Although the structures as proposed would exceed the' standards of Federal Aviation Regulation Part 77 (transition surface), the proposal is in conformance with the approved airport layout plan and would not cause a greater adverse effect than existing obstructing structures in the same area. As such, we have no objection to the proposal provided the hangars are lighted with aviation red obstruction lights in accordance with FAA Advisory'Circular 70/7460-1F (enclosed) . Sincerely, Mark A. Addendum #3-81 to LAG 08-79, Addendum #2-81 - Renton Aviation has asked to lease the portion of land that lies adjacent to its leased propertybythelWestPerimeterRoad. This is a narrow strip of land which willhavetobebuiltupandwalledtoaccommodateautomobiles. Renton Aviation needs this additional parking space for its new facility thatisbeingbuilt. The lease contains 14,864.31 sq. ft. Because of thehighconstructioncoststoturnthisareaintoparkinglots, it wasdeterminedthatforthebalanceoftheleaseperiod, i .e. to August,1985, this area would be leased for $1 .00 per year. When the leasesarerenegotiated, the costs associated with this project will be amor-tized at the same rates the main lease pays and the rental rate forthisportionwillbere-evaluated at that time. RECOMMENDATION The Aviation Committee recommends that the City Council approve thisleaseandauthorizetheMayorandCityClerktosignit, subject totheapprovaloftheCityAttorney. The Aviation Committee recommended approval of negotiated rates Leases on three leases for Aero-Dyne _Corporation: (1) LAG 1608-69 Sup. 3-81 - Three years $.12 per sq. ft. Includes old Vocational School Building at no additional rent for period of lease; will be renegotiated in 1984 and re-evaluated. (2) LAG 1816-71 Supple- ment #3-81 Three years $.12 per sq.ft. (3) Apron "C" Lease: Area sub-leased from The Boeing Company; total amount of footage credited to Boeing is 99,800 sq. ft. In•the new agreement Aero- Dyne agreed to pay $.11 per sq.ft. for entire 99,800 sq.ft.; formerly paying for 80,340. Agreement between the City and Boeing provides Boeing with authority to give City/Aero-Dyne 90-day lease termination notice during the three-year period. . Net increase to Revenue on the three leases: $10,669/24 per year. The Com- mittee recommended approval of negotiateirates on these three leases and authorize the Mayor and City Clerk to sign, subject to approval of the City Attorney. SA-077-81 LOCATION: West side of Renton Municipal Airport at the northwest entrance to the airport. SUMMARY OF REQUEST: The applicant seeks site approval in a P-1 zone for construction of four airplane hangars to house private aircraft. SUMMARY OF ACTION:Planning Department Recommendation: Approval with conditions. Hearing Examiner Decision: Approval with conditions. PLANNING DEPARTMENT The Planning Department preliminary report was received by REPORT: the Examiner on September 30, 1981 . PUBLIC HEARING: After reviewing the Planning Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing was opened on September 22, 1981 at 9:00 a.m. in the Council Chambers of the Renton Municipal Building. Roger Blaylock, Associate Planner, requested that the hearing be continued to October 6, 1981 to allow the City of Renton Aviation Committee the opportunity to grant final approval of the proposal . The hearing was subsequently continued to 9:00 a.m. on October 6, 1981 . CONTINUANCE: Responding to a request from the applicant, the hearing was again continued to October 20, 1981 . CONTINUANCE: The hearing was reopened on October 20, 1981 at 9:40 a.m. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. Roger Blaylock, Associate Planner, presented the Planning Department preliminary report, and entered the following exhibits into the record: Exhibit #1 : Application File containing Planning Department report and other pertinent documents Exhibit #2: Site Plan Referencing the original site plan, the Examiner noted that a question had arisen regarding whether sufficient parking space can be provided by the applicant , particularly with the requested addition of four hangars. Mr. Blaylock advised that the Aviation Committee has agreed to lease additional land on the west side of the West Perimeter Road, and plans exist for construction of a two tier parking deck which would be completed along with the expansion of the facility. Responding to the Examiner's inquiry regarding violation of the required setback from Rainier Avenue, Mr. Blaylock stated that no violation would occur because setback requirements on primary state arterials have been recently modified. The Examiner requested testimony by the applicant. Responding was : Charles Roberts President, Renton Aviation 840 W. Perimeter Road Renton, WA 98055 Mr. Roberts submitted a letter received this date from the Federal Aviation