Subject: Withdrawal of application for rezone.
I wish to withdraw my application for a rezone of the property located at
209 SW 13th Street in Renton. The rezone was from R 1 to L 1. Application
for that rezone was made around the first part of May of 1983.
My reason for withdrawing is that I wish to apply for a Conditional Use
permit of the same property for the same purpose. The purpose of a
Child Care Center.

The Renton Environmental Review Committee met on May 11, 1983, to discuss the above
referenced rezone application.
It was decided in this meeting that before the Committee will issue an environmental
declaration for this rezone, we will first need some additional information in the following
two a:'eas of concern:
1. Storm Drainage
The application has not addressed the issue of storm drainage. Submit to the
committee information concerning how this is to be handled for the subject site.
2. Sanitary Sewers
No sanitary sewer is currently available to the subject site. It will be necessary
that the property be connected to the sewer system. Please consult with the City
Utility Engineering Division for further details on how this is to be accomplished.
Please submit this requested information at your earliest convenience so that an
environmental determination can be made. Until this is accomplished, the application will
remain on our agenda under pending business.

Pursuant to yesterday's telephone conversation, a Conditional Use Permit
can be suh-nitted to replace the above Rezone Application. A formal letter
should be sent withdrawing the rezone. The application fees can be credited
from the Rezone to the Conditional Use Permit request.
The Conditional Use Permit request will be an entirely new application and
will require the normal submission of six (6) copies of all documents.
Please find enclosed copies of the Master Application form and Environ-
mental Checklist. Also attached is the Application Procedure.
In reviewing a Conditional Use Permit application, the Land Use Hearing
E.miner considers eleven (11) criteria delineated in Section 4-748. A
copy of those criteria is attached. A complete application must drlress

Introduction The State Environmental Policy Act of 1971 , Chapter 43.21C, RCW, requires
all state and local governmental agencies to consider environmental values both for their
own actions and when licensing private proposals . The Act also requires that an EIS be
prepared for all major actions significantly affecting the quality of the environment.

proposal is such a major action.

A- The subject site for reclassification appears not of have been specifically
considered at the last area land use analysis and area zoning.
B- The subject site was annexed to the city in 1961. Both city-wide comprehensive
plan adopted in 1965, and the Green River Valley,comprehensive plan adopted
in 1975, clearly show the area as designated for manufacturing park activities.
C- The subject site is in an area that would indicate the change is appropriate.
Since 1975 the general area has undergone a substantial transition from
older single family residential to commercial and industrial activities.
Development of property to the north and west into office and commercial use
suggest a request for subject site rezone is appropriate and timely.
D- The test of timeliness is met because of the subject site being inappropriate
to single family residence because of the freeway entrance road running
directly through the property and behind the subject site.
E- The rezoning is requested for a child care center in the existing structure but
also for the future possiblity of light commercial or manufacturing park
use.
The site plan provides a detailed presentation of the site which will be used
as it is without changes for a minimum of two years. A signed lease for a
possible child care center is now in existence.
