405 which goes to Renton and Bellevue. The route to the south is to Renton. The existing roads in the area are all weather surfaced and well maintained. b) There may be an impact on existing parking. The units will provide two parking spaces per unit. One of the spaces will be covered. c) Any bus systems which have routes in the area are more that likely to be used. Bus transportation is an ideal method of travel to and from this area. d) New families will be introduced into this area. Goods and services will follow. Shopping patterns will evolve from the new residents to meet the community needs. The goods will be brought to the shopping centers from warehouses in the general area. f) There will be an increase potential for traffic accidents. The areas in the site will have careful design to have suitable grades. Site distance will be taken into consideration during design. All intersections will meet a City of Renton codes. The final road construction drawings will be approvad prior to any site work. 14a) The new residents will increase the responsibilities of the City of Renton Fire Protection District for fire and emergency aid needs. The city will insure implementation of all fire protection requirements. b) The development will create increased demand for police protection. The units will be well lit, have strong locks and windows which should discourage crime. The City of Renton Police Department will be responsible for this area. c) The increase of new residents will not impact the Renton School District. d) The new development will have tennis courts, a swimming pool and a walking and jogging trail throughout the area. e) The water system will be up graded. Streets will need to have a program of up grading in the whole area. The portion that is bordering the plat will be constructed according to the City of Renton code. f) Renton has librarys and reading rooms . The city also has access to Hospital and medic units . 5/5 15a) The construction of the development will require gasoline, diesel fuel and electricity to power heavy equipement and machinery. The forms of construction are very common and are readily available. 16a) Power is being supplied by Puget Power and Light Company. Any gas needed will be supplied for Washington Natural Gas Company. Lines and facilities are in the area for both utility companys. b) Pacific Northwest Bell Telephone Company will not have any problems servicing the complex . c) The City of Renton has water lines in the area and will not have any problem servicing the complexes. d) The City of Renton has sewer lines in the area and will be able to service the complex. e) The City of Renton requires that all new complexes build and maintain the necessary storm water detention for onsite run off.