Administration advising approval of the subject proposal if certain conditions are met. The letter was entered as follows by the Examiner: Exhibit #3: Letter to Charles L. Roberts from Mark A. Beisse, F.A.A. , undated SA-077-81 Page Two Mr. Roberts discussed the building setback established in the original Airport Master Plan which coincided the lease line with the building setback a distance of 400 feet from the centerline of the runway. Subsequently, the lease line was moved out a distance reel. and established at 375 feet from the centerline and extended the full length of the west side of the airport to benefit Renton Aviation, Fancher Flyways, Puget Power, Job Master and the Boeing Company. However, at that time, no adjustment was made in the building setback line, and Mr. Roberts indicated that application for a variance has been made to allow construction up to the 375 foot line. The Aviation Committee of the Council , representatives of the Boeing Company, and the Federal Aviation Administration have shown support for the proposal to build to the setback line, although the FAA must still issue a final approval form. Regarding the proposed height protrusion of the structures of 10 feet, Mr. Roberts advised that no objections have been received from Boeing Company officials if proper lighting is provided. Parking provisions were addressed by Mr. Roberts, and it was noted that the most recent drawing for the service facility located at the south end of the site has been reduced in square footage, thereby reducing parking requirements. The 69 parking spaces provided in the original proposal have been increased to 160 stalls . Addressing the concern regarding availability of property between the current west property line and the east line of Perimeter Road, Mr. Roberts submitted a lease agreement which is currently in the process of approval by the City Attorney 's office prior to execution. The lease was entered as follows: Exhibit #4 : Lease Agreement (City of Renton to Renton Aviation, Inc.) Mr. Roberts indicated that a five foot side yard setback on the mutual property line between Boeing and the applicant's property had been required during previous site approval review, and a variance is being requested by the applicant to allow maximum utilization of space. He noted that no objections regarding this matter have been • received from either the city staff, the Aviation Committee or the Boeing Company provided city codes for fire requirements are met. The original proposal had also addressed sight problems at both the north and south entrances to the site, and as a result, the north entrance has been eliminated entirely. The leased property line shared with the Boeing Company bisects the south entrance, and security and gates are a cooperative effort. Sight problems which exist in that area are a result of the original decision of the city some years back and location of an existing fence required by the FAA for certification. In addition, access from the subject site is to West Perimeter road, a non-public street with a restricted speed limit, and no accidents have previously occurred. The Examiner requested testimony in support or opposition to the application. There was no response. He then invited final comments from the Planning Department staff. Mr. Blaylock noted that the legal publication for the hearing specified only the addition of four hangars on the site, and the authority for approval of other factors in the site plan would be under the discretion of the Examiner. Since no further comments were offered, the hearing regarding File No. SA-077-81 was closed by the Examiner at 9:50 a.m. FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDINGS: 1 . The applicant, Renton Aviation, Inc. , filed a request to construct four additional hangars at the Renton Municipal Airport. 2. The application file containing the application, SEPA documentation, the Planning Department report, and other pertinent documents was entered into the record as Exhibit #1 . 3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971 , RCW 43.21C, as amended, a Declaration of Non-Significance has been issued for the subject proposal by the Environmental Review Committee (ERC) , responsible official . 4. Plans for the proposal have been reviewed by all city departments affected by the impact of this development. 5. There was no opposition to the proposal expressed. 6. All existing utilities are available and in close proximity. I SA-077-81 Page Three I 7. The subject property is located on the west side of the Renton Municipal Airport, just east of the West Perimeter Road near the northwest entrance to the airport. The property is owned by the city and leased to the applicant. 8. The applicant proposes constructing four additional hangars at the airport to house private airplanes. In addition, parking facilities will be expanded to accommodate ' additional vehicles. The applicant has not expanded the building complex on the subject site to the full extent of plans approved in May of 1980 (File No. SA-038-80) , and, therefore, less parking for that structure is required. Any additional expansion plans would have to be reviewed to determine if sufficient parking at this location is available. 9. The Traffic Engineering Department was concerned about the access to the site from Perimeter Road and about landscaping interfering with sight distance. I 10. The applicant also proposed modification of the building subject to the provisions, and a one-hour fire wall will be required. Such plans must be consistent with all city codes :and ordinances and approved by the Fire Department. 11 . The application must be reviewed under the criteria enumerated for a conditional use permit pursuant to Section 4-710(1 ) (I) (2) which requires a conditional use permit for facilities constructed at the airport. 12. There havejbeen no accidents in the intersection of the subject site's access and the airport Perimeter Road. The Perimeter Road is not a public street, but a road which serves a municipally operated airport. 13. Certain aspects of the hangars including height and setback from the centerline of the runways is subject to independent review by and approval of the Federal Aviation Administration. 14.' The landscaping plans submitted by the applicant were conceptual in nature. The plans for the concrete retaining wall will be subject to approval of the Engineering and Building Departments. 15. The subject site is zoned P-1 (Public/Quasi-Public) and the Comprehensive Plan ,and the Airport Master Plan indicate that airport related uses should be constructed and contained at the perimeter of the airport. 16. The applicant has eliminated the northerly access, and thereby, the associated sight clearance problems are an additional concern of the Traffic Engineering Department. CONCLUSIONS: 1 . The subject proposal appears to serve the public use and interest. The Airport Master Plan and the Comprehensive Plan indicate that the land situated in and around the airport should serve flight-related activities including the storage of private; airplanes and facilities in which such planes may be serviced. 2. The plans are also subject to review and approval of the Federal Aviation Administration, and, therefore, the location of the structures will be carefully monitored to provide for the safety of aviation at the airport. 3. The additional ,hangars will not overcrowd this area of the airport and will serve the growing public demand for such facilities. 4. The ongoinlg operations of the airport will not be jeopardized by the construction, and the residents nearby should not be adversely affected by the inclusion of the additional hangars at the Renton Airport. 5. The land at the airport is a very limited resource, and therefore, the proposal appears toy make the best use of this resource by locating parking in a tiered arrangement rather than spreading it over greater surface areas. 6. The applicant has eliminated the northerly access which had the sight clearance problems, and its access has not caused any previously recorded traffic problems. Access is onto the Perimeter Road and that road is not a public street right-of-way. 7. Subject to the approval of the appropriate city officials, the landscaping, concrete retaining wall and other structural improvements appear satisfactory. SA-077-81 Page Four DECISION: The conditional use permit and site plan are approved subject to: 1 . Approval of the concrete retaining wall by the Engineering and Building Departments. 2. Approval of the landscaping by the city's Landscape Architect. 3. Approval of the layout and location of fire-related improvements by the Fire Department. 4. This license denial was brought up by Mr. Nelson who explained that this party had submitted two licenses. One was denied because it was a warehouse-type business and a subsequent appeal was denied. The second application was to be for a Amway-type business which was what the Board denied at the previous meeting. Moved by CLEMENS, seconded by NORRIS, that the Board re- consider the Schultek application and ask them to send a detailed letter explaining what their home occupation will actually be. MOTION CARRIED q. Deferral of Parking Improvements, Renton Aviation Hangar Expansion, 840 Perimeter Rd. Chuck Roberts of Renton Aviation explained that the construction of a new hangar was scheduled for completion the 7th of February and before they can obtain an occupancy they need to provide parking facilities. Also, he indicated they have adequate parking, i .e. , around 110-120 parking stalls at present. He BOARD OF PUBLIC WORKS 2- January 20, 1982 went on to explain that where they would have to install parking facilities now under the requirements of the occupancy permit, would have to be removed at a later date because of further new construction. He asked for the deferral as a natural progression of their expansion. Chairman Houghton read responses from Traffic Engineering and Design Engineering who had no objection to this request. MOVED by CLEMENS, SECONDED by NELSON, the the requested deferral of 14 parking stalls (required by occupancy) be approved for a period of one year subject to a bond being posted. MOTION CARRIED 6. Chairman Houghton read the Austin Co's response to the Board's letter of January 6, 1982 requesting installation of off-site improvements to Valley Office Complex I which stated in part . . ."Boeing Co. has not renewed its lease so there is no need for the lot. We will block off the entrances. . .". Moved by CLEMENS, seconded by NELSON, the the Austin Company be requested to block the entrances in a manner such to be approved by the Traffic Engineering Division, and as soon as that is accomplished and approved, the bond will be returned. Letter informed the Board that First Interstate Bank is the primary bank for Sea Galley and they will be issuing a letter of credit to replace letter of credit the City holds issued on Rainier Bank. 8. COMMENTS AND ANNOUNCEMENTS: Gary Norris questioned meandering sidewalks on the Springbrook Technical Center plans (Holvik). Discussion ensued. No Board Action. Ron Nelson indicated that he had a request from OW Properties to install the fill on Oaksdale Ave. S.W. which the Board had granted them the right to do two years ago. Ron stated that now the City has a flood program and a fill program that are quite different from two years ago and asked for input from the Board. The members discussed this and it was decided that Ron Nelson would distribute all information available for further discussion and review. 9. SUMMARY OF REQUEST: The applicant seeks site approval in a P-1 zone for construction of four airplane hangars to house private aircraft. SUMMARY. OF ACTION:Planning Department Recommendation: Approval with conditions. 1 Hearing Examiner Decision: Approval with conditions. PLANNING DEPARTMENT The Planning Department preliminary report was received by REPORT: the Examiner on September 30, 1981 . PUBLIC HEARING,:. After reviewing the Planning Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing wa!s opened on September 22, 1981 at 9:00 a.m. in the Council Chambers of the Renton Municipal Building. Roger Blaylock, Associate Planner, requested that the hearing be continued to October 6, 1981 to allow the City of Renton Aviation Committee the opportunity to grant final approval of the proposal . The hearing was subsequently continued to 91:00 a.m. on October 6, 1981 . CONTINUANCE: Responding to is request, from the applicant, the hearing was again continued to October 20, 1981 . 1 CONTINUANCE: The hearing was reopened on October 20, 1981 at 9:40 a.m. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. 1 Roger Blaylock, Associate Planner, presented the Planning Department preliminary report, and entered the following exhibits into the record: 1 Exhibit #1 : Application File containing Planning Department report and other pertinent documents Exhibit #2: Site Plan Referencing the original site plan, the Examiner noted that a question had arisen regarding whether sufficient parking space can be provided by the applicant, particularly with the requested addition of four hangars. Mr. Blaylock advised that the Aviation Committee has agreed to lease additional land on the west side of the West Perimeter Road, and plans exist for construction of a two tier parking deck which would be completed along with the expansion of the facility. Responding to the Examiner's inquiry regarding violation of the required setback from Rainier Avenue, Mr. Blaylock stated that no violation would occur because setback requirements on primary state arterials have been recently modified. The Examiner requested testimony by the applicant. Responding was: Charles Roberts President, Renton Aviation 840 W. Perimeter Road Renton, WA 98055 Mr. Roberts submitted a letter received this date from the Federal Aviation Administration advising approval of the subject proposal if certain conditions are met. The letter was entered as follows by the Examiner: Exhibit #3: Letter to Charles L. Roberts from Mark A. Beisse, F.A.A. , undated I V SA-077-81 Page Two Mr. Roberts discussed the building setback established in the original Airport Master Plan which coincided the lease line with the building setback a distance of 400 feet • from the centerline of the runway. Subsequently, the lease line was moved out a distance of t; Feel and established at 375 feet from the centerline and extended the full length of the west side of the airport to benefit Renton Aviation, Fancher Flyways, Puget Power, Job Master and the Boeing Company. However, at that time, no adjustment was made in the building setback line, and Mr. Roberts indicated that application for a variance has been made to allow construction up to the 375 foot line. The Aviation Committee of the Council , representatives of the Boeing Company, and the Federal Aviation Administration have shown support for the proposal to build to the setback line, although the FAA must still issue a final approval form. Regarding the proposed height protrusion of the structures of 10 feet, Mr. Roberts advised that no objections have been received from Boeing Company officials if proper lighting is provided. Parking provisions were addressed by Mr. Roberts, and it was noted that the most recent drawing for the service facility located at the south end of the site has been reduced in square footage, thereby reducing parking requirements. The 69 parking spaces provided in the original proposal have been increased to 160 stalls. Addressing the concern regarding availability of property between the current west property line and the east line of Perimeter Road, Mr. Roberts submitted a lease agreement which is currently in the process of approval by the City Attorney's office prior to execution. The lease was entered as follows: Exhibit #4: Lease Agreement (City of Renton to Renton Aviation, Inc.) Mr. Roberts indicated that a five foot side yard setback on the mutual property line between Boeing and the applicant' s property had been required during previous site approval review, and a variance is being requested by the applicant to allow maximum utilization of space. He noted that no objections regarding this matter have been received from either the city staff,. the Aviation Committee or the Boeing Company provided city codes for fire requirements are met. The original proposal had also addressed sight problems at both the north and south entrances to the site, and as a result, the north entrance has been eliminated entirely. The leased property line shared with the Boeing Company bisects the south entrance, and security and gates are a cooperative effort. Sight problems which exist in that area are a result of the original decision of the city some years back and location of an existing fence required by the FAA for certification. In addition, access from the subject site is to West Perimeter road, a non-public street with a restricted speed limit, and no accidents have previously occurred. The Examiner requested testimony in support or opposition to the application. There was no response. He then invited final comments from the Planning Department staff. Mr. Blaylock noted that the legal publication for the hearing specified only the addition of four hangars on the site, and the authority for approval of other factors in the site plan would be under the discretion of the Examiner. Since no further comments were offered, the hearing regarding File No. SA-077-81 was closed by the Examiner at 9:50 a.m. FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDINGS: 1 . The applicant, Renton Aviation, Inc. , filed a request to construct four additional hangars at the Renton Municipal Airport. • 2. The application file containing the application, SEPA documentation, the Planning Department report, and other pertinent documents was entered into the record as Exhibit #1 . 3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971 , RCW 43.21C, as amended, a Declaration of Non-Significance has ibeen issued for the subject proposal by the Environmental Review Committee (ERC) , responsible official . 4. Plans for the proposal have been reviewed by all city departments affected by the impact of this development. 5. There was no opposition to the proposal expressed. 6. All existing utilities are available and in close proximity. n R SA-077-81 Page Three 7. The subject property is located on the west side of the Renton Municipal Airport, just east of the West Perimeter Road near the northwest entrance to the airport. The property is owned by the city and leased to the applicant. 8. The applicant proposes constructing four additional hangars at the airport to house private airplanes. In addition, parking facilities will be expanded to accommodate additional vehicles. The applicant has not expanded the building complex on the subject site to the full extent of plans approved in May of 1980 (File No. SA-038-80) , and, therefore, less parking for that structure is required. Any additional expansion plans would have to be reviewed to determine if sufficient parking at this location is available. 9. The Traffic Engineering Department was concerned about the access to the site from Perimeter Road and about landscaping interfering with sight distance. 10. The applicant also proposed modification of the building subject to the provisions, and a one-Hour fire wall will be required. Such plans must be consistent with all . city codes and ordinances and approved by the Fire Department. 11 . The application must be reviewed under the criteria enumerated for a conditional use permit pursuant to Section 4-710(1 ) (I) (2) which requires a conditional use permit for facilities constructed at the airport. 12. There haveibeen no accidents in the intersection of the subject site's access and the airport Perimeter Road. The Perimeter Road is not a public street, but a road which serves a municipally operated airport. 13. Certain aspects of the hangars including height and setback from the centerline of the runways is subject to independent review by and approval of the Federal Aviation Administration. 14. The landscaping plans submitted by the applicant were conceptual in nature. The plans for the concrete retaining wall will be subject to approval of the Engineering and Building Departments. 15. The subject' site is zoned P-1 (Public/Quasi-Public) and the Comprehensive Plan and the Airport Master Plan indicate that airport related uses should be constructed and contained at the perimeter of the airport. 16. The applicant has eliminated the northerly access, and thereby, the associated sight clearance problems are an additional concern of the Traffic Engineering Department.! CONCLUSIONS: 1 1 . The subject proposal appears to serve the public use and interest. The Airport Master Plan' and the Comprehensive Plan indicate that the land situated in and around the ',airport should serve flight-related activities including the storage of privatelairplanes and facilities in which such planes may be serviced. 2. The plans are also subject to review and approval of the Federal Aviation Administration, and, therefore, the location of the structures will be carefully monitored t;o provide for the safety of aviation at the airport. 3. The additional hangars will not overcrowd this area of the airport and will serve the growing public demand for such facilities. 4. The ongoing operations of the airport will not be jeopardized by the construction, and the residents nearby should not be adversely affected by the inclusion of the additional hangars at the Renton Airport. 5. The land at the airport is a very limited resource, and therefore, the proposal appears to make the best use of this resource by locating parking in a tiered arrangement, rather than spreading it over greater surface areas. 6. The applicajnt has eliminated the northerly access which had the sight clearance problems, and its access has not caused any previously recorded traffic problems. Access is onto the Perimeter Road and that road is not a public street right-of-way. 7. Subject to the approval of the appropriate city officials, the landscaping, concrete retaining wall and other structural improvements appear satisfactory. 1 SA-077-81 Page Four DECISION: The conditional use permit and site plan are approved subject to: 1 . Approval of the concrete retaining wall by the Engineering and Building Departments. 2. Approval of the landscaping by the city's Landscape Architect. 3. Approval of the layout and location of fire-related improvements by the Fire Department. 4. CALL TO ORDER - The meeting was called to order by Chairman Stredicke at 7:00 p.m. 2. APPROVAL OF MINUTES - The minutes of August 13, 1981 were approved. 3. CORRESPONDENCE - None 4. NEW BUSINESS a. Aero-Dyne Leases - Mr. Gebenini commented that the Administration was still asking for $. 12 per sq. ft. for both leases, exclusive of the building, on three-year leases. He noted receipt of letter from Robert Morgan, Boeing, agree- ing to a three-year lease on a portion of Apron C, with a 90-day revocable clause, instead of the 120-day revocable clause mentioned at the last meeting. Mr. Stredicke noted that Boeing should lease the property to Aero-Dyne and not go through the City. He noted also that the City was giving Boeing credit for $. 10 a square foot for 99,800 sq. ft. and was receiving less than that amount from Aero-Dyne on a month-to- month lease. Mr. Warren concurred in this opinion, noting it put the City in the position of a sub-lessor. Mr. Volkel explained why this sub-lease had happened, noting the Board felt that it would lose control of the airport land. Mr. Blake noted they would be agreeable to leasing directly from Boeing. Mr. Warren said the City would have to approve any sub-lease to be sure the business was a proper one for the Airport. Mr. Stredicke noted the offer of $. 12 per sq. ft. for both land leases had been offered to Aero-Dyne for acceptance within seven days and if it was not accepted in that time, the offer was null and void. Aero-Dyne did not accept this offer, but instead counter-offered at $. 11 per sq. ft. for five years on both land leases , LAG 1608-69 and LAG 1816-7.1 and $. 105 per sq. ft. for Apron C. Mr. Warren noted that there had been long discussions about the old Vocational Bldg. and it had not even been mentioned. Mr. Gebenini noted this would be settled later. Mr. Warren suggested that the disputed building be included in the lease if Aero-Dyne would accept the City's offer of $. 12 per sq. ft. for both leases- for three years. Mr. Stredicke made a formal offer of the two leases for three years at $. 12 per square foot and if it ,was accepted within fourteen days, the building would be included. Aero-Dyne can deal with The Boeing Company on the Apron "C" lease. If not accepted, the matter will go to arbitration. Mr. Warren said that if it went to arbitration, it should be settled in from 45 to 60 days. o AVIATION COMMITTEE MEETING September 10, 1981 - Page 2 b. Fancher Flyways Leases - Chairman Stredicke reported that any difficulty with the Fancher Flyways leases had been cleared up and a report would go to Council recommending the leases he executed. c. Report on Fencing - Mr. Gebenini said he had obtained a number of esti- mates on the fencing on the east side and they were all pretty high, $6,283.33, 6, 118.47 and Secoma bid $5, 199 but would not guarantee it. He noted the Air- port did not have the money at this time to install the fence and proposed that the fence be put between the roadway and the river and not next to the lease lines. Chairman Stredicke noted the fence was to protect the leased properties. Further discussion was held about ADAP funding, position of the gates and where the fence lines should be. d. Municipal Hangar Roof - Mr. Gebenini reported the roofing job was all complete in one and one-half days. e:" -Renton Aviation, Inc. -.. Mr. Roberts of Renton Aviation said that he was interested-In-moving the -fence-on their west boundary, noting it goes up about12feettothePerimeterRoadanddropsoffonbothsides. The area would be used for additional parking as in some places there is as much as 30 feet. The plan is to build a rockery or wall at the road. The fence will not be needed and Could possibly be used in some area on the Airport. He displayed a tentative planforthearea. The area between the wooden fence by the Sunbird Restaurant entranceandthemetalfence. It was noted if the fence was removed you could park cars in there now without too much excavation. Mr. Houghton inquired if this rockery wouldhavetoholdtheroad. Mr. Trimm noted there was wiring in that area. The Committee noted tentative approval of the plan until definite plans were submitted. 5. OLD BUSINESS a. Fire Department Ruling on Sprinkler Systems - Mr. Gebenini noted answer from Ass ' t. City Attorney re the Fire Department requirement for sprinkler systems in airport tenants buildings. If the uses have commenced since the codification of the Uniform Fire Code into our City Code, then these uses should not be "grandfathered".The Clerk' s Office will identifythe first enactment of the Uniform Fire Code into our ordinance. b. Seaplane Ramp Silt Problem - Mr. Gebenini noted that Vince Lee had been investi- gating on this problem and the requirements that would be needed which include CorpofEngineers ' permit and reviews by Federal Dept. of Interior, NOAA, EPA, State Dept. of Ecology, State Department of Fisheries and would also need a Shoreline Act Exemp-tion or Permit. Engineering has been asked to assist in obtaining estimates of amountofmaterialtobedredgedandcostestimatesforasummerof1982schedule. General Construction Co. is working in the area and they have barges and other equipment and we would like to get some kind of estimate as to how much it will cost the City. 6. Information submitted on site drawing is insufficient to provide specific requirements as to required fire flow and fire hydrants . Primary respon- sibility for fire protection of field area at the airport is that of the City of Renton Fire Department. The impact of this developement on the field area is substantial when` it is considered that the primary source of fire protection water supply is from high pressure water mains owned by the Boeing Aircraft Company. This water is supplied and metered from the Seattle pipeline. It may not be located properly to be considered for protection purposes . In order to provide sufficient water for fire protection, it may be necessary to install additional main capacity -from existing city supplies . In the future it may be necessary for the city to consider acquiring the existing high pressure mains from Boeing, thus servicing its ' responsibil- ities from its' own sources .
